The USPS proposed the rule to enhance mail-in voting security, but the judge argued that the requirements were impractical before the upcoming election and expressed concerns about potential voter disenfranchisement. She criticized the rule for lacking evidence of voter fraud and for imposing burdensome procedures on election officials. The USPS plans to appeal the decision. The judge&#8217;s stance overlooks the inherent security issues associated with mail-in voting, which is considered less secure due to risks like multiple ballots sent to one person or ballots mailed to incorrect addresses. The restraining order, set for 14 days, halts USPS from enforcing the barcode and data collection requirements, with longer considerations pending. pfTrackEvent(&#039;Federal Judge Blocks USPS Election Integrity Measure Again Days After SCOTUS Stayed Her Injunction&#039;); return false;\" title=\"Printer Friendly, PDF &#038; Email\">                     <span id=\"printfriendly-text2\" class=\"pf-button-text\"><i class=\"mdi mdi-printer\" aria-hidden=\"true\"><\/i><\/span>                     <\/a>                 <\/span><\/li>\n<\/ul><\/div>\n<div class=\"pf-content\">\n<p class=\"wp-block-paragraph\">A federal judge Thursday blocked an election integrity measure from the United States Postal Service (USPS) just days after the U.S. Supreme Court lifted that same judge\u2019s injunction on the policy.<\/p>\n<p class=\"wp-block-paragraph\">U.S. District Court Judge Indira Talwani, an Obama appointee and past Democrat donor in Massachusetts, issued a <a href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.mad.298449\/gov.uscourts.mad.298449.218.0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">temporary restraining order<\/a> on a <a href=\"https:\/\/thefederalist.com\/2026\/08\/25\/usps-voter-data-rule-puts-pressure-on-courts-to-lift-injunctions-before-election-day\/\" target=\"_blank\" rel=\"noreferrer noopener\">USPS rule<\/a> that would require states to provide basic voter data to the Postal Service, as well as change ballot envelopes to include unique barcodes associated with individual voters\u2019 profiles, in an effort to start securing voting by mail.<\/p>\n<div id=\"fdrlst__b89e9-573298839\" class=\"d-flex justify-content-center fdrlst__b89e9-paragraph-2 fdrlst__b89e9-entity-placement\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Talwani had already issued an injunction on the policy before it was even finalized, and the Supreme Court barred this injunction. But Talwani is back now with a new injunction after the policy came out, claiming such publication satisfies the high court\u2019s concerns that the judicial branch only reviews \u201cfinal rules, not proposed rules,\u201d and arguing that SCOTUS did not answer the question on the merits of the policy itself.<\/p>\n<p class=\"wp-block-paragraph\">The Trump administration <a href=\"https:\/\/apnews.com\/article\/trump-voting-mail-ballots-midterms-executive-order-8ef4a669a50f3406481ffb8387ccad3c\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> Friday it would be appealing Talwani\u2019s decision.<\/p>\n<p class=\"wp-block-paragraph\">Even Talwani\u2019s review of what USPS is asking for shows how simple the USPS requirements are. Far from anything required in the SAVE America Act, which would require proof of citizenship among other things, USPS\u2019s final rule simply requires the submission of the name of the voter, his address, and a unique barcode. It does not even verify the address, and does not check or alter voter eligibility in the states. Yet Talwani railed against these basic standards:<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Through the Final Rule, the USPS is refusing to send mail ballots to eligible voters unless States or local election officials submit their mail ballot envelopes and return envelopes <span style=\"text-decoration: underline;\">and receive advance approval from the USPS<\/span> without regard to impending deadlines for the November 3, 2026 election. [Citation removed]. Additionally, the Final Rule requires elections officials to create accounts for a new electronic portal, certify that they have received approval regarding the mail ballot design, and thereafter upload to the USPS portal each voter\u2019s information, including name, address, and a unique intelligent mail barcode.<\/p>\n<\/blockquote>\n<p class=\"wp-block-paragraph\">Talwani called compliance before the midterms \u201cpractically impossible,\u201d and claimed that \u201cthe record continues to lack any evidence regarding fraudulent absentee or mail-in voting. \u2026 The USPS\u2019s interest in correcting an unsubstantiated problem through likely unconstitutional means is dwarfed by the overwhelming risk of pervasive disenfranchisement of citizens who need access to mail ballots in order to vote.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The Massachusetts judge overlooked the fact that <a href=\"https:\/\/thefederalist.com\/2026\/03\/12\/4-reasons-vote-by-mail-is-insecure-and-how-the-save-act-would-fix-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">mail-in voting<\/a> is the <a href=\"https:\/\/thefederalist.com\/tag\/mail-in-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">least secure<\/a> method of voting, resulting in multiple ballots being sent to the same person or address and countless ballots being mailed to the incorrect people, sometimes even out of the state.<\/p>\n<p class=\"wp-block-paragraph\">The restraining order is set for 14 days, stopping USPS from requiring states to comply with the bar code and voter data requirements. According to SCOTUS Wire, Talwani will also <a href=\"https:\/\/x.com\/scotus_wire\/status\/2093149120319942904?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">consider<\/a> a longer injunction Sept. 3.<\/p>\n<p class=\"wp-block-paragraph\">After Trump issued an executive order directing USPS and other federal agencies to implement election integrity measures, <a href=\"https:\/\/www.courtlistener.com\/docket\/73141063\/state-of-california-v-trump\/\" target=\"_blank\" rel=\"noreferrer noopener\">Democrat-run states<\/a> and left-wing organizations like the <a href=\"https:\/\/www.courtlistener.com\/docket\/73133197\/1\/league-of-women-voters-of-massachusetts-v-trump\/\" target=\"_blank\" rel=\"noreferrer noopener\">League of Women Voters<\/a> filed suit in federal court in an attempt to block the measures.<\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Breccan F.
