Minnesota Attorney General Keith Ellison argued that Abbott&#8217;s failure to sign the extradition warrant was hindering prosecution efforts since the officer, Christian Castro, scheduled for release, could flee to Mexico. Castro allegedly shot Sosa-Celis in the thigh while pursuing another man.
