The report, titled \u201chow Radical Environmental Special Interests Manipulate the Federal Judiciary,\u201d highlights how these groups claim to provide unbiased climate science details but are accused of bias to sway judicial decisions in favor of environmental agendas. Activities include seminars designed to persuade judges that climate change is primarily human-caused and efforts to embed the left\u2019s climate ideology into judicial decisions. The report notes concerns over potential conflicts of interest, lack of clarity, and biased educational content, especially given the funding sources of these groups and previous controversies involving climate science references in judicial guidance manuals. These revelations come ahead of the Supreme Court case Suncor v. pfTrackEvent(&#039;New Report Uncovers How This Leftist Group Indoctrinates Judges On Climate Alarmism&#039;); return false;\" title=\"Printer Friendly, PDF &#038; Email\">                     <span id=\"printfriendly-text2\" class=\"pf-button-text\"><i class=\"mdi mdi-printer\" aria-hidden=\"true\"><\/i><\/span>                     <\/a>                 <\/span><\/li>\n<\/ul><\/div>\n<div class=\"pf-content\">\n<p class=\"wp-block-paragraph\">A left-wing \u201cenvironmental justice\u201d group is indoctrinating judges on climate-related issues that may appear in cases before their courts, according to a new congressional report.<\/p>\n<p class=\"wp-block-paragraph\">Titled \u201cHow Radical Environmental Special Interests Manipulate the Federal Judiciary,\u201d the <a href=\"https:\/\/judiciary.house.gov\/sites\/evo-subsites\/republicans-judiciary.house.gov\/files\/evo-media-document\/2026-09-30_how_radical_environmental-special_interests_manipulate_the_federal_judiciary.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">interim staff report<\/a> released Wednesday by the House Judiciary Committee shows how the leftist <a href=\"https:\/\/www.influencewatch.org\/non-profit\/environmental-law-institute-eli\/\" target=\"_blank\" rel=\"noreferrer noopener\">Environmental Law Institute (ELI)<\/a> and its <a href=\"https:\/\/www.influencewatch.org\/organization\/climate-judiciary-project-cjp\/\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Judiciary Project (CJP)<\/a> seek to influence federal and state judges on so-called \u201cclimate science\u201d in future related litigation. As <a href=\"https:\/\/www.influencewatch.org\/non-profit\/environmental-law-institute-eli\/#funding\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> by the Capital Research Center, ELI is heavily bankrolled by the Democrats\u2019 dark money network.<\/p>\n<div id=\"fdrlst__b89e9-2305910646\" class=\"d-flex justify-content-center fdrlst__b89e9-paragraph-2 fdrlst__b89e9-entity-placement\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cThe Environmental Law Institute (ELI) and its Climate Judiciary Project (CJP) falsely claim to provide federal and state judges with unbiased information about climate science so that judges may make more informed decisions when presiding over climate-related cases,\u201d the report reads. \u201cThis targeted influence campaign undermines the American tradition of unbiased neutrality by predisposing federal and state judges in favor of plaintiffs alleging injuries from the manufacturing, marketing, or sale of fossil-fuel products.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The analysis highlights various ELI and CJP activities it contends are aimed at \u201cindoctrinat[ing]\u201d judges into the left\u2019s climate ideology. <\/p>\n<p class=\"wp-block-paragraph\">This includes CJP\u2019s alleged efforts to present \u201ceducational\u201d seminars \u201cthat are designed to predispose judges to rule in favor of radical environmentalists.\u201d The report notably describes CJP founder Paul Hanle\u2019s comments from a transcribed interview with the committee, in which he said \u201cthat many judges do not believe that climate change is human-caused,\u201d and that \u201cCJP seminars have the express purpose of \u2018educating\u2019 judges that climate change is \u2018real\u2019 and is caused by humans.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn private emails to aligned academics, Dr. Hanle bragged about CJP\u2019s success in persuading judges to accept unsettled matters of climate science and even admitted that CJP\u2019s efforts would \u2018make a great difference in the final outcome of cases,\u2019\u201d the committee analysis reads.<\/p>\n<p class=\"wp-block-paragraph\">The report also discloses documents the committee says \u201cshow that CJP lacks a formal conflict-of-interest policy to ensure that authors and presenters at its seminars are not also participating in active climate litigation before the judges in attendance.\u201d The analysis contends that the left-wing project alternatively performs \u201cinternal reviews conducted by its founder and senior staff to assess the neutrality of potential presenters and identify potential conflicts.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cAlthough CJP states that it selects curriculum authors, presenters, and Advisory Committee members based on expertise, professional standing, objectivity, and presentation skills, the entity does not evaluate or disclose participants\u2019 affiliations with climate litigants, advocacy organizations, or ongoing climate litigation,\u201d the report reads. <\/p>\n<p class=\"wp-block-paragraph\">The report additionally outlines the <a href=\"https:\/\/thefederalist.com\/2026\/08\/28\/after-climate-activism-scandal-25-state-ags-push-feds-to-suspend-grants-to-national-science-org\/\" target=\"_blank\" rel=\"noreferrer noopener\">ongoing controversy<\/a> surrounding the <a href=\"https:\/\/thefederalist.com\/tag\/federal-judicial-center-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Judicial Center<\/a> (FJC) and the National Academies of Science\u2019s most recent <em>Reference Manual on Scientific Evidence<\/em>. While supposed to provide objective guidance to federal judges on scientific matters before them, it was discovered earlier this year that the manual included a climate science chapter littered with references to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-epa-taxpayer-settlement-payouts-quietly-soar-to-left-wing-climate-activists\/\" title=\"Biden&#039;s EPA quietly increases taxpayer settlement payouts to left-wing climate activists.\">left-wing climate activists<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Backlash to the guide\u2019s inclusion ultimately prompted the FJC and the National Academies to retract it from the manual earlier this year. This included pushback from President Trump, who <a href=\"https:\/\/thefederalist.com\/2026\/07\/20\/trump-orders-probe-into-biased-manual-used-to-advise-judges-on-climate-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">instructed<\/a> federal suspension and debarment officials to \u201creview\u201d the situation following The Federalist\u2019s <a href=\"https:\/\/thefederalist.com\/tag\/federal-judicial-center-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">reporting<\/a> on the subject. <\/p>\n<p class=\"wp-block-paragraph\">The House Judiciary Committee\u2019s report comes days before the U.S. Supreme Court is slated to hear oral arguments in <em>Suncor v. Boulder<\/em>.
