The FBI conducted a nearly two-year inquiry, during which Mohamud expressed strong commitment to jihad and shared propaganda videos online. He purchased weapons through an FBI undercover agent and planned to attack a festival at the Mall, motivated by perceived injustices against Muslims. Mohamud, a U.S. citizen born in Minnesota to Somali parents, had a history of radicalization, and authorities faced challenges in engaging his parents regarding his activities. The case highlights concerns over vetting processes for immigrants and the influence of radical ideology among youth, amid a broader context of Somali-American gang violence and national debates over security and immigration policies. Officials emphasized that investigations continue, focusing on potential community connections, and noted the ongoing threat of terrorism tied to foreign terrorist organizations like ISIS.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>The FBI and Department of Justice announced Wednesday that they arrested and charged 18-year-old Sheikhdoon Abdullahi Mohamud for allegedly plotting a terror attack in which he hoped to murder \u201cmaybe 30-60 people insha Allah.\u201d The investigation, which the FBI conducted over the course of nearly two years, led to Mohamud\u2019s arrest Tuesday in Richfield, Minnesota.<\/p>\n<p>An FBI <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.mnd.236610\/gov.uscourts.mnd.236610.1.1_1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">affidavit<\/a> submitted in support of the complaint asserts Mohamud\u2019s growing obsession with Islamic terror organizations and his desire to relocate to Somalia, \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=ocQL7_YvZmU\" target=\"_blank\" rel=\"noreferrer noopener\">the \u2018homeland\u2019 of his parents<\/a>,\u201d and fight for al-Shabaab, a U.S.-designated foreign terrorist organization (FTO).<\/p>\n<p>Mohamud later determined to join the Islamic State (ISIS),<strong> <\/strong>but ultimately decided to carry out a terror attack on U.S. soil since he lacked the funds to travel to Somalia. An FBI confidential human source maintained contact with Mohamud throughout the investigation via a plethora of messaging apps, including encrypted services like Telegram and Signal. <\/p>\n<p>In these messages, say court documents, Mohamud allegedly described himself as \u201c100% sure\u201d<strong> <\/strong>and \u201c100% commited [sic]\u201d to carrying out the attack and \u201cdying for the sake of Allah only.\u201d He also allegedly cited a number of other terror attacks as inspiration for his plot.<\/p>\n<figure><\/figure>\n<p>On Tuesday, Mohamud allegedly purchased an AK-47 rifle, four 30-round magazines, and 200 rounds of ammunition with the intent \u201cto commit a felony and a Federal crime of terrorism.\u201d<strong> <\/strong>The \u201cseller\u201d of the firearm, however, was an FBI undercover employee (UCE) who claimed to be an ISIS member. <\/p>\n<p>At the meeting, Mohamud told the undercover officer \u201cthat he explored different FTOs, including al-Shabaab, al Qaeda, and ISIS, before determining that he was supporting ISIS,\u201d according to the affidavit. He \u201cthen told the UCE that he planned to conduct a shooting at a kuffar festival at the Mall of America\u201d because the facility \u201cwas owned by jewish [sic].\u201d He also allegedly stated he was angry at the bad treatment of Muslims in the wake of the \u2018San Diego attack\u2019 as one of his motivating reasons for wanting to attack the kuffar.\u201d<\/p>\n<figure><\/figure>\n<p>After the purchase, the FBI immediately took Mohamud into custody.<\/p>\n<p>Images from the affidavit allegedly show Mohamud sending ISIS propaganda videos and \u201cpledging his Allegiance to ISIS.\u201d According to the document, messages from Mohamud discuss him wanting to run down Americans in a \u201c4\u00d74 truck,\u201d being \u201cvery proud to even have an opportunity\u201d to commit an act of terrorism,\u201d<strong> <\/strong>and being unable to \u201cwait until I kill kufffar man.\u201d The affidavit shows Mohamud pondering the possibility of working with a fellow terrorist,<strong> <\/strong>although <a href=\"https:\/\/www.youtube.com\/watch?v=ocQL7_YvZmU\" target=\"_blank\" rel=\"noreferrer noopener\">authorities<\/a> believe he was acting alone.<\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Thanks to the diligent work of <a href=\"https:\/\/x.com\/DMNnews?ref_src=twsrc%5Etfw\">@DMNnews<\/a>, <a href=\"https:\/\/x.com\/FBI?ref_src=twsrc%5Etfw\">@FBI<\/a>, <a href=\"https:\/\/x.com\/DOJNatSec?ref_src=twsrc%5Etfw\">@DOJNatSec<\/a>, and the Joint Terrorism Task Force, Sheikhdoon Abdullahi Mohamud, 18, of Richfield, Minnesota, was arrested and charged for allegedly plotting to commit a mass casualty attack on behalf of ISIS at the Mall of America.\u2026 <a href=\"https:\/\/t.co\/9hcXKrngUh\">pic.twitter.com\/9hcXKrngUh<\/a><\/p>\n<p>\u2014 Attorney General Todd Blanche (@AGToddBlanche) <a href=\"https:\/\/x.com\/AGToddBlanche\/status\/2107896392454668313?ref_src=twsrc%5Etfw\">October 7, 2026<\/a><\/p><\/blockquote>\n<p><\/span> <\/p>\n<\/figure>\n<figure><\/figure>\n<p>During a joint DOJ\/FBI press conference, <a href=\"https:\/\/www.justice.gov\/usao-mn\/staff-profile\/meet-us-attorney\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. Attorney Dan Rosen<\/a> noted the FBI attempted to discuss Mohamud\u2019s alleged radicalization with his father and mother but \u201cthose attempts were rebuffed by the parents.\u201d Rosen <a href=\"https:\/\/www.youtube.com\/watch?v=ocQL7_YvZmU\" target=\"_blank\" rel=\"noreferrer noopener\">confirmed<\/a> Mohamud was born in the United States and holds U.S. citizenship and indicated the Mohamud\u2019s parents were from Somalia. <\/p>\n<p>Federal sources reportedly stated Mohamud\u2019s parents are Somali immigrants who came to the United States via New York in 2000 and were naturalized in 2010 and 2017,<a href=\"https:\/\/www.foxnews.com\/us\/minnesota-man-accused-plotting-mall-america-attack-pledging-allegiance-isis-fbi\" target=\"_blank\" rel=\"noreferrer noopener\"> according<\/a> to Fox News. As Peter Schweizer <a href=\"https:\/\/www.amazon.com\/Invisible-Coup-American-Foreign-Immigration\/dp\/0063474336\" target=\"_blank\" rel=\"noreferrer noopener\">has reported<\/a>, President Barack Obama oversaw a lax naturalization process calibrated to ram through applications and sideline vetting safeguards, a strategy previously employed by President Bill Clinton and continued by President Joe Biden.<\/p>\n<p>During the press conference, Rosen declined to give details when asked, \u201cHow important is \u2026 the mosque, the school he attended? \u2026 Are we digging on the ground to see the type of connections he has in this community?\u201d He did, however, say that \u201cthe question \u2026 is a good one.\u201d Rosen also noted  he is \u201cunaware of any particular gang affiliation for this defendant.\u201d Bloomington Police Chief Booker Hodges\u00a0said he was \u201chorrified\u201d by the details in the affidavit and decried Mohamud\u2019s \u201chatred for this country.\u201d<\/p>\n<p>\u201cI firmly believe the United States of America is the best country in the world,\u201d Hodges said. \u201cAre we perfect? Absolutely not. But it\u2019s time that we start teaching our young people that this is a great country.\u201d The Daily Wire<a href=\"https:\/\/www.dailywire.com\/news\/teen-terrorists-why-the-turn-to-radical-ideology-is-starting-earlier-than-ever?author=Sarah+Adams&#038;category=News&#038;elementPosition=0&#038;row=0&#038;rowType=Vertical+List&#038;title=Teen+Terrorists%3A+Why+The+Turn+To+Radical+Ideology+Is+Starting+Earlier+Than+Ever\" target=\"_blank\" rel=\"noreferrer noopener\"> reported<\/a> that \u201cin 2025, eight of the 11 alleged actors involved in seven ISIS-inspired attacks or disrupted plots in the United States were teenagers.\u201d<\/p>\n<p>Somali gang violence has erupted in Minnesota recently, with a shooting at a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ammon-bundy-supporters-to-protest-in-idaho-on-wednesday-over-his-arrest\/\" title=\"Ammon Bundy Supporters to Protest in Idaho on Wednesday Over His Arrest\">high school football game<\/a> and an outburst of \u201cmore than 100 shots in a residential Bloomington neighborhood early Tuesday,\u201d <a href=\"https:\/\/bringmethenews.com\/minnesota-news\/bloomington-police-chief-says-somali-american-gang-activity-is-fueled-by-social-media-beef\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to local news. Amid the violence, at least one local outlet <a href=\"https:\/\/x.com\/GrageDustin\/status\/2107968196955537425?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">has portrayed<\/a> \u201c<a href=\"https:\/\/www.kare11.com\/article\/news\/local\/breaking-the-news\/recent-shootings-raise-concerns-stereotyping\/89-96c55e1f-1eef-4dd4-9c7b-9dd03c52e708\" target=\"_blank\" rel=\"noreferrer noopener\">stereotyping<\/a>\u201d as the more notable danger. In a different recent press conference, Hodges, addressing the shootings, appeared to argue Somali gang violence should not be identified as such: \u201cIt\u2019s 2026. We should not be painting groups of people with the actions of some folks.\u201d<\/p>\n<p>The Minneapolis-St. Paul area holds the <a href=\"https:\/\/www.kttc.com\/2025\/12\/04\/by-numbers-minnesotas-somali-population-according-census-data\/\" target=\"_blank\" rel=\"noreferrer noopener\">largest Somali-descended population<\/a> in the United States. Of the 84,000 Somalis in the vicinity, the majority have been naturalized, and nearly half of those born in foreign countries have come to the United States since 2010. In 2015 Minneapolis <a href=\"https:\/\/www.pbs.org\/newshour\/nation\/minneapolis-becomes-first-major-u-s-city-to-broadcast-islamic-call-to-prayer-5-times-per-day\" target=\"_blank\" rel=\"noreferrer noopener\">became<\/a> the first major city to broadcast the Muslim prayer call five times a day.<\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<div lang=\"en\" dir=\"ltr\">\n<p>\ud83d\udea8 ANOTHER ISIS-INSPIRED MASS CASUALTY PLOT STOPPED.<\/p>\n<p>Today the FBI arrested an individual who allegedly obtained a weapon to carry out an attack in support of ISIS.<\/p>\n<p>This FBI is finding terrorists BEFORE they can attack Americans \u2014 and we will keep using every resource we have\u2026<\/p>\n<\/div>\n<p>\u2014 FBI Director Kash Patel (@FBIDirectorKash) <a href=\"https:\/\/x.com\/FBIDirectorKash\/status\/2107895113921822767?ref_src=twsrc%5Etfw\">October 7, 2026<\/a><\/p><\/blockquote>\n<p><\/span> <\/p>\n<\/figure>\n<p>This connection between Minnesota, Somalis, and terrorism is not the first. In November 2025 Ryan Thorpe and Christopher Rufo <a href=\"https:\/\/www.city-journal.org\/article\/minnesota-welfare-fraud-somalia-al-shabaab\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> that \u201cthe largest funder of Al-Shabaab is the Minnesota taxpayer,\u201d via billions of dollars every year sent by Somali and other immigrants originally obtained through U.S. welfare programs. <\/p>\n<p>The Federalist\u2019s Brianna Lyman <a href=\"https:\/\/thefederalist.com\/2026\/01\/15\/senators-urge-doj-to-probe-isis-linked-somali-nonprofit-after-omar-tried-to-earmark-1m-for-it\/\">reported in January <\/a>that Minnesota Rep. Ilhan Omar and Minnesota Sens. Amy Klobuchar and Tina Smith attempted to funnel a $1 million federal grant to an organization \u201crun by a Somali man whose brother was arrested for allegedly trying to join ISIS.\u201d In 2024 Abdisatar Ahmed Hassan, <a href=\"https:\/\/www.clevelandjewishnews.com\/jns\/minnesota-man-who-tried-to-join-isis-sentenced-to-more-than-eight-years\/article_04cc8276-4195-530b-9242-bd1ccc3fad8b.html\" target=\"_blank\" rel=\"noreferrer noopener\">who was born to Somali parents in Kenya <\/a>and <a href=\"https:\/\/www.twincities.com\/2026\/04\/23\/minneapolis-man-sentenced-isis\/\" target=\"_blank\" rel=\"noreferrer noopener\">was later naturalized<\/a>, \u201cquit his job, liquidated his savings, and bought a one-way ticket from Minneapolis to Somalia\u201d <a href=\"https:\/\/www.justice.gov\/usao-mn\/pr\/minneapolis-man-sentenced-85-years-attempting-provide-material-support-isis\" target=\"_blank\" rel=\"noreferrer noopener\">to join ISIS<\/a>.<\/p>\n<p>Department of Homeland Security Secretary Markwayne Mullin <a href=\"https:\/\/x.com\/DHSgov\/status\/2107945441568424404?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">recently announced<\/a> the arrest of more than 2,200 known terrorists \u201clet in under the Biden administration\u201d and its open-borders regime. The alleged terror plot on the Mall of America, however, raises questions about the vetting process for legal immigrants and the <a href=\"https:\/\/apnews.com\/article\/minnesota-islamic-state-terrorism-new-orleans-attack-f71d0853b8326a211485f5f1b16ad1df\" target=\"_blank\" rel=\"noreferrer noopener\">susceptibility<\/a> of individuals in recently arrived populations to Islamic propaganda from their countries of origin. The Trump administration has <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/06\/restricting-the-entry-of-foreign-nationals-to-protect-the-united-states-from-foreign-terrorists-and-other-national-security-and-public-safety-threats\/\" target=\"_blank\" rel=\"noreferrer noopener\">implemented<\/a> an explicit policy of \u201cprotect[ing] [U.S.]  citizens from aliens who intend to commit terrorist attacks, threaten our national security, espouse hateful ideology, or otherwise exploit the immigration laws for malevolent purposes,\u201d and recently touted a <a href=\"https:\/\/twitter.com\/RapidResponse47\/status\/2105006662046077099?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">rapid decrease<\/a> in \u201clegal immigration from Majority-Muslim Nations.\u201d<\/p>\n<hr>\n<p>      Joshua Monnington is an assistant editor at The Federalist.
