Five years later, the coalition is being revived by the Trump administration as part of a foreign policy effort that places national sovereignty and country-led priorities at the center of America\u2019s engagement abroad.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-1\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-1\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-15\" data-wex-ad=\"art-dsk-inart-1\"><\/div>\n<\/div>\n<\/div>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">Huber, who served as U.S. special representative for global women\u2019s health during Trump\u2019s first administration, helped establish the Geneva Consensus Declaration in 2020 alongside Brazil, Egypt, Hungary, Indonesia, and Uganda.<\/p>\n<p class=\"wp-block-paragraph\">Huber grew the coalition out of her experience working with developing countries that wanted to improve health outcomes, arguing these countries faced pressure to adopt policies on social issues in exchange for foreign aid. <\/p>\n<p class=\"wp-block-paragraph\">Huber approached countries that were applying said pressure and proposed a compromise: nations could work together on improving women\u2019s health while allowing individual governments to determine their own policies. When that approach failed to gain support, she turned to countries facing the pressure directly.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Leaders in developing countries, she said, were effectively being asked to choose between accepting assistance their populations needed and maintaining policies consistent with their own values.<\/p>\n<p class=\"wp-block-paragraph\">The result was the Geneva Consensus Declaration, a nonbinding political declaration built around four principles: promoting women\u2019s health, protecting human life, recognizing the family as foundational to society, and affirming the sovereign right of nations to determine their own laws and policies.<\/p>\n<p class=\"wp-block-paragraph\">The declaration does not require its signatories to change their laws. She argues that its ultimate test is whether countries can use the coalition to develop policies they own rather than policies imposed from abroad.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf something is forced on a country, they may do it under duress,\u201d Huber said. \u201cBut if they don\u2019t take ownership for it, it\u2019s going to end the moment that pressure leaves.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The Biden administration withdrew the U.S. from the declaration shortly after taking office, leaving Hungary to take up the mantle of leadership.
