The money comes from the student council\u2019s so-called \u201csurplus fund,\u201d which is taken from student tax dollars.&nbsp;&nbsp;<\/span><\/p>\n<p><span>The stipend legislation came after the council\u2019s External Vice President lost her status as a recipient of the Deferred Action for Childhood Arrivals (DACA) program. Johana Guerra Martinez was unable to receive financial compensation for seven weeks for her vice presidential role after she lost her DACA status and work permit.&nbsp;<\/span><\/p>\n<p><span>An undocumented students\u2019 stipend will now be routed through the student government and the university\u2019s financial aid program.&nbsp;<\/span><\/p>\n<p><span>Despite the legislation\u2019s successful passage, student government President Robert Watson said in a statement that he was concerned with how long it took to compensate Guerra Martinez. \u201cIt needs to be a continuing conversation on how to go about best serving our student leaders that do not have DACA status,\u201d Watson said.&nbsp;&nbsp;<\/span><\/p>\n<p><span>Guerra Martinez <\/span><a href=\"https:\/\/dailybruin.com\/2020\/02\/25\/usac-external-vice-president-fails-to-receive-pay-for-weeks-due-to-lost-daca-status\"><span>said<\/span><\/a><span> that such compensation comes with the \u201cpromise\u201d of a University of California education.&nbsp;<\/span><\/p>\n<p><span>\u201cYou get promises to apply to internships and build your resume for your future career, but undocumented students constantly don\u2019t have those opportunities because there\u2019s employment restrictions,\u201d Guerra Martinez said. \u201cI think for me, this experience has just been a huge reminder of the fact that there is no plan for what to do when students lose DACA.\u201d&nbsp;<\/span><\/p>\n<p><span>The move to provide financial assistance to illegal immigrant students comes as the United States is verging on what experts are calling a \u201ccrisis\u201d of migrants swarming to the southern border. The Biden administration has been ripped for its inability to adequately care for migrants and its attempts to hide the crisis from the media and the American public.&nbsp;<\/span><\/p>\n<p><span>According to the <\/span><a href=\"https:\/\/nypost.com\/2021\/03\/21\/ice-inks-86-9-million-deal-to-lodge-migrants-in-hotels\/\"><span>New York Post<\/span><\/a><span>, the Immigration and Customs Enforcement agency has signed an $89.6 million contract with a Texas nonprofit to shelter migrants in hotels while federal agents process a backlog of new migrant arrivals.&nbsp;<\/span><\/p>\n<p><span>The Biden administration has also received pushback from Mexico\u2019s left-leaning President Andr\u00e9s Manuel L\u00f3pez Obrador.
