The entities spent heavily in the primaries to oppose Freedom Caucus members such as Wyoming state House Speaker Chip Neiman, who lost his state Senate bid to a lesser-known opponent, and Republican Wyoming gubernatorial candidate Eric Barlow, who defeated his Trump-backed opponent, Megan Degenfelder, after receiving support from anti-Freedom Caucus donors and groups.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The Wyoming Freedom Caucus lost its majority in the state House after 13 incumbent members were <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/wyofile.com\/in-stunning-upset-wyoming-freedom-caucus-loses-most-of-its-house-seats-backslides-in-senate\/\" target=\"_blank\" rel=\"noopener\">defeated<\/a> and four additional Freedom Caucus-aligned members lost their state Senate bids in the August primary.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Neiman told the Daily Caller News Foundation that activists, such as The Wyoming Donor Alliance, \u201cdid everything they could\u201d to turn Wyoming blue by ousting conservatives.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cTheir whole focus was to undo and to do away with the Freedom Caucus and the conservatives,\u201d Neiman said. \u201cI mean, an unbelievable amount of organization dollars are tied into the media, Wayne Hughes [of] Cowboy State Daily, major donors and supporters of this whole thing \u2026 It just blew me away as they were relaying this information of the length and the depth and the spider web of connections that just happened and we saw the results of it. But it\u2019s been over time. They really created an incredible machine to do away with the Freedom Caucus and stop conservatives from keeping Wyoming or taking Wyoming in a conservative direction.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/wydonoralliance.org\" target=\"_blank\" rel=\"noopener\">Wyoming Donor Alliance<\/a>, a non-partisan organization, outlined a plan to oust Freedom Caucus and Trump-endorsed candidates to replace them with less conservative Republicans. It created a coalition strategy titled, \u201cBreak the Wyoming Freedom Caucus Majority,\u201d according to documentation obtained by the DCNF. The organization planned to win back the state House of Representatives by \u201cpreventing the spread of extreme Freedom Caucus policies nationwide,\u201d according to the document.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The Wyoming Donor Alliance outlined a plan to raise $839,500 to recruit candidates, target specific voters and endorse or oppose candidates, according to the document. They also planned to launch an \u201cunprecedented independent expenditure campaign\u201d ahead of the primaries to oust Freedom Caucus members.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The organization aimed at recruiting competitive candidates to hold Freedom Caucus members accountable and encourage Republican voters who were not \u201cfar-right\u201d to turn out.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cThe Wyoming Donor Alliance is an alliance of donors from across Wyoming who are committed to strengthening voter education, turning out voters, and increasing political accountability,\u201d the organization told the DCNF. \u201cIn recent years, our alliance has grown increasingly concerned by the destructive impact Freedom Caucus members were having on our communities and the future of our state. From unconstitutional cuts to education funding and threats to public lands, to the lack of compassion in the face of rural health clinics shuttering and the loss of OB-GYNs and others needed to support infant and maternal health, the Freedom Caucus has created more problems than solutions.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Americans for Prosperity (AFP), a libertarian-leaning, pro-business advocacy group, endorsed Neiman\u2019s opponent, Republican Wyoming state Sen. Ogden Driskill, a self-described \u201cReagan conservative\u201d who has been in office in the state Senate since 2011. Driskill ran as the pro-business incumbent and accused the Freedom Caucus of being \u201cvery anti-business,\u201d <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/cowboystatedaily.com\/2026\/03\/12\/crook-county-showdown-neiman-to-challenge-driskill-in-heavyweight-senate-race\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to Cowboy State Daily.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cThe Freedom Caucus has been very anti-business across the board,\u201d Driskill said. \u201cDoesn\u2019t matter if it\u2019s bringing rodeo to Wyoming; if it\u2019s supporting rare earths up in our district. You know, the Business Council, across the board \u2014 they fought data centers.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">AFP-Wyoming told the DCNF that Neiman and other members of the Freedom Caucus became too populist and voted against several important pieces of legislation. A spokesperson clarified that the organization does not support or endorse candidates based on their affiliation with a caucus and that they supported Freedom Caucus members in the past.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The organization <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/cowboystatedaily.com\/2026\/08\/16\/gail-symons-check-out-all-this-out-of-state-money-in-wyoming-politics\/\" target=\"_blank\" rel=\"noopener\">spent<\/a> about $286,000 in the primaries and endorsed non-Freedom Caucus-aligned candidates. The organization endorsed Republican Wyoming state Sen. Evie Brennan, Republican state Rep. J.R. Riggins and three other Republican candidates<b> <\/b>running for a seat in the state Legislature.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">One of the endorsed candidates, Jessica Crowder, defeated Freedom Caucus incumbent Ann Lucas. A pro-Freedom Caucus PAC, Make Liberty Win, spent money <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/makelibertywin.com\/jrriggins\/\" target=\"_blank\" rel=\"noopener\">opposing<\/a> Riggins as an enemy of the caucus as he ran against Neil Jeske, who was seen as a Freedom Caucus-aligned candidate. Riggins defeated Jeske in the Aug. 18 primary.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Democratic Wyoming state Rep. Liz Storer, the president and CEO of the George B. Storer Foundation, made personal donations totaling $5,500 to several candidates, including Republican Wyoming state Rep. Doug Moore, who defeated Freedom Caucus member John Bear, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/wyofile.com\/what-cost-the-wyoming-freedom-caucus-its-power\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to WyoFile.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Bear focused on aggressively cutting property taxes, restricting funding on surgeries for trans-identifying minors and passing pro-life legislation. Moore, a newcomer in politics, focused more on fiscal issues and did not campaign heavily on conservative social issues.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Storer made another personal donation to Republican Secretary of State candidate Robert Short, who defeated Freedom Caucus-aligned state Rep. Rachel Williams in the primary, according to WyoFile.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Some <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/anti-israel-dems-cant-stop-blaming-their-primary-losses-on-the-jews\/\" title=\"Anti...Israel Dems Can\u2019t Stop Blaming Their Primary Losses on the Jews\">newly formed political action committees<\/a> (PACs) spent money to replace Freedom Caucus members. Common Sense Republicans for Wyoming, an issues-based PAC formed in March, spent over $95,000 to oust Freedom Caucus-aligned members, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/wyofile.com\/what-cost-the-wyoming-freedom-caucus-its-power\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to WyoFile.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Common Sense Republicans for Wyoming <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/commonsensewyo.com\/our-2026-voter-guide-for-republican-primary\/\" target=\"_blank\" rel=\"noopener\">released<\/a> a 2026 Republican Primary Voter Guide in July. The PAC endorsed Republican Wyoming gubernatorial candidate Eric Barlow, Short and three candidates running against Freedom Caucus members in the House. Emily Madden, a co-founder of the PAC, touted that 29 out of the 34 candidates they endorsed won their races, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.wyomingnews.com\/news\/local_news\/new-pac-touts-primary-success-against-freedom-caucus\/article_f968e87b-a8b4-4726-919e-c11a59703689.html\" target=\"_blank\" rel=\"noopener\">according<\/a> to the Wyoming Tribune Eagle.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Make Liberty Win, a Virginia-based PAC aligned with the Freedom Caucus, spent nearly $550,000 on the Wyoming races and had an 87% failure rate, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/cowboystatedaily.com\/2026\/08\/21\/pac-that-spent-550k-helping-freedom-caucus-had-87-failure-rate\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to Cowboy State Daily.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Wayne Hughes Jr., the owner of Cowboy State Daily, gave $15,000 to the Civil Leadership PAC, which spent about $200,000 backing non-Freedom Caucus Republicans in the primary, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.transparencyusa.org\/wy\/committee\/civil-leadership-pac-4cve5b63\" target=\"_blank\" rel=\"noopener\">according<\/a> to Transparency USA. The Civil Leadership PAC backed Short and Barlow, which Neiman and other conservatives argued were not true conservatives.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The PAC spent $168,000 in expenditures to support Barlow\u2019s gubernatorial bid, $19,000 to support Short and over $4,000 on Republican Wyoming state Rep. Steve Harshman, who <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.nytimes.com\/interactive\/2026\/08\/18\/us\/elections\/results-wyoming-superintendent-of-public-instruction-primary.html\" target=\"_blank\" rel=\"noopener\">won<\/a> his primary in hopes of becoming the next superintendent of public instruction. Harshman defeated Republican Wyoming state Rep. Tom Kelly, who was backed by the Freedom Caucus, according to Cowboy State Daily.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Hughes, a billionaire businessman, gave $516,000 to the Wyoming Hope PAC since 2020, the biggest  of the PAC\u2019s money, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.wyomingnews.com\/laramieboomerang\/news\/politics-press-and-philanthropy-how-a-jackson-hole-billionaire-couple-is-shaping-wyoming\/article_2b915aa1-ca73-444b-85e6-51e876be4480.html\" target=\"_blank\" rel=\"noopener\">according<\/a> to Wyoming News.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Common Sense Republicans for Wyoming, Cowboy State Daily and Storer did not respond to the DCNF\u2019s request for comment.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Neiman told the DCNF that Barlow, who defeated Degenfelder, proved he was not a conservative through his voting record, particularly on issues pertaining to energy and abortion.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cEric Barlow is not a conservative,\u201d Neiman told the DCNF. \u201cHis voting record does not show that \u2026 He\u2019s the establishment candidate, that\u2019s just the facts. [There\u2019s] video of him testifying before Congress in the<b> <\/b>opposition to our legacy industries, coal and gas. I don\u2019t know how you can be conservative and be fighting against the very things that give us national security, and to be portraying yourself as a conservative in that respect, I think, is impossible with that kind of a record.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Evidence Based Wyoming\u2019s Doug Gerard wrote that Barlow was affiliated with the anti-coal, anti-oil and anti-gas Powder River Basin Resource Council. In 2013, Barlow reportedly voted with a majority of Democrats 90% of the time and was the sixth most liberal Republican in the House.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Barlow voted to raise taxes on the oil and gas industry, sponsored an amendment in 2014 to accept Obamacare funding in Wyoming and voted to change the definition of marriage, according to Gerard\u2019s report.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cEric Barlow\u2019s campaign presents him as a mainstream conservative Republican. His legislative record tells a more complex story,\u201d Gerard wrote in the report. \u201cHe is a substantive legislator with deep expertise in healthcare, genuine engagement with energy policy, and credible Second Amendment credentials. However, his overall voting pattern\u2014particularly his fiscal scores, composite political rankings, and extraordinary defection record\u2014places him firmly in the liberal wing of the Wyoming Republican Party.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Barlow\u2019s campaign did not respond to the DCNF\u2019s request for comment.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Barlow voted against a bill to ban abortion after a heartbeat was detected, according to the report. However, he voted for bills that restricted abortions.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Barlow received more than $1,000 from Rene Hinkle, a plaintiff in lawsuits challenging Wyoming\u2019s abortion ban, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/cowboystatedaily.com\/2026\/08\/12\/eric-barlow-earns-most-in-donations-for-gov-race-degenfelder-has-biggest-war-chest\/\" target=\"_blank\" rel=\"noopener\">according<\/a> to Cowboy State Daily. A Barlow campaign spokeswoman said the donation and others reflected \u201cwhat [Barlow] stands for. Which is respectful leadership. And he has a record on that.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cEric\u2019s record on life in particular, pro-life legislation, is long,\u201d the spokesperson said. \u201cSo I don\u2019t think that a donation reflects anything about his policy. It more reflects his leadership style. Which is a respectful leadership style.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The <a href=\"https:\/\/amzn.to\/3YuVZYV\" >gubernatorial candidate made property tax reduction<\/a> a major centerpiece of his campaign. Gerard\u2019s report cited three instances where Barlow voted against property tax relief when the legislation did not pass by large margins. He voted against a bill in 2019 that would have given seniors property tax exemptions.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Barlow received over $1.7 million in total contributions, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.transparencyusa.org\/wy\/candidate\/eric-barlow\/contributions?cycle=2017-to-now\" target=\"_blank\" rel=\"noopener\">according<\/a> to Transparency USA. He received over $168,000 in direct donations from the Civil Leadership PAC, $40,000 from Conpac Contractors, $5,000 from the Credit Union PAC, $5,000 from the Lawyers Active in Wyoming PAC and $1,000 <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/cowboystatedaily.com\/2026\/08\/12\/eric-barlow-earns-most-in-donations-for-gov-race-degenfelder-has-biggest-war-chest\/\" target=\"_blank\" rel=\"noopener\">from<\/a> the Union Pacific Corporation Fund for Effective Government, according to Transparency USA.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Wyoming\u2019s Turn PAC, a federal PAC aligned with Republican Wyoming Rep. Harriet Hageman\u2019s Senate campaign, poured about $1.45 million into opposing Barlow and supporting Degenfelder, Cowboy State Daily <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/cowboystatedaily.com\/2026\/08\/13\/wyoming-pac-attacking-barlow-emerges-as-top-spender\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>. Hageman won her Senate primary in August.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Trump <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.politico.com\/2024-election\/results\/wyoming\/\" target=\"_blank\" rel=\"noopener\">won<\/a> Wyoming 72.3% to 26.1% against former Vice President Kamala Harris in the 2024 presidential election. In 2022, former Republican Rep. Liz Cheney lost her primary reelection bid to Hageman by a 30-point margin after sitting on the Jan. 6 Select Committee and voting to impeach Trump in January 2021.
