The Weaponization Working Group recommends measures to rectify these abuses, including reviewing and apologizing for violated rights, enhancing training on constitutional protections, and reaffirming commitment to civil liberties. the report criticizes the politicization of federal agencies and the suppression of parental rights under the guise of national security.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>This is what weaponization looks like.<\/p>\n<p>The FBI investigating a mom because she is a gun owner and belonged to a \u201cright-wing mom\u2019s group.\u201d Federal agents harassing a dad because he \u201crail[ed] against the government.\u201d <\/p>\n<p>Five years ago today, then-Attorney General Merrick Garland released his <a href=\"https:\/\/www.justice.gov\/archives\/opa\/pr\/justice-department-addresses-violent-threats-against-school-officials-and-teachers\" target=\"_blank\" rel=\"noreferrer noopener\">memorandum<\/a> laying out what his corrupt Department of Justice could do to assist in investigating and prosecuting the parents accused of being \u201cdomestic terrorists\u201d for speaking out against far-left initiatives and draconian Covid policies at school board meetings. The Democrat AG\u2019s memo followed a National School Boards Association (NSBA)<a href=\"https:\/\/www.documentcloud.org\/documents\/21094557-national-school-boards-association-letter-to-biden\/\" target=\"_blank\" rel=\"noreferrer noopener\"> letter<\/a> begging President Joe Biden and his politically-driven Department of Justice to recognize the \u201cimmediate threat\u201d these parents posed to America\u2019s public schools and their leaders. The letter urged Biden to treat the parents\u2019 confrontational behavior like it was \u201cequivalent to a form of domestic terrorism.\u201d <\/p>\n<p>We know that the NSBA, after a wave of criticism from affiliates, was forced to <a href=\"https:\/\/www.edweek.org\/policy-politics\/national-school-board-groups-apology-for-domestic-terrorism-letter-may-not-quell-uproar\/2021\/10\" target=\"_blank\" rel=\"noreferrer noopener\">apologize <\/a>for the letter from School Boards Association President Viola Garcia and interim CEO <a href=\"https:\/\/www.nationalreview.com\/news\/ohio-pennsylvania-school-board-groups-leave-national-association-over-letter-likening-parents-to-domestic-terrorists\/\" target=\"_blank\" rel=\"noreferrer noopener\">Chip Slaven.<\/a> The association acknowledged \u201cthere was no justification for some of the language included in the letter\u201d and that the executive office had not consulted with state affiliates. <\/p>\n<p>Despite the NSBA\u2019s admission, Garland stubbornly refused to rescind his memo, and federal law enforcement officials opened 25 preliminary assessment files \u2014 Guardian assessments \u2014 into spurious \u201cschool board threats.\u201d Six of the assessments operated out of the FBI\u2019s Counterterrorism Division, 17 involved the Criminal Investigations Division, and two involved the Weapons of Mass Destruction Directorate. It appears not a one of the targets was prosecuted. <\/p>\n<p>Now, thanks to a new DOJ report, we know that the Biden White House was squarely behind Garland\u2019s effort to find a federal \u201chook\u201d to prosecute parents and school policy protesters with federal crimes. That finding contradicts a National School Boards Association <a href=\"https:\/\/www.k12dive.com\/news\/nsba-independent-review-finds-no-biden-administration-collusion-in-controve\/624281\/\" target=\"_blank\" rel=\"noreferrer noopener\">independent review<\/a> that found no collusion with the Biden administration. <\/p>\n<p>\u201cThe Garland Memorandum was the product of pressure by senior leadership to support the NSBA and to bring federal pressure to bear on parents protesting school districts that had enacted certain policies,\u201d asserts \u201cThe 2026 Report to Expose the Weaponization of Government Against Parents in Schools,\u201d released by Attorney General Todd Blanche on Monday morning. <\/p>\n<p>And a very reluctant DOJ finally bowed to political pressure to push a plan of attack that agents described as \u201cstupid,\u201d \u201cridiculous,\u201d and a \u201cpartisan exercise aimed at those who do not support the Administration.\u201d <\/p>\n<p>\u201cOfficials in the Department of Justice, including both career officials and Biden Administration political appointees, initially pushed back on doing so, including by questioning the constitutionality of the request,\u201d the report states. \u201cNotwithstanding the internal pushback, the Department moved ahead with issuing the Garland Memorandum based on pressure from Biden Administration officials in the White House and leadership at the Office of the Deputy Attorney General (\u2018ODAG\u2019) at the Department of Justice.\u201d <\/p>\n<h2>\u2018A Political Offensive\u2019<\/h2>\n<p>The NSBA letter to Biden, sent on Sept. 29, 2021, followed\u00a0 months of growing frustration from parents across the country over closed schools, mask policies, vaccine mandates, and social reengineering curricula driven by racist Critical Race Theory instruction in classrooms. Some local school board officials didn\u2019t care for the tone or tenor of parents critical of school district policies. Sometimes the meetings grew quite heated, as well documented at the time. <\/p>\n<p>But local school officials grew alarmed by the heat they were taking, alleging harassment, intimidation, even acts of domestic terrorism. <\/p>\n<p>The NSBA has admitted that it had been coordinating with Biden\u2019s Department of Education since July 2021 to provide \u201ctalking points and push back on critics regarding critical race theory (\u201cCRT\u201d) and transgender policies that are creating \u201chostile situations for school board members,\u201d according to the report. <\/p>\n<p>A 2023  <a href=\"https:\/\/www.congress.gov\/index.php\/event\/118th-congress\/house-event\/115531\/text\" target=\"_blank\" rel=\"noreferrer noopener\">Interim Staff Report<\/a> of the House\u2019s Judiciary Committee and the Select Subcommittee on the Weaponization of the Federal Government found \u201cthe absence of a legitimate nationwide basis for the Attorney General\u2019s directive to insert federal law enforcement into local school board matters.\u201d<\/p>\n<p>\u201cThe documents also shed light onto how the Administration worked with education special interests to generate the predicate for the Attorney General\u2019s directive,\u201d the committee report <a href=\"https:\/\/www.congress.gov\/index.php\/event\/118th-congress\/house-event\/115531\/text\" target=\"_blank\" rel=\"noreferrer noopener\">states.<\/a> \u201cIt appears, from these documents and the information received previously, that the Administration\u2019s actions were a political offensive meant to quell swelling discord over controversial education curricula and unpopular school board decisions.\u201d<\/p>\n<h2>\u2018Anti-MAGA Task Force\u2019<\/h2>\n<p>According to the DOJ\u2019s Weaponization Working Group, <a href=\"https:\/\/www.cooley.com\/people\/ephraim-mcdowell\" target=\"_blank\" rel=\"noreferrer noopener\">Ephraim McDowell,<\/a> who was at the time <a href=\"https:\/\/www.linkedin.com\/in\/ephraim-mcdowell-203783174\" target=\"_blank\" rel=\"noreferrer noopener\">Deputy Associate Counsel<\/a> at the White House Counsel\u2019s Office, forwarded a Sept. 22, 2021 email from NSBA\u2019s Slaven to Eric Nguyen in the Office of the Deputy Attorney General. Slaven had originally sent the email to Mary C. Wall, senior adviser to Biden and the White House link to the NSBA. Wall sought a sneak peek at the associations letter. <\/p>\n<p>\u201cIs there any way we can take a look at the letter in advance of release? In specific, I\u2019m meeting with colleagues from other WH offices and DOJ tomorrow morning to see if there might be any options we can pursue here, so if you have concrete recommendations in your letter (e.g., the threat assessment you mentioned), would be good to know so I can include in discussions,\u201d Wall requested of Slaven. Slaven claimed that Proud Boys members were \u201cshowing up at various school board meetings\u201d and \u201cQanon followers [were] considering running for school board elections.\u201d<\/p>\n<p><a href=\"https:\/\/www.lw.com\/en\/people\/kevin-chambers\" target=\"_blank\" rel=\"noreferrer noopener\">Kevin Chambers<\/a>, associate deputy attorney general, who ultimately took lead on the DOJ\u2019s portion of the coordinated effort, was in the email chain. Chambers was among several attorney general staffers who raised concerns about the push for federal intervention and found Slaven\u2019s claims of domestic terrorism unconvincing, to say the least. One attorney was blunt. \u201cThis is ridiculous,\u201d the DOJ official wrote in an email dated, Sept. 24, 2021. <\/p>\n<figure><\/figure>\n<p><em>Source: Weaponization Working Group Report <\/em><\/p>\n<p>Chambers thought the whole thing a \u201clocal issue,\u201d according to the documents. <\/p>\n<p>But Chambers was malleable on the matter. He seems to have second-guessed himself in another email, acknowledging that he \u201cmay not be thinking creatively enough.\u201d He wondered if some of the threats \u201chave some federal dimension.\u201d <\/p>\n<p>When the School Boards Association letter dropped, it \u201ckicked off a flurry of activity\u201d at DOJ, according to the report. High-ranking officials in the Biden administration \u201cpushed to treat protests of school policies as possible violations of federal criminal law.\u201d At the White House on Oct. 1, 2021, McDowell stressed to Chambers that other administration officials considered the issue \u201cfairly urgent\u201d and they wanted to \u201chear what DOJ is thinking about them.\u201d <\/p>\n<p>Still, FBI officials were trying to talk some sense into DOJ leadership. <\/p>\n<p>\u201cThis is potentially dangerous ground, to blanket label generalized activity that constitutes DT [domestic terrorism] regardless of federal violations,\u201d wrote the FBI\u2019s Steven Jensen in an Oct. 1 email. He noted what would have been clear to less politically-motivated DOJ officials, that not all opponents of school board actions and legislative decisions are domestic terrorists.<\/p>\n<p>The following day, Chambers sent an email to DOJ attorneys letting them know he would be circulating \u201ca draft memo from the AG\u201d on parental protests and \u201cthreats against election officials.\u201d The memo would also instruct U.S. attorneys\u2019 offices and FBI divisions \u201cto convene . . . meetings with state and local law enforcement regarding both types of threats.\u201d <\/p>\n<p>The news wasn\u2019t warmly received. One attorney huffed that leadership \u201cmight as well rename the damn thing the Anti-MAGA Task Force.\u201d Another responded, \u201cStupid, stupid, stupid.\u201d One attorney wrote that making the \u201cDOJ\/FBI\u2026. The threats police\u201d lacked a \u201climiting principle.\u201d <\/p>\n<figure><\/figure>\n<p><em>Source: The Weaponization Working Group Report<\/em><\/p>\n<h2>\u2018Misinformation and Disinformation\u2019<\/h2>\n<p>Chambers and crew evidently were not convinced. They went ahead with the Garland memo. And they sent the NSBA an advance copy. In an email delivered on Oct. 4, 2021, a DOJ Public Affairs official told Slaven that the matter was \u201ca very important issue\u201d to the department. And Slaven responded that his association was ready to assist the DOJ. Two days after the Garland memo went out, Slaven asked whether the NSBA should \u201cbe communicating with\u201d the FBI to inform on parents \u201cif things increase.\u201d <\/p>\n<p>The Justice Department wasn\u2019t the only agency weaponized. Garland\u2019s team wanted to involve the National Security Division \u201cin matters involving parents and school boards.\u201d <\/p>\n<figure><\/figure>\n<p><em>Source: The Weaponization Working Group Report<\/em><\/p>\n<p>The Department of Homeland Security, according to the report, circulated a threat assessment titled, \u201cThreats to Public Schools Likely Elevated Due to Opposition of Mask and Vaccine Mandates, Perception of Critical Race Theory.\u201d The agency rated as \u201cmedium confidence\u201d potential threats to school personnel caused by \u201cmisinformation and disinformation related to CRT curriculum, and upcoming school board elections and the approval of a COVID vaccine for children.\u201d <\/p>\n<p>Sound familiar? Biden\u2019s Cybersecurity and Infrastructure Security Agency at the same time <a href=\"https:\/\/thefederalist.com\/2024\/08\/23\/cisa-censors-join-forces-with-private-groups-to-target-so-called-election-misinformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">censored conservatives,<\/a> accusing them of disseminating \u201cdisinformation,\u201d \u201cmisinformation,\u201d and \u201cmalinformation.\u201d <\/p>\n<p>The DOJ continued to target citizens for their political speech long after the NSBA withdrew its letter, according to Working Group report. In a January 10, 2022 email Chambers verified that the task force the DOJ had established was \u201ccontinuing to track threats and investigate parents.\u201d<\/p>\n<h2>\u2018They Came After Me Relentlessly\u2019<\/h2>\n<p>In June of this year, the DOJ held a Roundtable on Exposing Weaponization Against Parents in Schools. A parent who spoke at the event said Garland\u2019s memo served as a \u201cgreen light, a permission slip to these activists in the community that worked with the school boards, that worked with [local prosecutors] to target people, to intimidate people, to harass people.\u201d<\/p>\n<p>\u201cAccording to the federal government, we\u2019re the bad ones \u2026 They came after me relentlessly,\u201d the parent said. \u201cI was subject \u2026 to a year long online defamation campaign. I had hate mail sent to my home saying that I was a cancer to the community. I had a \u2026 box of coal delivered to my door which my daughters opened on Christmas Eve. I had mail sent to all of my neighbors saying that I was a racist and white supremacist and they should shun me.\u201d<\/p>\n<p>Included in NSBA\u2019s list of potential domestic terrorists was <a href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2023\/09\/11\/glenn-youngkin-pardon-scott-smith\/70821236007\/\" target=\"_blank\" rel=\"noreferrer noopener\">Scott Smith,<\/a> whose disabled daughter was \u201cattacked, anally raped, and orally sodomized, in a girls\u2019 restroom stall at Stone Bridge [High School], by a male student dressed in female attire.\u201d Smith spoke up at a school board meeting after the Loudoun County (Va). School Superintendent falsely stated, \u201cWe don\u2019t have any record of assaults occurring in our restrooms.\u201d The attacker was later convicted on sexual assault charges. Smith was arrested on disorderly conduct charges after a confrontation with someone who \u201cthreatened to spread false and malicious information\u201d about Smith. He was later pardoned by then-Virginia Gov. Glenn Youngkin. <\/p>\n<h2>\u2018Without Fear or Favor\u2019<\/h2>\n<p>The Weaponization Working Group makes several recommendations to right the Garland DOJ\u2019s many wrongs. First, it will allow parents targeted in the witch hunt to review the DOJ reports on them. A Disclaimer will be added to the assessments noting that the Garland memo \u201craised serious constitutional concerns \u2026\u201d If the DOJ finds parents\u2019 constitutional rights were violated the department will issue a formal apology and \u201cinstitute internal controls as necessary to prevent repeating the violation.\u201d <\/p>\n<p>DOJ\u2019s Office of Community Oriented Policing Services is partnering with the National Association of School Resource Officers, awarding the organization $1.5 million \u201cto develop and deliver a series of training and technical assistance \u2026 to increase the organization\u2019s capacity to inform school employees regarding the rights of parents in our primary and secondary educational system.\u201dAnd additional funding will go to train teachers and staff about First Amendment rights of parents \u201cto direct and guide the upbringing and education of their children\u201d<\/p>\n<p>DOJ and the Department of Education leadership on Monday sent letters to all 50 state attorneys general regarding parental rights. <\/p>\n<p> \u201cThe Justice Department remains committed to defending Constitutionally protected civil liberties, especially the First Amendment rights of all Americans,\u201d the DOJ said in a statement. \u201cIndividuals with concerns about unconstitutional conduct are encouraged to come forward; the Department will evaluate such matters without fear or favor.\u201d<\/p>\n<hr>\n<p>      Matt Kittle is a senior elections correspondent for The Federalist.
