In late January, at a press conference about an executive order to expand the \u201cBuy American\u201d act of 1933, Biden stated, \u201cThe federal government also owns an enormous fleet of vehicles, which we\u2019re going to replace with clean electric vehicles made right here in America, by American workers.\u201d<\/p>\n<p>Car and Driver <a href=\"https:\/\/www.caranddriver.com\/news\/a35313537\/biden-us-fleet-evs\/\">noted<\/a>, \u201cAccording to the&nbsp;<a href=\"https:\/\/d2d.gsa.gov\/report\/federal-fleet-open-data-visualization\" data-vars-ga-outbound-link=\"https:\/\/d2d.gsa.gov\/report\/federal-fleet-open-data-visualization\">General Services Administration<\/a>, as of 2019, the government fleet has over 645,000 vehicles on the road.\u201d<\/p>\n<p>In September, California Democrat Governor Gavin Newsom signed an executive order calling on the state\u2019s air resources agency to force new cars and passenger trucks sold to be zero-emission by 2035. But in October, Environmental Protection Agency (EPA) Administrator Andrew Wheeler <a href=\"https:\/\/www.dailywire.com\/news\/california-newsom-ban-epa\/\">warned Newsom<\/a> that the order was unrealistic and possibly illegal.<\/p>\n<p>Wheeler wrote: \u201cYour recent Executive Order (EO) establishing a goal that 100 percent of new vehicle sales be zero emission by 2035 raises serious questions regarding its legality and practicality. While the EO seems mostly aspirational and on its own would accomplish very little, any attempt by the California Air Resources Board to implement sections of it may require California to request a waiver to U.S. EPA.\u201d<\/p>\n<p>\u201cBeyond the significant questions of legality and the fact that consumer demand for the type of vehicle you would mandate has never met the aspirations of California\u2019s political leadership, your state is already struggling to maintain reliable electricity for today\u2019s demands,\u201d Wheeler continued. \u201cCalifornia\u2019s record of rolling blackouts \u2013 unprecedented in size and scope \u2013 coupled with recent requests to neighboring states for power begs the question of how you expect to run an electric car fleet that will come with significant increases in electricity demand, when you can\u2019t even keep the lights on today.\u201d<\/p>\n<p>\u201cThe Trump administration in March 2020 finalized a rollback of fuel economy standards to require 1.5% annual increases in efficiency through 2026,\u201d Reuters noted.<\/p>\n<p>General Motors has announced they have a goal of eliminating gasoline passenger car and truck sales by 2035. Volvo stated all of its cars will be electric by 2030.
