While serving as a sponsor to these fake food suppliers, Feeding Our Future retained a 10%-15% cut of their reimbursement checks as an administrative fee. That <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.justice.gov\/archives\/opa\/pr\/us-attorney-announces-federal-charges-against-47-defendants-250-million-feeding-our-future\">sprawling conspiracy<\/a>, which amounted to more than $240 million in stolen child nutrition money, became what\u2019s now known as the largest-ever scheme to take advantage of federal COVID-19 relief programming.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-1\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-1\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-15\" data-wex-ad=\"art-dsk-inart-1\"><\/div>\n<\/div>\n<\/div>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">Some officials have traced the scam\u2019s origins back to legislation Omar sponsored in 2020 that drastically relaxed the free food program\u2019s registration requirements in order to provide student lunches outside of the traditional school setting during the COVID shutdowns.<\/p>\n<p class=\"wp-block-paragraph\">Recently submitted court documents in Bock\u2019s appeals case show that the federal judge who previously oversaw the criminal proceedings reached the same conclusion. According to a November 2024 ruling included in Bock\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2026\/08\/Bock-addendum.pdf\">131-page appellate filing<\/a>, Schultz blamed widespread abuse of the food assistance program on pandemic-era waivers, which were a key provision of Omar\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/6187\">Maintaining Essential Access to Lunch for Students Act<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Schultz, a peer-elected judge not selected by presidential appointment, determined that the emergency relief waivers \u2014 first proposed by the congresswoman\u2019s MEALS Act \u2014 opened the door to large-scale fraud.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\">Schultz cited a table illustrating how Feeding Our Future\u2019s reimbursement claims skyrocketed in 2020. Bock)<\/figcaption><\/figure>\n<\/p><\/div>\n<p class=\"wp-block-paragraph\">Omar had proposed enrollment expansions to the federally funded U.S. Department of Agriculture program that would permit nonschool-based caterers <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/omar.house.gov\/media\/press-releases\/representative-omar-introduces-bill-protect-access-school-meals-during-school\">to register through waivers<\/a> and claim compensation for the cost of meals purportedly served. Eventually, the programmatic changes that waived away the standard restrictions on who could receive funding to provide meals were tucked into the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/6201\/text\">Families First Coronavirus Response Act<\/a>, a sweeping COVID relief package. The massive bill\u2019s subsection approving the waiver exemptions explicitly <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/6201#:~:text=TITLE%20I%2D%2DMAINTAINING,such%20a%20closure.\">named the MEALS Act<\/a> and included Omar\u2019s statutory language word for word.<\/p>\n<p class=\"wp-block-paragraph\">Schultz mentioned that the reimbursements, allocated from <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/minnesota-woman-pleads-guilty-for-role-in-feeding-our-future-fraud-scheme\/\" title=\"... woman pleads guilty for role in ... Our ... ... scheme\">federal child nutrition funds<\/a>, were supposed to help feed disadvantaged children at the height of the pandemic. \u201cHowever, certain United States Department of Agriculture waivers during the COVID-19 pandemic made the federal child nutrition programs vulnerable to abuse,\u201d Schultz wrote beneath a subsection, titled \u201cFACTS.\u201d<\/p>\n<p class=\"wp-block-paragraph\">In his ruling, which weighed whether there was probable cause to raid the Feeding Our Future sites, Schultz said he drew those facts from supporting FBI affidavits and accepted them as true.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">\u201cAmong other things, USDA allowed for-profit restaurants to participate in the program,\u201d Schultz\u2019s ruling noted of the exceptions authorized by the waivers. \u201cIt also allowed for off-site food distribution to children outside of educational programs.\u201d<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4566922\/walz-admin-accused-whistleblowers-racist-somali-fraudsters-minnesota-report\/\"><strong>WALZ ADMINISTRATION ACCUSED WHISTLEBLOWERS OF BEING \u2018RACIST\u2019 AGAINST SOMALI FRAUDSTERS: OVERSIGHT REPORT<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">Schultz cited a co-conspirator\u2019s statements suggesting that the Feeding Our Future fraudsters were incentivized by the waivers to scale up operations.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<h2 id=\"h-many-pieces-of-circumstantial-evidence\" class=\"wp-block-heading\">\u2018Many pieces of circumstantial evidence\u2019<\/h2>\n<p class=\"wp-block-paragraph\">Abdulkadir Nur Salah, who later <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.justice.gov\/usao-mn\/pr\/former-minneapolis-mayoral-aide-and-safari-restaurant-co-owner-both-plead-guilty-250\">pled guilty<\/a> to wire fraud and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2026\/08\/Salah-plea-agreement.pdf\">admitted<\/a> as part of the plea agreement to \u201cexploit[ing] changes in the program,\u201d had pointed to the waivers \u201callowing food to be distributed outside of structured settings, lifting verification requirements, letting adults pick up meals for children, and allowing multiple meals to be packaged together.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Salah was a co-owner and operator of Safari Restaurant, one of the top food distribution sites in the Feeding Our Future sponsorship network that claimed to feed as many as <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.justice.gov\/usao-mn\/pr\/federal-jury-finds-feeding-our-future-mastermind-and-co-defendant-guilty-250-million\">5,000 children a day<\/a>.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full\">Safari Restaurant (Yelp.com)<\/p>\n<p>&#8221; data-large-file=&#8221;https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/\/2026\/08\/localimages\/image_e92646.png?w=348&#8243; &#8220;https:><figcaption class=\"wp-element-caption\">The front entrance to Safari Restaurant. Elsewhere in the court order, the judge reiterated, \u201cThese waivers left the programs vulnerable to fraud.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">U.S. District Judge Nancy Brasel, an appointee of President Donald Trump who went on to hand down Bock\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4578089\/feeding-our-future-ringleader-aimee-bock-sentenced-41-years\/\">41-year prison sentence<\/a>, agreed with Schultz\u2019s assessment in 2025. Brasel recounted that Salah referenced \u201cwaivers that (1) loosened the requirements for where food could be distributed from, (2) loosened eligibility verification, (3) allowed adults to pick up meals on behalf of children, and (4) allowed multiple meals to be packaged together.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Federal and state GOP lawmakers have <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4538139\/minnesota-fraud-committee-suspects-ilhan-omar-of-involvement-in-feeding-our-future-scheme\/\">long suspected Omar of involvement<\/a> of some kind in the Feeding Our Future scandal, which originated in the Minnesota Democrat\u2019s congressional district and involved dozens of Somali immigrants from Minneapolis, where her legislative office is headquartered <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4662347\/ilhan-omar-office-somali-community-center\/\">inside a Somali-focused community center<\/a> that received redirected Feeding Our Future donations.<\/p>\n<p class=\"wp-block-paragraph\">Minnesota Republican state Rep. Kristin Robbins, the chairwoman of the state\u2019s House fraud prevention and oversight committee, said the food program beforehand was fairly safeguarded against fraud.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe children had to consume the food on-site and the sites were limited,\u201d Robbins said in an interview with the <em>Washington Examiner<\/em>. \u201cOnce they took the guardrails off of who was eligible and who could provide the food, opening it up to restaurants and nonprofits, it became very clear that\u2019s when the fraud exploded.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Robbins, whose anti-fraud committee has been investigating Omar, recalled that the program went from serving normal numbers of students to \u201castronomical counts that didn\u2019t even make sense.\u201d She said one site was feeding more meal recipients than there were residents in that entire town.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAll common sense went out the door when the guardrails came off, and that is squarely on Rep. Ilhan Omar\u2019s shoulders,\u201d Robbins said. \u201cShe authored this bill, and that\u2019s what created all of the conditions for this massive fraud in the school nutrition program.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The <em>Washington Examiner<\/em> previously <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4662347\/ilhan-omar-office-somali-community-center\/\">reported<\/a> that Omar\u2019s base of operations in Minneapolis is located within a community center serving Somali clients, to which she forwarded along campaign funds that came from a pair of convicted Feeding Our Future operatives. In 2022, Omar passed along those campaign contributions to the Somali-aligned community center, which also operates as a food pantry, prior to it housing her congressional office and campaign headquarters.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4531046\/somali-fugitive-minnesota-fraud-charges-ilhan-omar-donor\/\"><strong>SOMALI FUGITIVE FLEEING MINNESOTA FRAUD CHARGES IS AN ILHAN OMAR DONOR<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">Omar, a Somali refugee herself, directly promoted the MEALS Act to her Somali constituents. In 2020, she filmed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/JBartle44051086\/status\/1988356947876180149\">a promotional video<\/a>, broadcast on Somali TV of Minnesota, at Safari Restaurant. The clip showed Omar touting the MEALS Act\u2019s passage while advertising Safari Restaurant, which served \u201ccontemporary Somali cuisine,\u201d as a place where such subsidized meals were available.<\/p>\n<p class=\"wp-block-paragraph\">Safari Restaurant was <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.americanexperiment.org\/history-between-ilhan-omar-and-safari-restaurant-goes-back-years\/\">a frequent venue location and caterer<\/a> for the congresswoman\u2019s campaign events, both while she served in the Minnesota House and when she initially sought a seat in Congress. Omar <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/web.archive.org\/web\/20190202070721\/https:\/\/mshale.com\/2018\/08\/15\/ilhan-omar-wins-democratic-primary-for-us-congress\/\">held her 2018 election party<\/a> at Safari Restaurant following her first congressional victory and continued to use Safari Restaurant as an event space and catering service, charging the site 12 times over a two-year period. Between 2018 to 2020, she spent <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.fec.gov\/data\/disbursements\/?data_type=processed&#038;committee_id=C00680934&#038;recipient_name=Safari\">almost $10,000<\/a> at the locale on food, beverages, and rental fees.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-large is-resized\">Mugshot of Bock. (Sherburne County Jail)<\/figcaption><\/figure>\n<\/p><\/div>\n<p class=\"wp-block-paragraph\">Salim Said, another co-owner of Safari Restaurant and a high-ranking Feeding Our Future associate, was jointly <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.justice.gov\/usao-mn\/pr\/federal-jury-finds-feeding-our-future-mastermind-and-co-defendant-guilty-250-million\">tried<\/a> with Bock and convicted alongside the fraud ring\u2019s mastermind.<\/p>\n<p class=\"wp-block-paragraph\">Omar\u2019s office appears to have communicated with Bock when Feeding Our Future was actively defrauding the federal government, but the congresswoman has since <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4557754\/ilhan-omar-accused-hiding-messages-feed-our-future-fraud-panel-says\/\">refused to hand over records<\/a> of their past correspondence. Court documents citing 2021 communications between Bock and congressional staffers in Omar\u2019s office were entered as <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/storage.courtlistener.com\/recap\/gov.uscourts.mnd.203016\/gov.uscourts.mnd.203016.451.0.pdf\">government exhibits<\/a> in the fraud kingpin\u2019s federal trial. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ilhan-omars-office-housed-inside-somali-center-tied-to-donations-from-fraudsters\/\" title=\"......s ... housed inside Somali center tied to donations from ...sters\">entries mentioned multiple texts<\/a> and email chains, including an exchange requesting \u201cHelp with USDA Food Program.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Robbins said the modifications to the USDA meal program was a deliberate act, that regardless of whether it intended to invite fraud, ultimately set the stage for the Feeding Our Future plot.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis wasn\u2019t accidental,\u201d Robbins told the <em>Washington Examiner<\/em>. \u201cThis was a created problem during a crisis. And the fraudsters then took advantage of the COVID crisis to leverage it.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Bock is <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/wp-content\/uploads\/2026\/08\/Bock-brief-appeal.pdf\">asking<\/a> the 8th U.S. Circuit Court of Appeals to overturn her bribery and wire fraud convictions, whether via an acquittal or another trial. Alternatively, she is requesting that the appeals court at least lower her prison term and reconsider the $242 million she owes the federal government in restitution.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener\" href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/4577675\/feeding-our-future-mastermind-somali-accomplices\/\"><strong>FEEDING OUR FUTURE MASTERMIND SAYS SOMALI ACCOMPLICES SCAMMED HER<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">In all, 80 suspects have been charged in connection with the Feeding Our Future case, including 69 co-conspirators who have been convicted.
