Thinking it could be important, you take the call, expecting another human being on the other end of the line.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Instead, you\u2019re greeted with a lifeless automated voice warning of \u201csuspicious\u201d purchases or an unpaid Internal Revenue Service debt.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The scale of America\u2019s robocall epidemic is staggering, with 4.3 billion calls placed in July alone, according to <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/robocallindex.com\/\" target=\"_blank\" rel=\"noopener\">YouMail<\/a>, one of the largest robocall-blocking companies. Bad actors use computers and auto-dialers to generate robocalls, playing a pre-recorded or artificial voice message to many people at once, often to steal personal information or money from unsuspecting Americans, according to the <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/consumer.ftc.gov\/articles\/robocalls\" target=\"_blank\" rel=\"noopener\">Federal Trade Commission<\/a> (FTC).<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Victims of scam calls lost an average of $3,690 in the first half of 2025, while victims of scam texts lost an average of $1,452 during the same timeframe, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/pirg.org\/edfund\/resources\/ringing-in-our-fears-2025-robocalls-hit-6-year-high\/\" target=\"_blank\" rel=\"noopener\">according <\/a>to the U.S. PIRG Education Fund, a consumer advocacy group.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Despite the problem\u2019s scale, the federal government and telecommunications industry have so far failed to find a silver bullet \u2014 instead playing a \u201clarge-scale game of whack-a-mole.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cRobocalls are generally trending lower (year over year \u2014 like 2026 vs. 2025), but up (month over month, since roughly October),\u201d YouMail CEO Alex Quilici told the Daily Caller News Foundation.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">June <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.prnewswire.com\/news-releases\/us-consumers-received-just-over-4-25-billion-robocalls-in-june-according-to-youmail-robocall-index-302822123.html\" target=\"_blank\" rel=\"noopener\">represents<\/a> the highest monthly robocall volume since July 2025; however, over the past 12 months, robocalls reached 48.7 billion, which amounts to the lowest 12-month total recorded since 2022, according to YouMail. Roughly 142 million robocalls were made per day in June.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cYou can correlate drops over the past few years directly with enforcement actions.\u00a0These actions are usually against the people making robocalls and the carriers they use,\u201d Quilici said.\u00a0\u201cThe more enforcement actions, the bigger the downward pressure on robocalls.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cIt\u2019s a bit of large scale whack-a-mole. And the enforcers have the disadvantage of having to follow the law when they investigate, while the robocallers tend to be able to move quickly and don\u2019t care about the law,\u201d he explained.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The federal government\u2019s inability to curtail robocalls and other similar scams is landing poorly with the American public.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">At least 68% of adults think the government is poorly fighting online scams and attacks, and 56% dislike technology companies\u2019 failure to prevent online scams and attacks, per a Pew Research poll <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.pewresearch.org\/internet\/2025\/07\/31\/online-scams-and-attacks-in-america-today\/\" target=\"_blank\" rel=\"noopener\">unveiled <\/a>in July 2025. Pew Research includes scam s, text messages, and calls as part of online scams and attacks.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Twenty-four percent of U.S. adults said they received a scam , call, or text that led them to give away personal information, Pew Research said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">While advocacy groups and lawmakers agree that the robocall crisis needs to be remedied, the solutions range, as does the suspected culprit.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The U.S. PIRG Education Fund said 44% of phone companies did not comply with anti-robocall mitigation policies, while government officials say that the rise of digital phone networks has made it easier than ever for bad actors to conduct robocall scams. The group also points to artificial intelligence (AI) as an emerging threat, which allows bots to send fraudulent calls<b> <\/b>to thousands every day.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The National Consumer Law Center (NCLC) in September 2025 <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.nclc.org\/resources\/strategies-for-reducing-scam-calls-and-texts-by-holding-providers-accountable\/\" target=\"_blank\" rel=\"noopener\">called<\/a> for legislation or federal rulemaking to hold Voice over Internet Protocol (<a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.fcc.gov\/general\/voice-over-internet-protocol-voip\" target=\"_blank\" rel=\"noopener\">VoIP<\/a>) providers \u2014 companies<b> <\/b>that deliver communication services over the internet \u2014 accountable for reducing scam calls and texts.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The organization calls for restricting VoIP providers\u2019<b> <\/b>access to American phone networks unless they obtain a bond that they would risk losing if they<b> <\/b>vouch for fake caller IDs.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">A Verizon spokesperson referred the DCNF to a company press release on how to <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.verizon.com\/about\/news\/scammers-getting-smarter-how-to-stay-ahead\" target=\"_blank\" rel=\"noopener\">stay ahead<\/a> of scammers, while an AT&#038;T spokesperson <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.attconnects.com\/stories\/fighting-fraud-atts-commitment-to-protecting-americans\/\" target=\"_blank\" rel=\"noopener\">pointed<\/a> to a document outlining the company\u2019s efforts to fight fraud.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cT-Mobile\u00a0is committed\u00a0to\u00a0stopping illegal and unwanted robocalls. We invest significant resources\u00a0to\u00a0protect customers \u2014 stopping billions of scam and spam calls each year, working\u00a0to\u00a0prevent bad actors from misusing our network\u00a0to\u00a0transmit illegal traffic, and helping legitimate calls get through while blocking those that are not,\u201d a T-Mobile spokesperson told the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">T-Mobile uses advanced technologies to identify, label and block scam and illegal robocalls, the spokesperson said. The company offers a <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.t-mobile.com\/benefits\/scam-shield\" target=\"_blank\" rel=\"noopener\">Scam Shield<\/a> protection program alerting users when one receives or places a call likely to be a scam, the T-Mobile spokesperson said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cProtecting customers from illegal robocalls requires continued coordination across industry, government and law enforcement.\u00a0T-Mobile\u00a0remains committed\u00a0to\u00a0strengthening those efforts and giving customers tools that help keep them protected,\u201d the company said.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The advent of digital phone networks has become a double-edged sword, one Federal Communications Commission (FCC) official told the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cIt\u2019s beneficial for consumers because it\u2019s brought the cost of calls down. But, at the same time, it\u2019s the exact reason why bad actors are able to get into the network and put calls onto it,\u201d the official explained. \u201cSo, ironically, it\u2019s because of IP [internet protocol] that we had an increase in robocalls.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The NCLC in 2025 <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.consumeraffairs.com\/news\/consumer-groups-warn-of-unstoppable-glut-of-robocalls-if-rules-are-weakened-102025.html\" target=\"_blank\" rel=\"noopener\">urged <\/a>the FCC not to roll back telemarketer \u201cdo-not-call\u201d list requirements and allow Americans to automatically opt-out of pre-recorded calls.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cConsumers and small business owners should never be subjected to unstoppable telemarketing and other robocalls,\u201d Patrick Crotty, a senior attorney at the NCLC, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.consumeraffairs.com\/news\/consumer-groups-warn-of-unstoppable-glut-of-robocalls-if-rules-are-weakened-102025.html\" target=\"_blank\" rel=\"noopener\">said <\/a>in October 2025.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The FCC ultimately scrapped its <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/FCC-25-76A1.pdf\" target=\"_blank\" rel=\"noopener\">proposal<\/a>, according to <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.privacyworld.blog\/2025\/10\/fcc-proposes-amendments-to-tcpa-consent-revocation-rules-proposed-changes-to-dnc-rules-deleted-from-final-text\/\" target=\"_blank\" rel=\"noopener\">Privacy World<\/a>, a news outlet created by Squire Patton Boggs, an international law firm.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">While Capitol Hill tries chipping away at the crisis with a mixed bag of bills, the FCC has worked to battle robocalls with its own limited set of tools.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Sens. Ted Budd and Peter Welch unveiled the Foreign Robocall Elimination Act in August 2025, which now sits in the House after passing through the Senate. The bill would <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/2666\/all-info#cosponsors-content\" target=\"_blank\" rel=\"noopener\">require<\/a> a voice service provider (VSP), or any telephone service that routes calls over the internet instead of traditional telephone lines, to post a bond up to $100,000 before filing a certification to the FCC\u2019s Robocall Mitigation Database (RMD). The agency <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.fcc.gov\/robocall-mitigation-database\" target=\"_blank\" rel=\"noopener\">requires <\/a>VSPs to submit their plans to reduce robocalls to the database.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cRequiring providers to obtain bonds before being certified on the Robocall Mitigation Database is just one of several avenues to ensure greater compliance. The bill intentionally has a multipronged approach to disincentivize foreign robocalls and better protect Americans, including a public-private task force to identify tools for deterrence and immunity for receiving, sharing, and publishing illegal calls from the Industry Traceback group,\u201d Budd told the DCNF in a written statement.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The legislation also establishes an interagency task force comprising the FCC, FTC, the Justice Department and experts to find the most effective solutions to combat robocalls.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cUltimately, the goal is to enact solutions like bonds and greater protections, while also tasking experts both in and outside the government to develop additional tools to better protect the privacy and security of Americans,\u201d<b><strong class=\"LexicalEditorTheme__textBold\"> <\/strong><\/b>Budd added.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The legislation is catching the eye of key trade groups.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cWe\u2019re supportive\u201d of the Foreign Robocall Elimination Act, Josh Bercu, the senior vice president of policy for USTelecom, the trade association for broadband providers, said in an interview with the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The bill would make it harder for bad actors to create \u201cshell U.S. voice service provider companies,\u201d Bercu explained.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cI think that bond requirements for certifying carriers generally seem like a good idea and part of the solution,\u201d Alan Butler, the executive director and president of the Electronic Privacy Information Center (EPIC), told the DCNF. He added that increasing \u201clegal and monetary accountability\u201d can help properly vet phone traffic.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The American Association of Retired Persons (AARP) <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.aarp.org\/money\/scams-fraud\/fighting-for-you\/\" target=\"_blank\" rel=\"noopener\">lists<\/a> the Foreign Robocall Elimination Act as one its legislative priorities for the 119th Congress.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The legislation lacks \u201cstrong opposition,\u201d making it \u201cone of the most promising anti-robocall bills in Congress,\u201d the Blacklist Alliance, a firm that helps businesses navigate telemarketing regulations, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.blacklistalliance.com\/blog\/a-closer-look-at-the-foreign-robocall-elimination-act-w5QbjwxJgbAMrf\" target=\"_blank\" rel=\"noopener\">says.<\/a><\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Ben Ray Lujan, a Democratic senator from New Mexico, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/1025\/all-info\" target=\"_blank\" rel=\"noopener\">introduced<\/a> a bill of his own in March 2025, enabling the FCC to pursue certain unpaid robocall-related fines. Giving the FCC the authority to collect the fines could provide another incentive to deter bad actors, the Congressional Research Service (CRS) <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.congress.gov\/crs_external_products\/R\/PDF\/R48941\/R48941.2.pdf\" target=\"_blank\" rel=\"noopener\">argues<\/a>.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The first Trump administration enacted legislation to increase enforcement and implement technology standards to fight robocalls, while the Biden administration drastically ramped up enforcement, although it struggled to collect finds \u2014 an issue plaguing President Donald Trump\u2019s FCC.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Trump hasn\u2019t enacted any robocall legislation since 2019, when he <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/151\" target=\"_blank\" rel=\"noopener\">signed<\/a> the Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act into law. That bill, sponsored by Sen. John Thune, mandates voice service providers implement caller ID authentication technology to combat <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.fcc.gov\/consumers\/guides\/spoofing\" target=\"_blank\" rel=\"noopener\">spoofing<\/a> \u2014 where a bad actor disguises his or her caller ID information to scam everyday people.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The FCC <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.fcc.gov\/robocall-mitigation-database\" target=\"_blank\" rel=\"noopener\">established<\/a> the robocall database as part of implementing the TRACED Act.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/151\" target=\"_blank\" rel=\"noopener\">Thune-backed<\/a> bill\u2019s proponents say it has massively reduced scam robocall volume, with Bercu <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.congress.gov\/119\/meeting\/house\/118334\/witnesses\/HHRG-119-IF02-Wstate-BercuJ-20250604.pdf\" target=\"_blank\" rel=\"noopener\">telling<\/a> Congress in 2025 that the number of calls was down 30% from their peak in March 2021. However, as YouMail data shows, robocall volume remains stubbornly high. The implementation of this caller ID authentication technology <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.congress.gov\/crs_external_products\/R\/PDF\/R48941\/R48941.2.pdf\" target=\"_blank\" rel=\"noopener\">reduced<\/a> spoofed, illegal and high-volume robocalls by roughly 11% from 2021 to 2022, according to the CRS.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">President Joe Biden\u2019s FCC leveraged the TRACED Act to crack down on robocalls, handing down nine-figure fines to companies.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The Biden FCC <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.fcc.gov\/cwjr-archives-robocalls\" target=\"_blank\" rel=\"noopener\">levied<\/a> a record $300 million <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/FCC-23-64A1.pdf\" target=\"_blank\" rel=\"noopener\">fine <\/a>against an \u201cauto warranty robocall operation\u201d run by an international network of shell companies, a $225 million fine against a Texas-based health insurance <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/FCC-21-35A1.pdf\" target=\"_blank\" rel=\"noopener\">telemarketer<\/a> for reportedly making one billion spoofed robocalls, and a $116 million <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.fcc.gov\/document\/fcc-fines-scammerblaster-116m-robocalls-toll-free-lines\" target=\"_blank\" rel=\"noopener\">fine<\/a> against a company that sought to make money off of toll free calls.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">But it remains unclear if the fines were ever collected.\u00a0Neither the FCC nor the Justice Department collected any of the penalties issued in 2023.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The FCC has the authority to impose civil fines for illegal calls and texts, but it must refer cases to the Department of Justice (DOJ) for litigation and collection rates remain low, according to the CRS. DOJ only pursues a fraction of the FCC-referred fines and often cannot find the parties in question, as 90% of robocalls, both legal and illegal, originate overseas.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The second Trump administration has focused its energy on making it easier to identify and block bad actors.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cFighting illegal robocalls remains the FCC\u2019s top consumer protection priority,\u201d FCC Chairman Brendan Carr <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.fcc.gov\/document\/fcc-proposes-measures-stop-robocallers-access-us-networks\" target=\"_blank\" rel=\"noopener\">said <\/a>in a July statement.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The FCC <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DOC-423290A1.pdf\" target=\"_blank\" rel=\"noopener\">voted<\/a> that month to tighten who can access the agency\u2019s robocall database.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cThe database has become a key instrument for the Commission to find and remove bad actors in the voice network,\u201d the FCC stated.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Carr <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/FCC-26-49A2.pdf\" target=\"_blank\" rel=\"noopener\">noted<\/a> in July that the agency removed 1,400 phone providers last summer due to deficiencies in their filings.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Other potential solutions involve making upgrades to America\u2019s dated infrastructure.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The commission <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DOC-419224A1.pdf\" target=\"_blank\" rel=\"noopener\">adopted<\/a> an order that would help transition phone networks\u2019 copper networks to modern fiber optic lines.
