{"id":378056,"date":"2021-04-02T14:54:59","date_gmt":"2021-04-02T18:54:59","guid":{"rendered":"https:\/\/www.conservativenewsdaily.net\/breaking-news\/?p=378056"},"modified":"2021-04-02T14:56:00","modified_gmt":"2021-04-02T18:56:00","slug":"what-does-the-data-tell-us-about-the-disproportional-impact-of-covid-19-lockdowns-on-women","status":"publish","type":"post","link":"https:\/\/www.conservativenewsdaily.net\/breaking-news\/what-does-the-data-tell-us-about-the-disproportional-impact-of-covid-19-lockdowns-on-women\/","title":{"rendered":"What Does The Data Tell Us About The Disproportional Impact Of COVID-19 Lockdowns On Women?"},"content":{"rendered":"<aside class=\"mashsb-container mashsb-main mashsb-stretched\"><div class=\"mashsb-box\"><div class=\"mashsb-count mash-medium\" style=\"&quot;\"><div class=\"counts mashsbcount\">30<\/div><span class=\"mashsb-sharetext\">SHARES<\/span><\/div><div class=\"mashsb-buttons\"><a class=\"mashicon-facebook mash-medium mash-nomargin mashsb-noshadow\" href=\"https:\/\/www.facebook.com\/sharer.php?u=https%3A%2F%2Fwww.conservativenewsdaily.net%2Fbreaking-news%2Fwhat-does-the-data-tell-us-about-the-disproportional-impact-of-covid-19-lockdowns-on-women%2F\" target=\"_top\" rel=\"nofollow\"><span class=\"icon\"><\/span><span class=\"text\">Facebook<\/span><\/a><a class=\"mashicon-twitter mash-medium mash-nomargin mashsb-noshadow\" href=\"https:\/\/twitter.com\/intent\/tweet?text=&amp;url=https:\/\/www.conservativenewsdaily.net\/breaking-news\/?p=378056&amp;via=ConservNewsDly\" target=\"_top\" rel=\"nofollow\"><span class=\"icon\"><\/span><span class=\"text\">Twitter<\/span><\/a><a class=\"mashicon-subscribe mash-medium mash-nomargin mashsb-noshadow\" href=\"#\" target=\"_top\" rel=\"nofollow\"><span class=\"icon\"><\/span><span class=\"text\">Subscribe<\/span><\/a><div class=\"onoffswitch2 mash-medium mashsb-noshadow\" style=\"display:none\"><\/div><\/div>\n            <\/div>\n                <div style=\"clear:both\"><\/div><\/aside>\n            <!-- Share buttons by mashshare.net - Version: 4.0.47--><div><img decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/04\/fb_image-375.jpeg\" class=\"ff-og-image-inserted\" \/><\/div>\n<p><span>Last month, the World Economic Forum released their \u201c<\/span><a href=\"http:\/\/www3.weforum.org\/docs\/WEF_GGGR_2021.pdf\"><span>Global Gender Gap Report<\/span><\/a><span>.\u201d<\/span><\/p>\n<p><span>\u201cWe hope that this report will serve as a call to action to leaders to embed gender parity as a central goal of our policies and practices to manage the post-pandemic recovery, to the benefit of our economies and our societies,\u201d wrote Saadia Zahidi, Managing Director and Head of the Centre for the New Economy and Society.<\/span><\/p>\n<p><span>Chapter 2 of the report is dedicated to analyzing the \u201cImpact of the COVID-19 Pandemic on Economic Gender Gaps,\u201d using \u201chigh-frequency data from the International Labour Organization (ILO), the LinkedIn Economic Graph team and Ipsos to offer a timely analysis of the impact of the pandemic on existing gender gaps in economic participation.\u201d<\/span><\/p>\n<p><span>\u201cThe evidence shows that while both men and women were severely affected by the pandemic, women experienced a larger impact through multiple channels,\u201d the World Economic Forum reported. \u201cFirst, as women are frequently employed in sectors directly disrupted by lockdown and social distancing measures, they consequently experienced both higher unemployment rates and a more subdued re-entry into employment.\u201d<\/span><\/p>\n<p><span>\u201cSecond,\u201d they continued, \u201cwomen\u2019s labour force participation dropped further than that of men at the start of the pandemic.\u201d<\/span><\/p>\n<p><span>\u201cThird,\u201d they concluded, \u201cwomen\u2019s re-employment has been slower, with lower hiring rates and delayed hiring into leadership roles.\u201d<\/span><\/p>\n<p><span>The report then added that \u201cthere is also evidence that among those women who have continued to work throughout the pandemic, some have reduced their working hours more than men and some have pulled back from promotions and leadership roles.\u201d<\/span><\/p>\n<p><span>Throughout the chapter, several insightful statistics were provided which demonstrate the apparently disproportionate negative impact of COVID-19 policies on women. Here are some of the key findings:<\/span><\/p>\n<p><b>Unemployment<\/b><\/p>\n<p><span>Between 2019 and 2020, the change in unemployment was mostly indistinguishable by gender for some countries (such as the United Kingdom, Japan and Italy). In the United States, women experienced a far greater change in unemployment than men. This was also the case \u2014 to a lesser extent \u2014 in Canada.<\/span><\/p>\n<p><b>Change in hours based on sector<\/b><\/p>\n<p><span>In Figure 2.5, the World Economic Forum analyzed the change in hours worked between Q2 2019 and Q2 2020, categorized by sector and the share of women employed within each sector. Women make up the majority of two sectors: \u201chealthcare and social assistance\u201d (75%) and \u201ceducation\u201d (65.4%). These sectors experienced a negative change in hours of 8.8% and 6.5% respectively.<\/span><\/p>\n<p><span>Two sectors have an approximately equal split between male and female employees. \u201cAccommodation and food services\u201d is 48.8% female, and experienced a negative change of 10.8% in hours worked, while \u201cculture and entertainment\u201d is 48.1% female, and experienced a negative change of 7.6% in hours worked.<\/span><\/p>\n<p><span>The sector which experienced the largest change in hours worked between Q2 2019 and Q2 2020 was \u201ctransportation\u201d with 17.7%, of which 16.5% of employees are female.&nbsp;<\/span><\/p>\n<p><b>Hiring<\/b><\/p>\n<p><span>In April and May 2020, when COVID-19 restrictions were broadly imposed, the \u201cshare of women being hired into all roles dropped by 2.3 percentage points for entry-level workers, 0.9 percentage points for experienced workers and 0.5 percentage points for those in leadership positions.\u201d<\/span><\/p>\n<p><span>The largest decrease was seen in the nonprofit industry, followed by the \u201cconsumer industry\u201d cluster of \u201cretail, consumer goods, and recreation and travel.\u201d<\/span><\/p>\n<p><b>Work challenges<\/b><\/p>\n<p><span>In a section titled \u201cThe Double Shift in The Pandemic Era,\u201d the report includes the results of various surveys, categorized by gender and childcare responsibilities.<\/span><\/p>\n<p><span>Regarding work challenges, a majority of men and women surveyed reported \u201cincreased anxiety around job security,\u201d with \u201cwomen: kids in household\u201d the most likely to experience this concern, then \u201cmen: kids in household,\u201d then \u201cwomen: no kids in household,\u201d and finally \u201cmen: no kids in household.\u201d<\/span><\/p>\n<p><span>The same is broadly true of \u201cstress due to changes in work routines and organization,\u201d with the majority of all but \u201cmen: no kids in household\u201d experiencing such a challenge.<\/span><\/p>\n<p><span>However, several other challenges demonstrated a vast disparity, both between men and women and those with children and those without, when it comes to COVID-19. Most notably, \u201cstress due to family pressures (e.g. childcare)\u201d was experienced by over 60% of women with children in the household. A majority of women with children in the household also reported experiencing \u201creduced productivity,\u201d \u201cdifficulty finding a work-life balance,\u201d \u201cdifficulty getting work done at home due to inadequate home office setup or equipment,\u201d and \u201cworking at unconventional hours (e.g. very early in the morning or late at night).<\/span><\/p>\n<p><span>***<\/span><\/p>\n<p><span>\u201cAcross economies, pre-existing gender gaps have exacerbated the asymmetric effect of the pandemic, in terms of employment and labour force participation. By industry, we have seen a widening of gender gaps in some of the sectors most heavily impacted by COVID-19, and a more pronounced emerging gender gap demonstrated by a reversal of gender parity in leadership positions,\u201d concluded the World Economic Forum.<\/span><\/p>\n<p><span>\u201cBy disrupting childcare support for families, the pandemic has had a significant impact on the lives of working parents. In the current context, this impact has been most acutely felt by working women with children who commonly continue to take on a larger share of care work in the household,\u201d the Forum added.<\/span><\/p>\n<p><span>While the claim that \u201cThe pandemic has re-emphasized the need for resilient and sustainable childcare systems\u201d is certainly a subject of debate, the data makes one point clear \u2014 that COVID-19 policies have disproportionately affected women, and particularly those who have added childcare responsibilities.<\/span><\/p>\n<p><span>While it may not be the responsibility of the state to provide support for those who decide to have children, it is certainly the responsibility of the state not to impose policies which have an immediate and long-lasting impact on many in our society \u2014 and in particular, those they claim to fight to protect.<\/span><\/p>\n<p><i><span>Ian Haworth is an Editor and Writer for The Daily Wire.
