An Energy Department spokesperson told the outlet that the reserve needs about 70 million barrels to operate safely.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Most of the 172 million barrels President Donald Trump authorized in March went out as exchanges, loans that oil companies must repay with additional \u201cpremium barrels,\u201d the Department of Energy (DOE) <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.energy.gov\/hgeo\/opr\/articles\/energy-department-continues-initiating-strategic-petroleum-reserve-emergency\">said<\/a> in April.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The department said in a March 11 <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.energy.gov\/articles\/united-states-release-172-million-barrels-oil-strategic-petroleum-reserve\">statement<\/a> that it had arranged to return about 200 million barrels to the reserve \u201cwithin the next year\u201d and \u201cat no cost to the taxpayer.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The reserve held about 415 million barrels in mid-March, when the department began the exchanges, according to a March 15 DOE <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.energy.gov\/articles\/energy-department-initiates-strategic-petroleum-reserve-emergency-exchange-stabilize\">announcement<\/a>.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The DOE did not immediately respond to the Daily Caller News Foundation\u2019s questions about how many of the borrowed barrels have been returned.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cIt\u2019s time to stop drawing down the Strategic Petroleum Reserve and begin a measured refill as previous loans are returned and prices ease,\u201d Jason Hayes, a senior research fellow in the Heritage Foundation\u2019s Center for Energy, Climate and Environment, told the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">A reserve near 285 million barrels is \u201ca very thin emergency cushion, not a working strategic stockpile,\u201d Hayes said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">He said the reserve exists \u201cfor wars, embargoes, and real supply shocks\u201d and should not be used \u201cas an ATM for price management,\u201d because \u201cusing it that way leaves taxpayers buying the oil back later at a premium.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cAs we head into winter, the stress on the system will become even more pronounced,\u201d Hayes added.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Hayes pointed to limits on Russian exports, production and transportation problems in the Middle East and U.S. refineries running near full capacity, warning that \u201ceven more serious disruptions are increasingly likely.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cDiesel prices are high globally because global refining for diesel is highly constrained. The U.S. produces far more diesel than we can use. We export the rest,\u201d J.D. Foster, an economist who was previously a senior fellow in the economics of fiscal policy at the Heritage Foundation, told the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Because the reserve holds crude oil, releases cannot directly add to supplies of diesel, a refined fuel, Foster said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cThe SPR [Strategic Petroleum Reserve] arguably made sense at conception, and if we\u2019re going to have an SPR, then it should be used, but now that the United States is energy independent, the justification for the SPR has largely evaporated,\u201d he said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Foster added that he had not decided whether the reserve should be refilled or eliminated.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">High diesel and heating oil prices are \u201cprimarily caused by problems with refining capacity,\u201d Steve Hanke, a professor of applied economics at Johns Hopkins University, told the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Because refining capacity has been knocked out, \u201cthe supply of refined products cannot meet demand at lower prices,\u201d Hanke said, adding that \u201cprices are forced to rise in order to destroy demand.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cNone of this has much to do with the price of crude oil or releases from the SPR,\u201d he added.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cThe government\u2019s record of managing prices is a catastrophe in which it buys high and sells low,\u201d Hanke said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cLike all socialistic operations, government price controls and price-management systems fail to deliver what is promised,\u201d he continued.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cMost people, including so-called experts, underestimate just how much the price of diesel affects everything we do and everything we buy,\u201d E.J. Antoni, chief economist at the Heritage Foundation\u2019s Institute for Economic Policy Studies, told the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cWhen you go to the grocery store or the hardware store, anything you grab off a shelf got there on a truck fueled by diesel,\u201d he said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cSince the bottleneck is increasing in refining and not just crude, additional SPR releases might not even impact heating oil prices,\u201d Antoni noted.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Distillate inventories, which include diesel and heating oil, stood at 107.4 million barrels in the week ending Sept. 18, 12% below the five-year average, according to the EIA.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Diesel averaged $6.52 a gallon Wednesday, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/gasprices.aaa.com\/?state=US\">according<\/a> to the American Automobile Association (AAA).<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cThere is also a Northeast Heating Oil reserve that can be tapped,\u201d Mark Wolfe, executive director of the National Energy Assistance Directors Association, told the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The Northeast Home Heating Oil Reserve holds about one million barrels, or 42 million gallons, of heating oil, roughly five days of regional supply, according to Wolfe.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cIt\u2019s relatively small and designed to address severe supply disruptions,\u201d he said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Wolfe noted that a sharp rise in prices does not automatically trigger a release and that one provision allows it when the heating oil price spread over crude runs more than 60% above its five-year average for seven straight days and keeps widening.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Unlike the Strategic Petroleum Reserve\u2019s crude, the Northeast reserve holds refined fuel that \u201ccan be delivered directly to heating oil markets,\u201d Wolfe said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cIt\u2019s possible that the current situation meets the requirement to release the oil from the reserve,\u201d he added, saying the key question is whether rising heating oil prices reflect \u201ca market dislocation or supply shortage that meets the statutory standard for releasing the reserve.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Congress has also directed the DOE to sell about 170 million barrels from the reserve to raise revenue, with about 90 million more barrels planned, according to a June Government Accountability Office (GAO) blog <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.gao.gov\/blog\/strategic-petroleum-reserve-does-u.s.-have-long-term-plan-amid-massive-drawdowns-maintenance-backlogs\">post<\/a>.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Addressing the reserve\u2019s backlog of repairs \u201cwould cost hundreds of millions of dollars, but if left undone could undermine the reserve\u2019s ability to safely and reliably release and receive oil,\u201d the watchdog wrote.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Oil can be pumped from the reserve at a maximum rate of 4.4 million barrels a day for up to 90 days, after which the rate declines as storage caverns empty, according to the DOE\u2019s <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.energy.gov\/hgeo\/opr\/spr-faqs\">website<\/a>.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The reserve\u2019s authorized storage capacity is 714 million barrels, according to the DOE\u2019s SPR Quick Facts <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.energy.gov\/hgeo\/opr\/spr-quick-facts\">page<\/a>.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cPolicymakers should restore the reserve and increase domestic production by streamlining permitting, building more pipelines, and growing refining capacity,\u201d Hayes, the Heritage fellow, said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Trump said in March that after tapping the reserve, \u201cwe\u2019ll fill it up,\u201d CNBC <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.cnbc.com\/2026\/03\/11\/iran-war-trump-oil-strategic-petroleum-reserve.html\">reported<\/a>.<\/p>\n<div class=\"disclaimer\">\n<p>All content created by the Daily Caller News Foundation, an independent and nonpartisan newswire service, is available without charge to any legitimate news publisher that can provide a large audience.
