They identified issues with NASEM\u2019s involvement in producing the fourth edition of the Reference Manual on scientific Evidence,which included a climate science chapter criticized for containing biased references and potentially being influenced by climate litigation supporters. While the FJC retracted the controversial chapter following backlash, NASEM continued posting the guide until it announced a review amidst claims that the process lacked clarity and independence. The attorneys general also criticized a NASEM report on extreme weather attribution, alleging it was biased and timed to influence upcoming Supreme Court cases supporting climate plaintiffs. they argued that taxpayer funds should not support organizations engaging in partisan climate advocacy and suggested replacing or stripping NASEM\u2019s role as an official adviser to the federal government. The upcoming Supreme Court case, Suncor Energy v. Boulder County,is scheduled for October 5.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>A coalition of more than two dozen state attorneys general is asking the Trump administration and Congress to suspend federal grants to a national science organization for its ongoing left-wing climate activism. <\/p>\n<p>In a Thursday letter to several Trump cabinet secretaries and congressional committees, the 25 Republican AGs raised concerns about recent actions by the National Academies of Sciences, Engineering, and Medicine (NASEM). The academies \u2014 which receive taxpayer-funded federal grants \u2014have sought to advance leftist policies in recent years, as the Capital Research Center <a href=\"https:\/\/www.influencewatch.org\/non-profit\/national-academy-of-sciences-nas\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>. <\/p>\n<p>One avenue of activism highlighted by the state AGs is the NASEM\u2019s role in the controversial fourth edition of the <a href=\"https:\/\/www.nationalacademies.org\/projects\/PGA-POLICY-20-30\/publication\/26919\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Reference Manual on Scientific Evidence<\/em><\/a>, which the nonprofit produced alongside the taxpayer-funded <a href=\"https:\/\/thefederalist.com\/tag\/federal-judicial-center-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Judicial Center (FJC)<\/a>. While <a href=\"https:\/\/www.fjc.gov\/content\/396456\/reference-manual-scientific-evidence-fourth-edition\" target=\"_blank\" rel=\"noreferrer noopener\">designed<\/a> to provide objective guidance to federal judges on science-related matters before the bench, the manual was found to contain a \u201cReference Guide on Climate Science\u201d stacked with references and citations to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-epa-taxpayer-settlement-payouts-quietly-soar-to-left-wing-climate-activists\/\" title=\"Biden&#039;s EPA quietly increases taxpayer settlement payouts to left-wing climate activists.\">left-wing climate activists<\/a> and advocates. <\/p>\n<p>The FJC retracted the controversial chapter following widespread backlash in February. The NASEM, however, continued to post the guide on its website until earlier this month, when it <a href=\"https:\/\/thefederalist.com\/2026\/08\/10\/national-academy-of-sciences-pulls-biased-climate-guide-used-to-advise-judges\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> that the climate section would be temporarily removed while its team conducts an \u201cindependent review\u201d of the \u201cprocess used to produce the chapter.\u201d <\/p>\n<p>The organization\u2019s announcement came weeks after President Trump <a href=\"https:\/\/thefederalist.com\/2026\/07\/20\/trump-orders-probe-into-biased-manual-used-to-advise-judges-on-climate-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">ordered<\/a> federal suspension and debarment officials to \u201creview\u201d the matter. The Federalist <a href=\"https:\/\/thefederalist.com\/tag\/federal-judicial-center-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> extensively on the left-wing activists and academics involved in the contested manual\u2019s creation in the months leading up to the president\u2019s directive. <\/p>\n<p>In addressing Trump\u2019s cabinet secretaries and the congressional committees, the Republican state AGs wrote that the NASEM\u2019s review of the climate guide \u201cappears to be a sham, as demonstrated by NASEM\u2019s secrecy around all aspects of the review process.\u201d They further argued that a \u201ctruly independent review would appoint an external panel; use reviewers who are not activists, litigation participants, or NASEM employees; publish the review process and findings; identify the review\u2019s scope; and ensure the review\u2019s scope addresses the material criticisms of the Chapter.\u201d<\/p>\n<p>\u201cCritics have demonstrated that the Chapter materially misquotes the [United Nations\u2019 Intergovernmental Panel on Climate Change], directly contradicts the manual\u2019s statistics chapter, was apparently substantially ghost-written by climate plaintiffs\u2019 attorney <a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/4485545\/national-academies-must-strike-biased-climate-change-group-influence-judges\/\" target=\"_blank\" rel=\"noreferrer noopener\">Michael Burger<\/a>, and had funders, authors, and reviewers that included climate funders, activists, and litigation participants,\u201d the letter reads. \u201cNASEM\u2019s destruction of its own credibility in the Chapter and its response to criticism, combined with NASEM doubling down on propping up climate plaintiffs\u2019 litigation theories by issuing another biased report (as discussed below), warrant debarment or suspension by federal agencies.\u201d<\/p>\n<p>The attorneys general went on to criticize a July NASEM <a href=\"https:\/\/www.nationalacademies.org\/projects\/DELS-BASCPR-23-02\/about\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> titled \u201cAttribution of Extreme Weather and Climate Events and Their Impacts 2026.\u201d<\/p>\n<p>They alleged that this \u201cbiased\u201d report was \u201cfunded, led,\u201d and received input from \u201cclimate-litigation supporters,\u201d and that it was released to assist left-wing litigants in an upcoming Supreme Court case (<em><a href=\"https:\/\/thefederalist.com\/tag\/suncor-energy-inc-v-county-commissioners-of-boulder-county\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em><\/em><\/a><em><a href=\"https:\/\/thefederalist.com\/tag\/suncor-energy-inc-v-county-commissioners-of-boulder-county\/\" target=\"_blank\" rel=\"noreferrer noopener\">Suncor Energy v. County Commissioners of Boulder County<\/a><\/em><\/em>) involving a lawsuit against fossil fuel companies. They further contended that the NASEM \u201ctim[ed]\u201d the report\u2019s release so that Suncor and Co.\u2019s opponents could cite it in their SCOTUS briefs and Suncor supporters couldn\u2019t since their \u201cfiling deadline had passed.\u201d<\/p>\n<p>\u201cNotably, one <a href=\"https:\/\/amzn.to\/3YuVZYV\" >amicus organization supporting plaintiffs<\/a> in Suncor bragged about the Report\u2019s timing, cited the Report over and over on ten of its pages, and received $100 million to \u2018accelerate climate action\u2019 from the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/bezos-earth-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bezos Earth Fund<\/a> \u2014 which also funded NASEM\u2019s Report. Agencies may wish to look further into the nature of this convenient coincidence,\u201d the letter reads. <\/p>\n<p>The state AGs argued that taxpayer funds should not be bankrolling NASEM\u2019s \u201cbiased actions,\u201d which they said \u201cwarrant suspension or debarment.\u201d They further urged Congress to find a different entity \u201cfor objective analysis\u201d and consider axing an existing charter designating \u201cthe Academies as an adviser to the federal government.\u201d<\/p>\n<p><em>Suncor v.
