However, ancient examples cast doubt on this optimism, as past U.S. efforts to engage China-such as Clinton\u2019s support for WTO accession, promises made by xi regarding militarized artificial islands and fentanyl exports-have largely been unmet or misused to china&#8217;s advantage. China has consistently used international agreements to bolster its own strategic interests rather than collaborate for mutual safety. Given China&#8217;s extensive investment in AI and strategic aims to enhance power and control, and its likely reluctance to slow development, true cooperation on AI safety seems unlikely.Instead, the U.S. should focus on maintaining technological leadership, establishing regulations for high-risk AI applications, and avoiding dependence on a rival that prioritizes its own interests over global safety.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Amid growing concerns about artificial intelligence, some in the United States are urging the Trump administration to cooperate with China on AI safety for humanity\u2019s benefit.<\/p>\n<p>In a recent interview, OpenAI CEO Sam Altman <a href=\"http:\/\/thefederalist.com\/file:\/\/\/C:\/dnapway\/status\/2098864198533153176\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> that Trump and Xi would deserve the Nobel Peace Prize if they agreed that \u201cno one should be taking a certain level of risk with the development process of this [AI].\u201d<\/p>\n<p>Former Secretary of State Hillary Clinton made a similar suggestion in an MS NOW interview and <a href=\"https:\/\/x.com\/HillaryClinton\/status\/2099565390380576982\" target=\"_blank\" rel=\"noreferrer noopener\">reiterated<\/a> it on X. The Trump administration, she said, has \u201ca huge opportunity to enlist China in the effort to rein in AI when President Xi visits.\u201d While Altman may not fully understand the Chinese Communist Party (CCP), Clinton, given her extensive government and foreign policy experience, should have known better. Each time the United States has sought cooperation from the CCP on major issues, the CCP has used these opportunities to advance its own interests at the expense of the United States. Let\u2019s look at some examples from the past two decades.<\/p>\n<h2><strong>Bill Clinton\u2019s So-Called \u2018Win-Win\u2019<\/strong><\/h2>\n<p>In 2000, President Bill Clinton <a href=\"https:\/\/www.policymagazine.ca\/the-tragic-legacy-of-bill-clintons-china-doctrine\/\" target=\"_blank\" rel=\"noreferrer noopener\">strongly supported<\/a> granting China permanent normal trade relations and entry into the World Trade Organization (WTO), describing it as a \u201cwin-win\u201d that would bring prosperity to the United States and political liberalization to China. More than 25 years later, China has become a more powerful authoritarian regime with a deteriorating human rights record and now challenges U.S. global leadership on multiple fronts.<\/p>\n<p>Economically, China implemented certain scheduled tariff reductions and service phase-ins, but <a href=\"https:\/\/itif.org\/publications\/2021\/07\/26\/false-promises-ii-continuing-gap-between-chinas-wto-commitments-and-its\/\" target=\"_blank\" rel=\"noreferrer noopener\">has not fulfilled<\/a> the market-oriented commitments expected by WTO members. Critics and U.S. trade representative compliance reports note that Beijing maintained or reinstated barriers related to intellectual property theft, forced technology transfer, industrial subsidies, and restricted access in key service sectors. These practices have cost American <a href=\"https:\/\/legis1.com\/news\/china-intellectual-property-theft-senate-hearing\" target=\"_blank\" rel=\"noreferrer noopener\">businesses billions of dollars<\/a>.<\/p>\n<p>The \u201cChina shock,\u201d <a href=\"https:\/\/mitsloan.mit.edu\/ideas-made-to-matter\/working-definitions\/what-is-china-shock\" target=\"_blank\" rel=\"noreferrer noopener\">referring<\/a> to the economic disruption caused by China\u2019s rapid export growth to the United States after joining the WTO in 2001, contributed to a significant decline in the U.S. manufacturing sector. Between 2001 and 2007, the United States lost 1 million manufacturing jobs and about 2.4 million jobs overall. Many regions have yet to recover. This outcome did not reflect the \u201cwin-win\u201d scenario that was promised.<\/p>\n<h2><strong>Assurances to Obama, Trump, and Biden<\/strong><\/h2>\n<p>This was the beginning of a series of unfulfilled commitments. In 2015, Xi assured then-President Obama that China would not militarize the artificial islands it had built in the South China Sea. However, three years later, Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, <a href=\"https:\/\/www.straitstimes.com\/asia\/east-asia\/chinas-president-xi-broke-promise-on-south-china-sea-says-top-us-general\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a> that China had militarized those artificial islands with \u201c10,000 foot (3km) runways, ammunition storage facilities, routine deployment of missile defense capabilities, aviation capabilities, and so forth.\u201d<\/p>\n<p>China also made <a href=\"https:\/\/www.politico.com\/news\/2026\/05\/12\/china-trump-xi-fentanyl-brand-00912997\" target=\"_blank\" rel=\"noreferrer noopener\">commitments<\/a> to both the Trump and Biden administrations that it would limit exports of fentanyl and its precursor chemicals during the <a href=\"https:\/\/www.dea.gov\/press-releases\/2024\/12\/16\/overdose-deaths-decline-fentanyl-threat-looms\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. fentanyl crisis<\/a>. While Beijing placed some substances on a controlled list, enforcement has been inconsistent. A <a href=\"https:\/\/www.reuters.com\/world\/us\/us-committee-finds-china-is-subsidizing-american-fentanyl-crisis-2024-04-16\/\" target=\"_blank\" rel=\"noreferrer noopener\">2024 congressional report<\/a> found that companies producing fentanyl chemicals continued to receive export tax rebates, and U.S. reports indicate China remains a primary source of chemicals used by Mexican cartels. A 2025 <a href=\"https:\/\/www.propublica.org\/article\/oklahoma-marijuana-china-diplomat-visits\" target=\"_blank\" rel=\"noreferrer noopener\">ProPublica<\/a> investigation also identified links between Chinese groups and illegal marijuana operations in the United States. These findings have raised concerns that the CCP may be deliberately facilitating the flow of drugs such as fentanyl and marijuana into the United States.<\/p>\n<h2><strong>Competing on AI<\/strong><\/h2>\n<p>Considering these historical examples, it is unrealistic to expect the CCP to cooperate with the United States to slow AI development for humanity\u2019s benefit. Beijing has made <a href=\"https:\/\/www.scmp.com\/tech\/tech-war\/article\/3315805\/chinas-ai-capital-spending-set-reach-us98-billion-2025-amid-rivalry-us\" target=\"_blank\" rel=\"noreferrer noopener\">significant investments<\/a> in AI through state funds and data-center buildouts. It <a href=\"https:\/\/merics.org\/en\/comment\/chinas-next-five-year-bet-ai-self-reliance-diffusion-and-lot-hype\" target=\"_blank\" rel=\"noreferrer noopener\">views<\/a> AI as a key technology to raise domestic productivity, strengthen the military-industrial base, tighten social control, and gain a strategic edge over the United States.<\/p>\n<p>The CCP is unlikely to slow China\u2019s AI development regardless of U.S. actions. Given the United States\u2019 <a href=\"https:\/\/hai.stanford.edu\/ai-index\/2026-ai-index-report\" target=\"_blank\" rel=\"noreferrer noopener\">narrow lead<\/a> in advanced AI models, the CCP would likely view any voluntary U.S. slowdown as an opportunity to close the gap and surpass the United States.<\/p>\n<p>It is unsurprising that a recent <a href=\"https:\/\/x.com\/niubi\/status\/2099496806631526828\" target=\"_blank\" rel=\"noreferrer noopener\">editorial<\/a> in the Global Times, a state-owned media outlet controlled by the CCP, rejected Americans\u2019 calls for AI cooperation, describing them as attempts to \u201ccontain\u201d China\u2019s AI development. It is also revealing that China\u2019s top spy chief <a href=\"https:\/\/www.nytimes.com\/2026\/09\/14\/world\/asia\/china-ai-security-risks-anthropic.html\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> that the CCP\u2019s primary AI safety concern is the potential threat foreign AI models pose to the security of its rule. The safety of humanity is not mentioned. That is consistent with how the CCP behaves when safety and control collide.<\/p>\n<p>In 2020, during the Covid-19 pandemic, the CCP delayed critical information, suppressed domestic dissent, and blocked a genuinely independent international investigation of the outbreak\u2019s origin. These actions reflected the party\u2019s primary concern is maintaining its own security over broader public safety.<\/p>\n<p>Do not expect Trump and Xi to reach a meaningful AI safety compact in late September, or anytime soon, that would bind Beijing\u2019s development path. Americans should instead balance speed with security at home: maintain leadership in AI models and computing, establish rules for high-risk applications, and avoid relying on a rival that has not honored previous commitments. Since the Industrial Revolution, American innovation and open markets have adapted to significant technological changes and emerged stronger. AI will present a similar challenge.
