It is certainly not how partners should treat each other. In my view, this is a weak decision, unfortunately, a weak decision by strong partners.\u201d<\/p>\n<p>Zelensky penned a much lengthier retort on X:<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Peace never comes through weakness. Today, representatives of the U.S. Congress were in Kyiv \u2013 a bipartisan delegation \u2013 and I am grateful to them for visiting Ukraine at such a difficult time. They asked: what is needed to end the war? The answer must be strong. There must be sanctions under the Lindsey Graham bill, there must be support for Ukraine in protecting lives, and there must be pressure on Russia for its war. And today, there was a conversation between the leaders of America and Russia. A conversation that leads to something different.<\/p>\n<p>Recently, there was a European decision to lift sanctions on Russian oligarchs. Since then, Russian strikes and the torment of people have only increased. This past week alone, there was a brutal Russian missile strike on a residential building in Pryluky, aerial bombs were dropped on Kramatorsk \u2013 on ordinary city buses \u2013 and there have been constant attacks on Kyiv\u2019s energy infrastructure and on the life-sustaining infrastructure in Dnipro, Kharkiv, Odesa, and our other cities. Dozens of people have been killed and hundreds wounded.<\/p>\n<p>The Russians are compensating for their inability to achieve their objectives on the battlefield with this kind of terror. This year, Russia is weaker on the battlefield than at any other point in the war. That is why Putin is relying on terror. That is why he is relying on attempts to strike backroom deals to secure some form of pressure relief for Russia, in order to buy more time and more opportunities for war.<\/p>\n<p>Any easing of sanctions against Russia without a clear and lasting de-escalation agreement with Russia is an obvious weakness. It plays into Russia\u2019s hands \u2013 allowing it to kill more, wage war for longer, have even less respect for America, and inflict even greater losses and damage on the world.<\/p>\n<p>Ukraine is ready to take symmetrical de-escalatory steps, and the American team knows our position. Our strikes on Russian oil refineries and other oil facilities are a response to Russia\u2019s years-long campaign of terror against Ukraine\u2019s energy sector. Ukraine will not set Russian oil refineries on fire if Russia does not destroy our energy infrastructure. This is the kind of agreement we are proposing to America, and we believe the United States has enough power to achieve such a compromise.<\/p>\n<p>Gifts to Putin will not bring peace or any benefit to the civilized world. Russia will \u201crepay\u201d the diesel with further terror and perfidy. Allowing Russia to sell petroleum products is an investment in a war that must be ended, not prolonged. What is needed is real de-escalation with Russia on a reciprocal basis.<\/p>\n<p>We count on America\u2019s fair support for our defense of life, for our defense of people in Ukraine \u2013 and on the United States having a correspondingly strong conversation with Russia. A strong one, not a weak one.<\/p>\n<p>\u2014 Volodymyr Zelenskyy \/ \u0412\u043e\u043b\u043e\u0434\u0438\u043c\u0438\u0440 \u0417\u0435\u043b\u0435\u043d\u0441\u044c\u043a\u0438\u0439 (@ZelenskyyUa) <a href=\"https:\/\/x.com\/ZelenskyyUa\/status\/2108641177608069345?\">October 9, 2026<\/a><\/p>\n<\/blockquote>\n<p><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Zelensky warned that allowing Russia to sell additional petroleum products would effectively help finance Moscow\u2019s military operations against Ukraine.<\/p>\n<p>But a subsequent <a href=\"https:\/\/www.axios.com\/2026\/10\/10\/trump-zelensky-putin-diesel-deal-war\" target=\"_blank\" rel=\"noopener\">Axios<\/a> report revealed an important detail about what reportedly prompted Trump\u2019s decision.<\/p>\n<p>According to an unnamed U.S. official with direct knowledge of the discussions, Trump reached the agreement after Zelensky ignored approximately six American requests to stop attacking Russian oil refineries.<\/p>\n<p>\u201cZelensky is misreading the room,\u201d the official told Axios, warning that Ukraine\u2019s continued attacks were damaging its relationship with Trump.<\/p>\n<p>Ukraine\u2019s strikes have significantly disrupted Russia\u2019s refining capacity, contributing to an energy crisis that prompted Moscow to restrict diesel exports.<\/p>\n<p>Those restrictions placed additional pressure on global fuel markets already struggling with disruptions stemming from the ongoing conflict involving Iran.<\/p>\n<p>The American official said Trump wanted Ukraine to halt its refinery attacks because they were contributing to higher fuel prices for American consumers.<\/p>\n<p>Zelensky had reportedly offered to stop targeting Russian refineries if Moscow reciprocated by ending attacks on Ukraine\u2019s power infrastructure.
