Her campaign states she was forced out of her former district by redistricting, which altered district boundaries and shifted her jurisdiction rightward, leading to her electoral defeat in 2022 by GOP challenger Jen Kiggans. Today, the ousted two-term U.S. representative, who is vying this year to reclaim her 2nd District seat following a 2022 upset, has yet to leave Virginia\u2019s 3rd Congressional District despite her past promises to move the district over.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/3883873\/former-virginia-house-democrat-elaine-luria-launches-comeback-bid\/\"><strong>FORMER VIRGINIA HOUSE DEMOCRAT LAUNCHES COMEBACK BID AFTER ELECTIONS GIVE PARTY BOOST IN STATE<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">According to Norfolk real estate records reviewed by the <em>Washington Examiner<\/em>, it appears Luria never moved out of the affluent coastal town \u2014 as she vowed to do on the 2022 campaign trail \u2014 and later purchased another residential property down the street in the same Norfolk neighborhood.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">In fact, the two Norfolk homes both owned by Luria are one house number apart, though situated several doors down from each other.<\/p>\n<p class=\"wp-block-paragraph\">Norfolk land records indicate that Luria acquired the second four-bedroom brick house in 2024 at a sale price of $777,000. Meanwhile, she has kept her neighboring two-story stucco home and recently completed a $200,000 expansion project in May, according to a city-issued permit to increase the first property\u2019s square footage.<\/p>\n<p class=\"wp-block-paragraph\">Luria\u2019s husband, Robert Blondin, continues to list their original stucco house address as his home residence on campaign contribution forms. Federal Election Commission <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.fec.gov\/data\/receipts\/individual-contributions\/?committee_id=C00664375&#038;committee_id=C00926303&#038;contributor_name=Robert+Blondin\">filings<\/a> show that\u00a0Blondin, a retired Navy commander, wrote down that Norfolk address for the $7,000 he has donated so far to his wife\u2019s 2026 comeback campaign.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Blondin and Luria, also a retired Navy commander originally from Alabama, met during their military service and settled together in Norfolk, a major Virginia port city home to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/cnrma.cnic.navy.mil\/installations\/navsta-norfolk\/\">the world\u2019s largest naval station<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">In response to a <em>Washington Examiner<\/em> inquiry into Luria choosing to remain in Virginia\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.cookpolitical.com\/house\/race\/485446\">solidly blue<\/a> 3rd Congressional District, the Luria campaign said she was forced out of her home district due to the state\u2019s 2021 redistricting process.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAfter her four years in Congress,\u201d a spokesperson for the Luria campaign said, \u201cElaine was deliberately drawn out of Virginia\u2019s Second Congressional District after representing the majority of this district and delivering for her community.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The campaign spokesperson added that \u201cElaine is proud to call <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/hamptonroadsalliance.com\/welcome-to-hampton-roads\/\">Hampton Roads<\/a> home like so many other veterans and military families,\u201d referring to a region comprising the greater Norfolk-Virginia Beach metropolitan area.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis is yet another pathetic attempt by the Kiggans campaign to distract Virginians from Kiggans\u2019 record of raising prices on working families and standing in lockstep with Donald Trump as he uses the Oval Office to enrich himself and his family and start reckless wars,\u201d the Luria spokesperson told the <em>Washington Examiner<\/em>.<\/p>\n<p class=\"wp-block-paragraph\">In 2021, the boundaries of Luria\u2019s district were altered under <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.virginiaredistricting.org\/legdistricting\/comments\/plan\/547\/1\">a court-approved congressional map<\/a> that was intended to be politically neutral.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">That year, the new bipartisan Virginia Redistricting Commission was unable to agree on a map after repeatedly splitting along party lines, so the Supreme Court of Virginia stepped in and appointed two independent special masters to take over the map\u2019s design.<\/p>\n<p class=\"wp-block-paragraph\">As a result, Democrat-aligned areas, including northern portions of Norfolk, were removed from the 2nd Congressional District while it gained generally Republican-leaning territories, consequently shifting Luria\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.cookpolitical.com\/house\/race\/240636\">already competitive<\/a> jurisdiction rightward. Luria was ultimately sent packing, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/235470\/midterm-results-jen-kiggans-wins-virginias-competitive-2nd-district\/\">losing<\/a> to her GOP challenger, fellow Navy veteran Jen Kiggans, by about 4 percentage points.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\">Rep. (AP)<\/figcaption><\/figure>\n<\/p><\/div>\n<p class=\"wp-block-paragraph\">Luria <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.wavy.com\/news\/virginia\/rep-elaine-luria-will-seek-re-election-in-virginias-redrawn-2nd-district\/\">told<\/a> reporters when she was running for reelection in 2022 that she had plans in motion to move to a property in Virginia Beach by the end of the year once she figured out the logistics.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI have deep ties across the newly drawn district, which is home to over half a million of the same constituents I proudly represent today,\u201d she said at the time. \u201cI culminated my Navy career of 20 years by commanding a unit based in the district and grew a successful family business at the Virginia Beach Oceanfront.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Luria\u2019s father was at one point involved in the family scrap iron and steel brokerage, Luria Company. According to a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/disclosures-clerk.house.gov\/public_disc\/financial-pdfs\/2026\/10076971.pdf\">2026 financial disclosure report<\/a> required of congressional candidates with investment holdings, Luria made as much as $1 million last year from a similarly-named, now-dissolved company located in Norfolk. Luria disclosed owning 100% interest in the Norfolk-based business called the Luria Company LLC.<\/p>\n<p class=\"wp-block-paragraph\">Blondin and Luria also operated the Mermaid Factory, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.mermaidfactory.com\/\">a retail shop in Norfolk<\/a> selling customizable mermaid statues that customers can hand-paint. Mermaids are the official <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.norfolk.gov\/3865\/History\">symbol of Norfolk<\/a>. In addition to the Norfolk location, Luria opened another Mermaid Factory site <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.facebook.com\/mermaidfactoryvirginiabeach\">on Virginia Beach\u2019s oceanfront<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">It is unclear which Virginia Beach home Luria was referencing in 2022. Virginia Beach property records show that her parents had a low-rise condominium there but Luria\u2019s mother sold it in 2024 following <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/jewishnewsva.org\/herbert-bernard-luria-iv\/\">the death of her father<\/a>. An obituary for Luria\u2019s father said the couple recently relocated to Virginia Beach before he died of cancer. Luria\u2019s mother <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/jewishnewsva.org\/michelle-luria-a-life-rebuilt-by-connection-conversation-and-community\/\">says<\/a> she is now living in Norfolk too, with her daughter close by.<\/p>\n<p class=\"wp-block-paragraph\">Luria\u2019s current fundraising committee lists <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.fec.gov\/data\/committee\/C00926303\/?tab=about-committee\">a P.O. box<\/a> in Virginia Beach as its mailing address, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.fec.gov\/data\/committee\/C00664375\/?tab=about-committee&#038;cycle=2018#section-5\">the same one<\/a> her previous campaign used.<\/p>\n<p class=\"wp-block-paragraph\">Candidates are technically allowed to run for Congress in a district they do not currently reside in. Congressional prospects simply need to be \u201can inhabitant of that state,\u201d according to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/history.house.gov\/Institution\/Origins-Development\/Constitutional-Qualifications\/\">candidacy qualifications<\/a> stipulated by the Constitution.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/4671470\/tom-perriello-elaine-luria-shannon-taylor-virginia-democrats-vying-house-seats\/\"><strong>MEET THE DEMOCRATS HOPING TO FLIP VIRGINIA\u2019S MOST COMPETITIVE HOUSE SEATS IN NOVEMBER<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">Luria clinched the Democratic nomination in a landslide Aug. 4 primary win and is set to go against Kiggans for a highly anticipated rematch in the November general election.
