Ralph Northam (D-VA) indicated a \u201cdangerous new phenomenon.\u201d<\/span><\/p>\n<p><span>\u201cThese pledges from local officials to blatantly ignore gun safety laws are fueling wild falsehoods about government overreach, while also putting Virginians at risk from the very gun violence lawmakers have sworn to prevent,\u201d Chipman wrote.<\/span><\/p>\n<p><span>Later in the article, he explained that \u201cthe Second Amendment envisions firearms as being \u2018well regulated,\u2019 and individual sheriffs aren\u2019t entitled to decide whether a particular regulation is constitutional \u2014 that\u2019s the job of the courts.\u201d<\/span><\/p>\n<p><span>Chipman also revealed a paternalistic attitude toward gun regulation: \u201cAs a resident of Virginia, I don\u2019t look to my local city council or sheriff to decide how gun regulations can coexist with gun ownership. I care about what they are doing to protect me, my family, and my neighbors.\u201d<\/span><\/p>\n<p><span>Gun rights groups are not <\/span><a href=\"https:\/\/www.dailywire.com\/news\/gun-rights-group-blasts-biden-for-forthcoming-tyrannical-gun-orders-well-spare-no-expense-to-defeat-you\"><span>pleased<\/span><\/a><span> with Chipman\u2019s philosophy on the Second Amendment.<\/span><\/p>\n<p><span>Gun Owners of America Senior Vice President Erich Pratt said in a statement that he was \u201cshocked at the brazen decision to nominate a registered anti-gun lobbyist to be Director of the Bureau of Alcohol, Tobacco, Firearms, and Explosives,\u201d noting that \u201cDavid Chipman\u2019s anti-constitutional lobbying career clearly disqualifies him from holding public office.\u201d<\/span><\/p>\n<p><b>Mocked new gun owners<\/b><\/p>\n<p><span>Many Americans became gun owners for the first time during COVID-19 lockdowns. Chipman \u2014 who claims to be a \u201cproud gun owner\u201d \u2014 denigrated them during an <\/span><a href=\"https:\/\/dailycaller.com\/2021\/04\/08\/david-chipman-joe-biden-atf-tiger-king\/\"><span>interview<\/span><\/a><span>.<\/span><\/p>\n<p><span>\u201cMost of the new buyers who went out to the gun store and bought a gun have no training whatsoever,\u201d Chipman told Cheddar on April 3, 2020. \u201cIn their mind they might be competent, they might think they\u2019re die-hard and ready to go, but unfortunately they\u2019re more like Tiger King. They\u2019re putting themselves and their families in danger.\u201d<\/span><\/p>\n<p><span>\u201cWhat I would suggest,\u201d he continued, \u201cif they did go out and buy a gun, I would secure that gun locked and unloaded and hide it behind the cans of tuna and beef jerky that you\u2019ve stored in the cabinet, and only bring that out if the zombies start to appear.\u201d<\/span><\/p>\n<p><b>Giffords senior advisor<\/b><\/p>\n<p><span>David Chipman serves as a senior policy advisor at <\/span><a href=\"https:\/\/giffords.org\/about\/\"><span>Giffords<\/span><\/a><span> \u2014 an organization \u201cfighting to end the gun lobby\u2019s stranglehold on our political system.\u201d Like the Biden administration, the group \u2014 which is led by former Congresswoman Gabrielle Giffords \u2014 considers gun violence an \u201cepidemic\u201d in the United States.<\/span><\/p>\n<p><span>As OpenSecrets <\/span><a href=\"https:\/\/www.opensecrets.org\/orgs\/giffords\/recipients?id=D000068779\"><span>details<\/span><\/a><span>, the group supplies hundreds of thousands in lobbying dollars to politicians and causes that support increased gun control. Over 99% of contributions from Giffords are directed toward Democrats.<\/span><\/p>\n<p><span>According to Chipman\u2019s <\/span><a href=\"https:\/\/giffords.org\/people\/david-chipman\/\"><span>biography<\/span><\/a><span> on the site, he has \u201cexpertise\u201d on the topics of \u201cghost guns,\u201d the \u201cgun industry,\u201d and \u201cassault weapons.\u201d<\/span><\/p>\n<p><span>Giffords lauds Chipman for serving \u201cas a member of ATF\u2019s version of SWAT\u201d and receiving the \u201cAttorney General\u2019s Award for Outstanding Contributions to Community Partnerships for Public Safety in honor of his efforts aimed at preventing gun homicides in targeted US cities.\u201d<\/span><\/p>\n<p><span>In a <\/span><a href=\"https:\/\/giffords.org\/press-release\/2021\/04\/statement-david-chipman-would-bring-strong-leadership-to-atf\/\"><span>press release<\/span><\/a><span>, Giffords declared that Chipman would be a \u201cstrong, experienced leader\u201d at the helm of the ATF.<\/span><\/p>\n<p><span>\u201cAs a former ATF special agent, David will be able to address the most pressing issues facing the bureau from day one, including reducing gun violence,\u201d said the group. \u201cDavid has spent his career serving the public, combating violent crime, and striving to make our nation and our communities safer. As a responsible gun owner, decorated law enforcement professional, and gun safety expert, David is the perfect choice for ATF director.\u201d&nbsp;<\/span><\/p>\n<p><span>In an adjacent <\/span><a href=\"https:\/\/giffords.org\/press-release\/2021\/04\/giffords-praises-president-biden-for-taking-executive-action\/\"><span>statement<\/span><\/a><span> about the Biden administration\u2019s new gun control policies, former Congresswoman Giffords said that \u201cdays like today are why we fought so hard to bring a gun safety champion to the White House.\u201d<\/span><\/p>\n<p><span>\u201cToday we have hope that a brighter future is in store,\u201d she wrote. \u201cThank you, President Biden.\u201d<\/span><\/p>\n<p><b>ATF agent<\/b><\/p>\n<p><span>David Chipman worked at the Bureau of Alcohol, Tobacco, and Firearms for nearly 23 years.<\/span><\/p>\n<p><span>The <\/span><a href=\"https:\/\/www.atf.gov\/\"><span>ATF<\/span><\/a><span> \u2014 an agency under the Department of Justice \u2014 has a mandate to protect \u201ccommunities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products.\u201d<\/span><\/p>\n<p><span>Conservatives and libertarians have long found issue with the agency\u2019s restrictions on Second Amendment rights and incompetence in stopping illegal gun sales.<\/span><\/p>\n<p><span>Chipman held nine different positions as he ascended through the ranks at the ATF over his two decades of service.<\/span><\/p>\n<p><span>According to his <\/span><a href=\"https:\/\/www.linkedin.com\/in\/davidchipman\/\"><span>LinkedIn<\/span><\/a><span> profile, Chipman joined the agency in 1988 as a special agent in the Washington Field Division. After stints in Norfolk, Houston, Detroit, and Flint, he was promoted to Chief of the agency\u2019s Policy Development and Evaluation Branch.
