The first time I saw the words, I scrolled right past them.<\/span><\/h3>\nMost people did.<\/span><\/h3>\n
It was January 2026, and President Donald Trump had posted a message on his own website in capital letters.<\/span><\/h3>\n
Six words:<\/span><\/h3>\n
\u201cI WILL INSTITUTE THE INSURRECTION ACT.\u201d<\/span><\/h3>\n
I assumed it was Trump being Trump.<\/span><\/h3>\n
A warning to protesters. A shot across the bow at Democratic governors. Something designed to dominate the news for 24 hours before the country moved on to the next outrage.<\/span><\/h3>\n
But one guy I heard about \u2014 a former adviser to four U.S. presidents \u2014 did something that sounded extreme.<\/span><\/h3>\n
He quietly began moving more than $1 million of his own money.<\/span><\/h3>\n
That got my attention.<\/span><\/h3>\n
Jim Rickards has spent nearly four decades in Washington.<\/span><\/h3>\n
He has advised the CIA, the Pentagon, the U.S. Treasury, and four American presidents.<\/span><\/h3>\n
In 1998, when a collapsing hedge fund threatened to bring down Wall Street, Rickards helped negotiate the $4 billion rescue.<\/span><\/h3>\n
Before the 2008 crisis, he warned John McCain\u2019s presidential campaign that a financial meltdown could strike before Election Day.<\/span><\/h3>\n
They laughed him off the phone.<\/span><\/h3>\n
Weeks later, Lehman Brothers collapsed.<\/span><\/h3>\n
Nearly $8 trillion vanished from American retirement accounts and stock portfolios.<\/span><\/h3>\n
In January 2020, Rickards warned his readers about a coming \u201ccontagion.\u201d<\/span><\/h3>\n
Three weeks later, the fastest stock market crash in history began.<\/span><\/h3>\n
So when someone with that background takes six words from the president seriously enough to move his family\u2019s money, I want to know what he sees.<\/span><\/h3>\n
I began with the law itself.<\/span><\/h3>\n
The Insurrection Act was passed in 1807 and signed by Thomas Jefferson.<\/span><\/h3>\n
It gives the president extraordinary authority to deploy American troops inside the United States.<\/span><\/h3>\n
That much I knew.<\/span><\/h3>\n
What I didn\u2019t know was what happened 20 years later.<\/span><\/h3>\n
In 1827, a case called <\/span>Martin v. Mott<\/span><\/i> reached the Supreme Court.<\/span><\/h3>\n
The question before the Court was simple:<\/span><\/h3>\n
Who decides when the conditions for military intervention have been met?<\/span><\/h3>\n
Congress?<\/span><\/h3>\n
The courts?<\/span><\/h3>\n
The governors?<\/span><\/h3>\n
The Supreme Court ruled that this authority belongs \u201cexclusively to the president.\u201d<\/span><\/h3>\n
His decision, the court said, is \u201cconclusive.\u201d<\/span><\/h3>\n
That ruling has never been overturned.<\/span><\/h3>\n
I read that sentence three times.<\/span><\/h3>\n
Then I started reading about the moments when presidents had actually used the law.<\/span><\/h3>\n
In 1871, a hooded society was terrorizing entire counties in the South.<\/span><\/h3>\n
Its members had allies inside local courts and sheriffs\u2019 offices.<\/span><\/h3>\n
Men who wore hoods at night sat in judgment during the day.<\/span><\/h3>\n
President Ulysses S. Grant sent federal forces into those counties and broke their power.<\/span><\/h3>\n
In 1957, Arkansas Gov. Orval Faubus used the National Guard to prevent nine black students from entering Central High School.<\/span><\/h3>\n
An angry mob gathered outside.<\/span><\/h3>\n
President Dwight D. Eisenhower placed the Arkansas National Guard under federal control.<\/span><\/h3>\n
Then he sent roughly 1,000 soldiers from the 101st Airborne into Little Rock.<\/span><\/h3>\n
The same \u201cScreaming Eagles\u201d who had parachuted behind enemy lines on D-Day were suddenly walking American children into an American school.<\/span><\/h3>\n
The last invocation came in 1992.<\/span><\/h3>\n
Los Angeles was burning.<\/span><\/h3>\n
Stores were being looted. Buildings were on fire. Local authorities had lost control.<\/span><\/h3>\n
Federal troops moved through an American city while families watched it happen on television.<\/span><\/h3>\n
That was 34 years ago.<\/span><\/h3>\n
No president has invoked the law since.<\/span><\/h3>\n
Yet now, the president of the United States has said it himself.<\/span><\/h3>\n
\u201cI WILL INSTITUTE THE INSURRECTION ACT.\u201d<\/span><\/h3>\n
Why?<\/span><\/h3>\n
Rickards believes he knows.<\/span><\/h3>\n
And it begins with a confrontation already taking shape between Washington and a group of defiant states.<\/span><\/h3>\n
Thirteen states and the District of Columbia are refusing to cooperate with federal immigration enforcement<\/a>.<\/span><\/h3>\n
You may agree with those states.<\/span><\/h3>\n
You may agree with Trump.<\/span><\/h3>\n
But here\u2019s my question: What happens when neither side backs down?<\/span><\/h3>\n
The Supreme Court established nearly two centuries ago that federal law is supreme.<\/span><\/h3>\n
The same court said the president\u2019s decision to invoke the Insurrection Act belongs to him alone.<\/span><\/h3>\n
And Trump has already told the country what he is prepared to do.<\/span><\/h3>\n
I went back and looked at his original post again.<\/span><\/h3>\n
This time it hit different.<\/span><\/h3>\n
And Rickards apparently agrees.<\/span><\/h3>\n
He now says America is spiraling toward a major confrontation between now and Nov. 3, 2026.<\/span><\/h3>\n
What happens next?<\/span><\/h3>\n
Darned if I know \u2026<\/span><\/h3>\n
But he says a wave of criminal prosecutions could strike the political establishment.<\/span><\/h3>\n
A confrontation between the White House and defiant state governments could spill into the streets.<\/span><\/h3>\n
A rapidly expanding war overseas could hit oil, gold, and the value of the dollar.<\/span><\/h3>\n
And an overlooked 14-word passage in the Constitution could open a path for Trump to remain in power beyond 2028.<\/span><\/h3>\n
Any one of those events could shake the markets.<\/span><\/h3>\n
Rickards believes all four may collide around the midterm elections.<\/span><\/h3>\n

Then nothing.<\/span><\/h3>\n
For 28 days, the post sat there.<\/span><\/h3>\n
And then, just after midnight on Aug. 24, Trump d the presentation again.<\/a><\/span><\/h3>\n
I won\u2019t pretend to know what the president meant.<\/span><\/h3>\n
Neither will Rickards.<\/span><\/h3>\n
But Trump has now returned \u2014 twice \u2014 to a presentation predicting that his next moves could trigger one of the most dangerous periods in recent American history.<\/span><\/h3>\n
The second time, there were only 71 days left before Nov. 3.<\/span><\/h3>\n
