He will be succeeded by former baseball star Mark Teixeira in a solid Republican seat. roy reflects on his legislative achievements, including securing provisions related to immigration enforcement, a ban on Central Bank Digital Currency, and spending restraints that rolled back certain <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/here-are-all-the-green-new-deal-handouts-democrats-wedged-into-their-3-5-trillion-budget\/\" title=\"Here Are All The ... Despite occasional clashes with President Trump over legislative strategies, Roy believes the caucus&#8217;s tough negotiation tactics lead to better conservative outcomes. He criticizes the Senate, led by Republicans, for failing to advance key legislation like the election integrity bill, often hiding behind procedural filibusters. Roy emphasizes the need for Senate rule changes to protect minority rights and make the legislative process more effective. Looking ahead, he identifies major issues facing Republicans, such as Islam, AI, education, and fiscal health, advocating for unity on core principles. Roy plans to stay involved in conservative advocacy through media, policy work, and consulting, aiming to influence policy without the constraints of holding office.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>DALLAS, Texas \u2014 Rep. <a href=\"https:\/\/thefederalist.com\/tag\/chip-roy\/\" target=\"_blank\" rel=\"noreferrer noopener\">Chip Roy<\/a>, R-Texas, has worn a <a href=\"https:\/\/roy.house.gov\/about\" target=\"_blank\" rel=\"noreferrer noopener\">lot of hats<\/a> in his career. From working under former Texas Gov. Rick Perry and Attorney General Ken Paxton to now serving as the representative for the Lone Star State\u2019s 21st Congressional District, the Freedom Caucus Republican has spent years of public service advancing conservative priorities in the best way he knows how.<\/p>\n<p>But for Roy, that service is going to look much different come January.<\/p>\n<p>The <a href=\"https:\/\/heritageaction.com\/scorecard\/members\/R000614\" target=\"_blank\" rel=\"noreferrer noopener\">stalwart<\/a> <a href=\"https:\/\/freedomindex.us\/legislator\/1730\/\" target=\"_blank\" rel=\"noreferrer noopener\">conservative<\/a> will not be returning to Congress next year following an unsuccessful bid to become Texas\u2019 next attorney general. He is poised to be succeeded by former Major League Baseball star and Republican Mark Teixeira, who will face off against Democrat Kristin Hook in the upcoming midterm elections. The seat is <a href=\"https:\/\/www.cookpolitical.com\/house\/race\/485321\" target=\"_blank\" rel=\"noreferrer noopener\">considered<\/a> \u201csolid Republican.\u201d <\/p>\n<p>With a few months left in office, Roy is taking some time to reflect on his House tenure and what the future may hold. The Texas congressman spoke with The Federalist at last weekend\u2019s <a href=\"https:\/\/thefederalist.com\/2026\/09\/15\/state-freedom-caucuses-chart-the-path-for-making-red-states-great-again\/\" target=\"_blank\" rel=\"noreferrer noopener\">State Freedom Caucus Network Summit<\/a> to discuss the wins he and his House Freedom Caucus colleagues were able to secure for conservatives over the past few years, as well as preview what he sees as the biggest challenges the party will likely face in the years ahead. <\/p>\n<p>In \u201cthe House, with the House Freedom Caucus\u2019 leadership, I believe that we\u2019ve delivered on a lot of things. Not everything, but a lot,\u201d Roy told The Federalist.<\/p>\n<p>For the Texas Republican, this list of victories includes successfully including a provision in the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/5\" target=\"_blank\" rel=\"noreferrer noopener\">Laken Riley Act<\/a> that permits states to sue the federal government over alleged failures regarding immigration enforcement. The law also requires federal immigration officials to detain certain illegal aliens arrested for a variety of crimes, ranging from larceny to assault of a law enforcement officer. <\/p>\n<p>Roy also highlighted a <a href=\"https:\/\/cloud.house.gov\/posts\/release-congressman-cloud-introduces-the-permanent-cbdc-ban-act\" target=\"_blank\" rel=\"noreferrer noopener\">five-year ban<\/a> on <a href=\"https:\/\/thefederalist.com\/tag\/central-bank-digital-currency\/\" target=\"_blank\" rel=\"noreferrer noopener\">Central Bank Digital Currency<\/a> in recent <a href=\"https:\/\/archive.li\/sAo4j\" target=\"_blank\" rel=\"noreferrer noopener\">housing legislation<\/a>, as well as significant \u201c<a href=\"https:\/\/thehill.com\/homenews\/house\/5384637-house-freedom-caucus-opposition-trump-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">spending restraint[s]<\/a>\u201d the Freedom Caucus was able to <a href=\"https:\/\/thehill.com\/homenews\/house\/5384637-house-freedom-caucus-opposition-trump-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">secure<\/a> in the One Big Beautiful Bill. The latter law also <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/07\/03\/congress\/conservatives-trump-megabill-energy-credits-crackdown-00438357\" target=\"_blank\" rel=\"noreferrer noopener\">included<\/a> aggressive rollbacks of Biden-era \u201cgreen energy\u201d tax credits, which were incorporated at the Freedom Caucus\u2019 behest.<\/p>\n<p>The Freedom Caucus\u2019 efforts to push for more fiscally responsible spending habits and conservative policy items in major legislation has at times frustrated President Trump. On more than one occasion, the president <a href=\"https:\/\/punchbowl.news\/article\/house\/hfc-losing-influence\/\" target=\"_blank\" rel=\"noreferrer noopener\">has<\/a> <a href=\"https:\/\/www.opb.org\/article\/2025\/05\/20\/republicans-hope-trump-can-convince-holdouts-to-support-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">criticized<\/a> the caucus\u2019 various members for withholding support from bills to extract concessions on such subjects. <\/p>\n<p>Despite these occasional clashes, however, Roy maintains that the caucus\u2019 willingness to play hardball during negotiations has resulted in better outcomes for conservatives. <\/p>\n<p>\u201cWith all due respect, it\u2019s not the administration, it\u2019s not [House] leadership, and it\u2019s not the rank and file who are promoting [these reforms]. It\u2019s the Freedom Caucus. And I take with a badge of honor that the Green New Scam people spent $2 million against me because we effectively shut down their subsidies. That\u2019s great, and I would do it again,\u201d Roy said, referencing a left-wing environmental PAC\u2019s <a href=\"https:\/\/www.eenews.net\/articles\/emboldened-clean-energy-donors-eye-big-campaign-spending\/\" target=\"_blank\" rel=\"noreferrer noopener\">spending<\/a> against him in his Texas AG primary. <\/p>\n<p>But for Roy, the Trump administration is far from the biggest hurdle to getting conservative policy passed into law. The Texas congressman specifically aimed his fire at the GOP-run Senate, which he said, \u201chas delivered on nothing \u2026 other than tax cuts\u201d since Republicans reclaimed the majority last year. <\/p>\n<p>All too often, conservative-backed legislation passed by the House has hit a roadblock once it reaches the upper chamber. This includes the Roy-sponsored <a href=\"https:\/\/thefederalist.com\/tag\/save-america-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">SAVE America Act<\/a>, which, despite receiving <a href=\"https:\/\/thefederalist.com\/2026\/04\/21\/majority-of-voters-want-the-save-america-act-passed-before-the-midterms-poll-finds\/\" target=\"_blank\" rel=\"noreferrer noopener\">major support<\/a> from Americans, has been languishing in the Senate for months on end. <\/p>\n<p>Senate Majority Leader John Thune and Senate GOP leadership have regularly <a href=\"https:\/\/thefederalist.com\/2026\/07\/29\/gop-senators-use-the-filibuster-as-an-excuse-to-do-nothing-for-voters\/\" target=\"_blank\" rel=\"noreferrer noopener\">hidden<\/a> behind the 60-vote filibuster to avoid the hard work of getting the election integrity bill to Trump\u2019s desk. As noted by Roy, however, the party hasn\u2019t even fully exhausted a <a href=\"https:\/\/thefederalist.com\/2026\/02\/17\/what-the-wall-street-journal-gets-wrong-about-the-talking-filibuster\/\" target=\"_blank\" rel=\"noreferrer noopener\">talking filibuster<\/a>, which he argued is necessary to preserving the filibuster in the long term.<\/p>\n<p>\u201cThe Senate needs to recognize that if they want to protect the filibuster \u2014 which is actually important to kind of slow down bad things and have a cooling saucer and a debate and protect minority rights and the rights of a senator \u2014 then you better darn well amend the rules to allow a pressure relief valve that says, \u2018Look, if the majority wants to get a vote and they\u2019re going to put it on the floor for a while, you\u2019re going to be able to debate it. You\u2019re going to be able to amend it, but it ain\u2019t going to go in perpetuity. You\u2019re going to eventually get the question called,&#8217;\u201d Roy told The Federalist. \u201cI think that is a good place for the Senate to land, and in fact, I think it\u2019s a necessary place if you want to be able to deliver.\u201d<\/p>\n<p>Roy went on to forecast the biggest policy issues facing Republicans moving forward \u2014 namely, the rise of Islam, AI and data centers, education, and the well-being of America\u2019s children. But in order to successfully confront these issues, he said, the conservative movement \u201cneed[s] to unify on some core principles, or we\u2019re going to fracture.\u201d <\/p>\n<p>The Texas Republican referenced the <a href=\"https:\/\/thefederalist.com\/2026\/09\/09\/the-stay-at-home-parent-debate-is-gdp-first-vs-america-first\/\" target=\"_blank\" rel=\"noreferrer noopener\">ongoing debates<\/a> within GOP circles about the most effective ways to handle \u201cfamily policies, welfare payments,\u201d and the country\u2019s <a href=\"https:\/\/www.foxnews.com\/opinion\/us-debt-blows-past-40-trillion-jeopardizing-quality-life-every-american\" target=\"_blank\" rel=\"noreferrer noopener\">increasingly dire<\/a> \u201cfiscal health.\u201d He further recognized the importance of such discussions, their relevance to the party\u2019s future, and emphasized that the Freedom Caucus and its state counterparts will \u201cbe a part of that.\u201d <\/p>\n<p>\u201cI think we need to have a real philosophical reckoning with what it means to defend and protect our families, societies, and communities in a way that\u2019s consistent with any kind of principle about what the government should or shouldn\u2019t be doing. So, those are the kinds of things we\u2019re going to have to kind of fight out as we structure things,\u201d Roy said.<\/p>\n<p>As far as what comes next for him personally, Roy said he hasn\u2019t \u201cwritten the script or the outline yet.\u201d While teasing \u201ca mix of media, policy, [and] probably some consulting work,\u201d he confirmed that he will be \u201cactively involved\u201d in helping advance the conservative vision forward for a more prosperous America. <\/p>\n<p>\u201cIn many ways, I hope [to be] even more influential because I [will] not have the constraints of an election certificate,\u201d Roy said. \u201cI still have a lot of friends in the House, but I\u2019ll be able to speak pretty freely about, \u2018Yeah, don\u2019t vote for that [and] here\u2019s why\u2019 \u2026 and be able to shine some light and some truth on what\u2019s actually happening [in] ways that members can\u2019t.\u201d<\/p>\n<hr>\n<p>      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
