Cooper said that dog owners that do not take serious action to keep a dog isolated after it has bitten one person are potentially legally liable. In some cases, according to D.C. law, the dog can be euthanized.<\/p>\n<p>\u201cThe one feature of Washington, D.C. dog bite law, and it\u2019s relevant to the Major Biden story, it\u2019s called the one-bite rule,\u201d Cooper said. \u201cIf the dog bites someone after it has already shown that it will bite someone, then there is presumed negligence on the owner of the dog.\u201d<\/p>\n<p>As president, Biden is off the hook for any lawsuits stemming from Major\u2019s aggressive behavior, however.<\/p>\n<p>\u201cNo one can prosecute the president for a dog bite or anything else,\u201d Malloy Law Offices attorney Stephen Caramenico told Fox News. \u201cIt&nbsp;comes down to just being a competent dog owner because&nbsp;you do have something that has the ability to harm people, so how do you control that animal, who do you let them around?\u201d<\/p>\n<p>Major has bitten someone at the White House twice since the Biden\u2019s took up residence on Jan. 20. White House press secretary Jen Psaki confirmed the first incident last month.<\/p>\n<p>\u201cMajor was surprised by an unfamiliar person and reacted in a way that resulted in a minor injury to the individual, which was handled by the White House medical unit with no further treatment needed,\u201d Psaki told reporters on March 9.<\/p>\n<p>After the first incident, Biden\u2019s dogs, both German Shepherds, returned to Delaware where they underwent training for aggressive behavior. The dogs later returned to the White House where Major \u201cnipped\u201d at another person on Monday. As The Daily Wire reported:<\/p>\n<blockquote readability=\"25.894878706199\">\n<p><em>President Joe Biden\u2019s dog Major was reportedly involved in another biting incident that required medical attention Monday.<\/em><\/p>\n<p><em>Two sources familiar with the matter told&nbsp;<a href=\"https:\/\/www.cnn.com\/2021\/03\/30\/politics\/major-biden-dog-white-house\/index.html\">CNN<\/a>&nbsp;that three-year-old Major, the younger of Biden\u2019s two German Shepherds, nipped a National Park Service employee during his walk on the South Lawn of the White House. The employee, who was working at the time, required medical attention from the White House medical unit.<\/em><\/p>\n<p><em>Michael LaRosa, first lady Jill Biden\u2019s press secretary, chalked up the biting to Major \u201cstill adjusting to his new surroundings.\u201d<\/em><\/p>\n<p><em>\u201cYes, Major nipped someone on a walk.
