Iran and its proxies, Hezbollah and the IRGC, have established secret bases in several Latin American countries, including Bolivia, Brazil, Cuba, Paraguay, Uruguay, and Argentina, even though Panama and Mexico are less openly involved. Iran\u2019s history in the region includes numerous attacks against Jewish and Israeli targets, such as the deadly 1994 Buenos Aires bombings and recent foiled plots against Israeli officials.<\/p>\n<p>Evidence suggests Iran\u2019s interest in attacking U.S.targets, indicated by past plots and intelligence operations, including efforts to monitor U.S. embassies and personnel. The arrest and trial of Hage Jalil could provide vital intelligence on Iran\u2019s current activities and future threats in the Americas.<\/p>\n<p>The article emphasizes that Panama has an opportunity to demonstrate cooperation with the U.S. by fully prosecuting Hage Jalil, especially considering past mishandlings of similar cases. The small commuter plane to Panama City exploded July 19, 1994, shortly after takeoff from Colon, leaving only one body in the wreckage, not positively identified for years: <a href=\"https:\/\/www.fbi.gov\/wanted\/seeking-info\/bombing-of-alas-chiricanas-airlines-flight-00901-1\" target=\"_blank\" rel=\"noreferrer noopener\">a Middle Eastern male<\/a> thought to have carried the bomb aboard.<\/p>\n<p>But now Panamanian authorities have the bombing\u2019s suspected Iranian-backed Hezbollah mastermind in custody: Ali Zaki Hage Jalil, a 57-year-old Colombian-Venezuelan of Lebanese descent. A revelatory terrorism trial of the century is on the immediate horizon.<\/p>\n<p>Judicial proceedings in Panama City promise to spotlight for Americans how Iran still fields clandestine networks in America\u2019s backyard. These can target the large U.S. citizen expatriate population living in Central America and Mexico as well <a href=\"https:\/\/www.atlanticcouncil.org\/in-depth-research-reports\/report\/mapping-us-investment-in-latin-america-caribbean\/\" target=\"_blank\" rel=\"noreferrer noopener\">as thousands of regional American businesses<\/a>.<\/p>\n<p>After U.S.-Israel airstrikes killed his father, Iran\u2019s new Supreme Leader Ayatollah Mojtaba Khamenei wrote that his <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-admin-retaliated-4-times-against-83-attacks-by-iran-and-proxies-defense-secretary\/\" title=\"Biden Admin Retaliated 4 Times Against 83 Attacks by Iran and Proxies: Defense Secretary\">top strategic priority<\/a> was to exact a <a href=\"https:\/\/www.hstoday.us\/subject-matter-areas\/counterterrorism\/trump-assassination-threats-highlight-irans-revenge-mobilization-and-jihadist-responses\/\" target=\"_blank\" rel=\"noreferrer noopener\">blood \u201cvengeance\u201d on the United States and its leaders<\/a> and that \u201cfreedom-seekers <a href=\"https:\/\/www.timesofisrael.com\/in-written-message-mojtaba-khamenei-vows-revenge-for-slain-father-will-come-soon\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>across the world<\/em><\/a> [author\u2019s emphasis]  will each carry out part of this divine mission.\u201d<\/p>\n<p>Under pressure from a U.S. naval flotilla in November of last year, the FBI and Panama persuaded Maduro\u2019s government to arrest Hage Jalil in the <a href=\"https:\/\/www.atlanticcouncil.org\/in-depth-research-reports\/issue-brief\/the-maduro-hezbollah-nexus-how-iran-backed-networks-prop-up-the-venezuelan-regime\/\" target=\"_blank\" rel=\"noreferrer noopener\">known Hezbollah enclave<\/a> of <a href=\"https:\/\/www.congress.gov\/event\/113th-congress\/house-event\/LC20\/text\">Marguerita Island<\/a>. In April, after Maduro was deposed, Venezuela <a href=\"https:\/\/pa.usembassy.gov\/u-s-panama-venezuela-partnership-secures-extradition-of-suspect-in-1994-panama-aircraft-terrorist-attack\/\" target=\"_blank\" rel=\"noreferrer noopener\">extradited him to stand trial in Panama<\/a>. Undoubtedly, Hage Jalil has remained plugged into the Iranian network on Marguerita Island and, with a successful trial, could fill actionable intelligence gaps about what Iran might be planning and how it operates.<\/p>\n<h2><strong>More Recent Iranian Disruption<\/strong><\/h2>\n<p>The Iranians and their proxies have been disruptive throughout Latin America. <\/p>\n<p>While 30 years have passed since the Flight 901 bombing, as recently as November 2025, the U.S. and Israel <a href=\"https:\/\/www.cnn.com\/2025\/11\/07\/americas\/iran-assassination-plot-israeli-ambassador-mexico-intl-latam\" target=\"_blank\" rel=\"noreferrer noopener\">publicly thanked Mexico<\/a> for foiling an Iranian Revolutionary Guard Corps (IRGC) plot to assassinate Israel\u2019s ambassador to Mexico, Einat Kranz Neiger. Tehran and Mexico City later <a href=\"https:\/\/apnews.com\/article\/iran-israel-ambassador-mexico-plot-us-0db7b303c5009c7c5487426acc1f3e55\" target=\"_blank\" rel=\"noreferrer noopener\">denied knowledge<\/a> of such a plot.<\/p>\n<p>Whatever may have happened last year in Mexico, no serious Latin American geopolitical scholar disagrees that Iran and its proxies, Hezbollah and the IRGC\u2019s Quds Force, established clandestine operating bases in embassies throughout Latin America decades ago, in part, to counter Israeli and U.S. Iran policies in the Middle East.<\/p>\n<p>The <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/menasource\/the-venezuela-iran-connection-and-what-maduros-capture-means-for-tehran-explained\/\" target=\"_blank\" rel=\"noreferrer noopener\">Atlantic Council<\/a>, <a href=\"https:\/\/www.rand.org\/pubs\/perspectives\/PEA3585-1.html\" target=\"_blank\" rel=\"noreferrer noopener\">RAND<\/a> and <a href=\"https:\/\/www.securefreesociety.org\/research\/hezbollah-ali-zaki-extradition\/\" target=\"_blank\" rel=\"noreferrer noopener\">other policy institutes<\/a> estimate that Hezbollah and the IRGC have enjoyed overt and clandestine access to 11 embassies and 36 Iran-linked Shiite \u201ccultural centers\u201d in tolerant or outright friendly Spanish-speaking nations governed by leftist leaders openly antithetical to the United States. These host nations included Bolivia, Brazil, Cuba, Paraguay, Uruguay, and Argentina.<\/p>\n<p>Neither Panama nor Mexico usually makes that list of known hosts. But U.S. intelligence services may not know what they don\u2019t know, which makes a Panama trial all the more important.<\/p>\n<h2><strong>Iran\u2019s Malign History in Latin America<\/strong><\/h2>\n<p>Iran\u2019s malign history in Latin America shows it has mainly targeted Jews and Israeli interests, as the Flight 901 bombing shows.<\/p>\n<p>In 2024, Peruvian police <a href=\"https:\/\/www.fdd.org\/analysis\/2024\/03\/11\/iranian-citizen-planning-to-attack-israeli-arrested-in-peru\/\" target=\"_blank\" rel=\"noreferrer noopener\">arrested an Iranian citizen<\/a> and member of the Quds Force on charges of planning to murder an Israeli. In 2023, Brazilian authorities <a href=\"https:\/\/oglobo.globo.com\/blogs\/bela-megale\/post\/2023\/11\/pf-prende-terroristas-ligados-ao-hezbollah-e-que-planejavam-ataques-no-brasil.ghtml\" target=\"_blank\" rel=\"noreferrer noopener\">arrested three suspected Hezbollah agents<\/a> for plotting terror attacks against Jewish targets. In 2016, according to RAND, Bolivian <a href=\"https:\/\/www.rand.org\/pubs\/perspectives\/PEA3585-1.html\" target=\"_blank\" rel=\"noreferrer noopener\">police allegedly disrupted a Hezbollah bomb plot<\/a> by seizing 2.5 tons of explosives from a La Paz warehouse.<\/p>\n<p>Indeed, the Flight 901 bombing probably drew little attention back in 1994 because, only one day earlier, Hezbollah suicide bombers operating from the cover of Iran\u2019s embassies truck-bombed a Jewish community center in Buenos Aires, Argentina, killing 85 and wounding 300, <a href=\"https:\/\/www.washingtoninstitute.org\/sites\/default\/files\/pdf\/Levitt20151216-PRISM.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a lengthy 2006 Argentinian indictment<\/a> alleges. That attack came two years after Hezbollah and IRGC operatives truck-bombed the Israeli embassy in Buenos Aires, killing 29 and injuring 242.<\/p>\n<h2><strong>U.S. Soft Targets Next?<\/strong><\/h2>\n<p>Iran\u2019s announced strategic priority of vengeance tells the American security services to presume U.S. interests and citizens could be next.<\/p>\n<p>Evidence has already emerged of Iranian interest in American targets. In 2021, Colombian authorities <a href=\"https:\/\/dialogo-americas.com\/articles\/hezbollahs-expansion-in-latin-america-through-the-amia-network\/\" target=\"_blank\" rel=\"noreferrer noopener\">neutralized an Iranian regime<\/a> attempt to kill two Israeli businessmen. But this was part of a larger operation that also targeted U.S. citizens to avenge President Trump\u2019s killing of Iranian Quds Force commander Qasem Soleimani in January 2020.<\/p>\n<p>A pair of <a href=\"https:\/\/www.toddbensman.com\/part-i-of-iii-hezbollah-in-america-unit-910-exposed\/\" target=\"_blank\" rel=\"noreferrer noopener\">2017-2018 U.S. court prosecutions<\/a> of clandestine Hezbollah agents stationed in the United States revealed high interest in U.S. (and Israeli) targets within the Panama Canal zone.<\/p>\n<p>FBI documents filed <a href=\"https:\/\/www.toddbensman.com\/part-iii-hezbollahs-clandestine-terror-wing-in-america\/\" target=\"_blank\" rel=\"noreferrer noopener\">in the case against Samer El Debek<\/a> of Dearborn, Michigan, alleged his Lebanon handlers sent him to Panama for a month in 2011 and again in 2012 to study the U.S. embassy\u2019s positioning amid neighboring buildings, its security procedures, and periods when vehicular traffic outside was heaviest, court records showed. He sent the material back to his Hezbollah handlers in Lebanon.<\/p>\n<h2><strong>Chance for Panama to Show Goodwill<\/strong><\/h2>\n<p>Despite these cases, few Latin American countries have brought suspects to full revelatory trials. With Ali Zaki Hage Jalil in custody, Panamanian judicial authorities now have an opportunity to help America better understand how Iranian networks currently function and where an Iranian attack might originate.<\/p>\n<p>Prior Panamanian governments haven\u2019t always worked toward U.S. interests. After the bombing in 1994, Panamanian police arrested Hage Jalil with a dozen Mini-Mac submachine guns, military-grade detonation cord, and blasting caps. Inexplicably, they let him go and he disappeared. In late 2017, the Israeli government passed intelligence information to Panama naming Hage Jalil, then hiding in plain sight in Venezuela, as the mastermind. Panama\u2019s then-President Juan Carlos Varela pledged to reopen the old investigation and get the suspect arrested <a href=\"https:\/\/thefederalist.com\/2019\/01\/23\/panama-ever-reopen-investigation-flight-901-bombing\/\" target=\"_blank\" rel=\"noreferrer noopener\">but instead dragged his feet<\/a> and never followed through.<\/p>\n<p>Now is Panama\u2019s chance to contribute something meaningful to its close ally, the United States. The Trump administration, FBI, and the American people have a lot riding on Panama\u2019s ability and willingness to carry this ball over the goal line and should ensure that happens.<\/p>\n<hr>\n<p>      Todd Bensman is a senior research fellow for the Border Security and Immigration Center at The Heritage Foundation.
