Last year, you wrote an <a href=\"https:\/\/www.newsweek.com\/i-prosecuted-police-killings-defund-police-strategic-opinion-1510018\">op-ed in Newsweek<\/a> entitled, \u201cI Prosecuted Police Killings. Defund the Police, But Be Strategic.\u201d Do you still believe it is a good idea to defund the police?\u201d<\/p>\n<p>\u201cI do not support defunding the police,\u201d Clarke replied. \u201cThe impetus for writing that op-ed was to make clear that I do not support defunding the police, and I spent considerable time talking about the need to challenge resources to places such as mental health treatment, alleviate some of the burdens we place on the doorstep of law enforcement so the issues we ask them to wrestle with that are outside their core competency, but if \u2014\u201d<\/p>\n<p>\u201cMs. Clarke, we have limited time,\u201d Cruz interjected. \u201cYou say you don\u2019t support defunding the police. You just said it twice. The title of your article was \u2018Defund the Police,\u2019 but let\u2019s not just look to the title; your article begins by saying that the national protests we saw last year \u2018opened up space for transformative policy discussions.\u2019 You then continue to write, \u2018Into that space,\u2019 \u2014 and this is a quote \u2014 \u2018Into that space has surged a unifying call from the Black Lives Matter Movement: Defund the police.\u2019 Do you really believe \u2018defund the police\u2019 is a unifying call?\u201d<\/p>\n<p>\u201cI don\u2019t support defund the police,\u201d Clarke repeated.<\/p>\n<p>\u201cI\u2019m reading from your article,\u201d Cruz pressed. \u201cDo you disagree with your article?\u201d<\/p>\n<p>\u201cAmidst the demonstrations and protests, I wanted to provide a different perspective,\u201d Clarke answered. \u201cI don\u2019t support taking away resources from police and putting communities in harm\u2019s way. There\u2019s a rise in hate crimes and extremism \u2014\u201d<\/p>\n<p>\u201cMs. Clarke, you know you\u2019re testifying under oath here,\u201d Cruz warned.<\/p>\n<p>\u201cSenator Cruz, please allow her to answer,\u201d Durbin interrupted.<\/p>\n<p>\u201cWell, I\u2019m not going to allow her to filibuster,\u201d Cruz fired back. \u201cWhen I ask a question, if she wants to answer a question that I asked, she can do so.\u201d<\/p>\n<p>\u201cShe should be allowed\u2014 I hope you\u2019ll show respect to the witness,\u201d Durbin snapped.<\/p>\n<p>\u201cI will show respect to every witness, but we also have limited time, as you\u2019re aware, and you\u2019ve been on this committee long enough to know that witnesses, in avoiding questions, will try to filibuster on different topics,\u201d Cruz replied. \u201cSo I\u2019m going to ask questions, and I\u2019m going to expect answers to the questions I ask, and I understand the Chairman wants to jump in and defend the witnesses but that\u2019s your prerogative to try to do so.\u201d<\/p>\n<p>\u201cI will defend witnesses on either side and members on either side,\u201d Durbin claimed. \u201cWe will be respectful in this committee. I hope that all members \u2014\u201d<\/p>\n<p>\u201cI hope and expect the same standard will be applied to senators on both sides,\u201d Cruz stated, turning back to Clarke. \u201cNow, let\u2019s return to, you just said you don\u2019t support cutting funds from police. I find that astonishing, and frankly, Ms. Clarke, not credible, because I\u2019m holding the article you wrote, rote, and I actually pulled out a highlighter and highlighted the beginning of each paragraph going through, and about midway through, you have a paragraph that says, \u2018We must invest less in police and more in social workers.\u2019 The next paragraph says, \u2018We must invest less in police and more in social support to our schools.\u2019 The next paragraph begins, \u2018We must invest less in police and more in mental health aid.\u2019 Three paragraphs in your article you begin with the words, \u2018We must invest less in police,\u2019 and you just told this committee under oath you don\u2019t support investing less in police. &nbsp;How do you square those?\u201d<\/p>\n<p>\u201cIf I may, Senator, I support the fact that President Biden is committing 300 million new dollars for the COPS program, 300 million new dollars for resources to the police,\u201d Clarke protested. \u201cI wrote that op-ed without having the power of the purse-string behind me and talked about how we can allocate a limited pool of resources in a more effective way.\u201d<\/p>\n<p>\u201cSo do you believe you were wrong last year when you called for defunding the police and investing less in the police?\u201d Cruz asked.<\/p>\n<p>\u201cIt\u2019s a poor title chosen by the editor,\u201d Clarke deflected.<\/p>\n<p>\u201cNot just a title; it\u2019s your text,\u201d Cruz pointed out. \u201c\u2018We must invest less in police.\u2019 Three paragraphs you begin with those words. You wrote those words. Would you agree with those words today?\u201d<\/p>\n<p>\u201cWithout the power of the purse-string I wrote those words,\u201d Cllarke repeated. \u201cBut President Biden is committing more resources to police and I think that\u2019s a great thing, Senator.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\" readability=\"10.495297805643\">\n<p lang=\"en\" dir=\"ltr\">She also has repeatedly TWEETED about defunding the police.
