Some of the group homes have operated out of houses he owns or has owned, and until last month, he was also the director of day-to-day operations at three of them.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-1\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-1\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-15\" data-wex-ad=\"art-dsk-inart-1\"><\/div>\n<\/div>\n<\/div>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">MPR News discovered that Dukuly, now the newly appointed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.npa.gov.lr\/port-services-in-freeport-of-monrovia-bushrod-island-liberia\/the-management\/meet-the-managing-director\">managing director<\/a> of Liberia\u2019s government-owned port authority, relocated to the West African nation in 2024 while still running at least three Minnesota group homes. Dukuly was listed as the assisted living facilities\u2019 site director as of August, according to a state licensing database, despite living in Liberia.<\/p>\n<p class=\"wp-block-paragraph\">In 2024, an emcee at a ceremony celebrating Dukuly\u2019s government appointment praised his business acumen. Dukuly has been \u201cdelivering multimillion-dollar profit increases everywhere he worked,\u201d the emcee said at the ceremony in Liberia\u2019s capital, Monrovia.<\/p>\n<p class=\"wp-block-paragraph\">Wire transfer receipts obtained by MPR News show that business partners funneled the group home profits into bank accounts tied to alleged financial schemes in Minnesota and abroad.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The state issued licenses and paid out <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"http:\/\/www.washingtonexaminer.com\/tag\/Medicare-and-Medicaid\/\">Medicaid<\/a> claims to the Dukuly-linked healthcare companies purporting to provide care and supervision to disabled or mentally ill Minnesotans, but the investigation by MPR News and its national investigative unit, APM Reports, found instances of residents being neglected and even dying at care sites associated with Dukuly.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"http:\/\/www.washingtonexaminer.com\/news\/investigations\/4399944\/how-minnesota-somali-fraud-industrial-complex-stolen-millions-medicaid\/\"><strong>HOW MINNESOTA\u2019S SOMALI FRAUD INDUSTRIAL COMPLEX HAS STOLEN MILLIONS FROM MEDICAID<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">State authorities have investigated suspected maltreatment at Dukuly-affiliated facilities on 22 occasions, including several cases resulting in resident deaths, and local law enforcement disclosed knowing some of the group home addresses by heart, because of frequent 911 calls from neighbors, staff, and residents concerning fights, overdoses, and a gun once found on facility premises. In one police report, a responding officer wrote that \u201cthe living conditions seemed to be fairly unsanitary,\u201d citing unfinished drinks and cigarette butts on the floor. In another police affidavit, officers observed staff \u201cmaking jokes\u201d and \u201cmocking\u201d a patient experiencing a mental health crisis. \u201cShoot me. \u201cKill me,\u201d the individual told the police, as he held a broken glass cup and declared he wanted to hurt himself.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Although authorities have not lodged <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"http:\/\/www.washingtonexaminer.com\/tag\/fraud\/\">fraud<\/a> allegations against Dukuly specifically, a site operative who ran six Dukuly-tied group homes was stripped of his license in April 2026 after pleading guilty to Medicaid fraud at a previous employer. Michael Nornie, one of Dukuly\u2019s assisted living directors, admitted to defrauding Medicaid \u2014 at a prior company with no apparent connections to Dukuly \u2014 and was subsequently <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/mn.gov\/boards\/assets\/Michael%20Nornie%20%20-%20SCO-%20signed%204.22.26_tcm21-743755.pdf\" data-type=\"link\" data-id=\"https:\/\/mn.gov\/boards\/assets\/Michael%20Nornie%20%20-%20SCO-%20signed%204.22.26_tcm21-743755.pdf\">banned from operating<\/a> group homes in the state.
