Chuck Grassley uncovered documents indicating that the FBI intentionally misclassified information related to an inquiry called &#8220;Operation Round River,&#8221; which focused on Biden-family corruption. The records suggest that the FBI used classification markings typically reserved for Special Access Programs (SAPs) to label the investigation, despite there being no official record of it being classified in this very way. This could imply that the FBI treated Round River as a highly restricted program, limiting oversight and access. Grassley found that the investigation aimed to discredit negative information about Hunter Biden as disinformation and sought to suppress leads into Biden family corruption,including using over 40 Confidential Human Sources to gather criminal information. additionally, the FBI might have used &#8220;Prohibited Access&#8221; restrictions to hide evidence relating to both the Biden family and exonerating President Trump. These revelations raise concerns about potential misconduct and the purposeful concealment of evidence by government agencies.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Documents recently obtained by Sen. Chuck Grassley, R-Iowa, included an anomaly in the classification coding \u2014 one that indicates FBI agents intentionally misclassified information to conceal evidence of Biden-family corruption.<\/p>\n<p>On Monday, Grassley highlighted the discovery in a <a href=\"http:\/\/www.grassley.senate.gov\/imo\/media\/doc\/grassley_johnson_to_doj_fbi_odni_-_crossfire_hurricane_round_river.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> he penned to Attorney General Todd Blanche, FBI Director Kash Patel, and Director of National Intelligence Jay Clayton, about misconduct he has uncovered related to \u201cOperation Round River.\u201d \u201cRound River\u201d was the name of the investigation run out of FBI headquarters, in conjunction with the Foreign Influence Task Force (\u201cFITF\u201d); an investigation whistleblowers <a href=\"https:\/\/thefederalist.com\/2026\/03\/13\/round-river-fbi-op-was-a-deep-state-conspiracy-to-thwart-investigation-into-biden-family-corruption\/\" target=\"_blank\" rel=\"noreferrer noopener\">claim<\/a> sought to \u201cimproperly discredit negative Hunter Biden information as disinformation and caused investigative activity to cease.\u201d<\/p>\n<p>As The Federalist previously reported, Grassley <a href=\"https:\/\/www.grassley.senate.gov\/imo\/media\/doc\/grassley_to_justice_deptfbi1023followup.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">revealed<\/a> FITF used the investigation \u201cto seek out CHS holdings at FBI Field Offices across the country relating to the Biden family and falsely discredit them as foreign disinformation.\u201d And \u201cat one point in time the FBI maintained over 40 Confidential Human Sources that provided criminal information relating to Joe Biden, James Biden, and Hunter Biden.\u201d Sources familiar with Round River also <a href=\"https:\/\/thefederalist.com\/2026\/03\/13\/round-river-fbi-op-was-a-deep-state-conspiracy-to-thwart-investigation-into-biden-family-corruption\/\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a> The Federalist \u201cthat the investigation sought to scuttle any investigative leads into Biden family corruption by discrediting it as Russia disinformation.\u201d<\/p>\n<p>In his Monday letter, Grassley revealed that the records related to Round River also showed the intelligence community \u201cused its resources to downgrade allegations of criminality relating to the Biden family apparently without sufficient investigation.\u201d And notwithstanding the lack of an appropriate investigation, the intelligence community <a href=\"https:\/\/justthenews.com\/accountability\/russia-and-ukraine-scandals\/emb6am-fbi-marked-officials-journalists-informants\" target=\"_blank\" rel=\"noreferrer noopener\">created<\/a> a list of supposed \u201cconduits\u201d of disinformation related to evidence implicating the Biden family in Ukrainian corrupt \u2014 a list that included then-Attorney General William Barr.<\/p>\n<p>What followed, though, suggests there is much more to come: In his letter, Grassley noted that \u201csome Round River documents include banner markings to identify classified information; however, the banner markings include \u2018Round River\u2019 as a classification code.\u201d Grassley continued: \u201cAccordingly, it appears the Wray FBI treated Round River as a Special Access Program when all accounts provided to us so far show no indication that it was in fact such a program.\u201d<\/p>\n<p>This narrative proves explosive when one considers the coding used by the intelligence community and FBI. That coding system first requires documents be classification as Top Secret, Secret, Confidential, or Unclassified. A \u201cbanner\u201d on top of the document begins with the appropriate classification category. Two front slashes follow the classification, and then various markings, such as \u201cFOUO,\u201d meaning \u201cFor Official Use Only\u201d or NOFORN, standing for \u201cNot Releasable to Foreign Nationals.\u201d<\/p>\n<p>Significantly, and unsurprisingly, there is no \u201cRound River\u201d marking in the <a href=\"https:\/\/archive.dni.gov\/files\/documents\/FOIA\/Authorized%20Classification%20and%20Control%20Markings%20Register%20V1.2.pdf\">register<\/a> of \u201cAuthorized Classification and Control Markings.\u201d Conversely, when a document falls within the \u201cSpecial Access Program,\u201d agents include SAR-Name, with SAR meaning Special Access Required, in the banner. The FOIA release of the Authorized Classification and Control Markings Register provides this example:<\/p>\n<figure><\/figure>\n<p>This document is thus Top Secret and concerns a Special Access Program named \u201cButter Popcorn,\u201d which would be abbreviated SAR-BP.<\/p>\n<p>But according to Grassley\u2019s letter, it does not appear that Round River was classified as a Special Access Program because the banner lacks any such designation. Nonetheless, the banner included the investigation name of Round River. To the Iowa senator, that suggests the agents may have nonetheless treated the investigation as a Special Access Program.<\/p>\n<p>That matters because Special Access Programs don\u2019t just limit who has access to the information within the FBI, but by <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/10\/119\" target=\"_blank\" rel=\"noreferrer noopener\">statute<\/a> only a few select senators and representatives receive briefings on those programs. So, if the FBI treated Round River as a Special Access Program, the many requests Grassley has made for relevant documents to conduct oversight could have been ignored. High-level approval is also needed to run a Special Access Program, which does not appear to have been given, although on this point, the Chair of the Judiciary Committee asks for \u201cclarification\u201d in his letter.<\/p>\n<p>This latest development follows the earlier discovery by the Iowa senator that the FBI, under Director Wray, hid documents related to Crossfire Hurricane by use of the \u201cProhibited Access\u201d functionality of the Sentinel case management system. That designation <a href=\"https:\/\/thefederalist.com\/2025\/06\/04\/the-fbis-ability-to-disappear-evidence-calls-for-transparency-stat\/\" target=\"_blank\" rel=\"noreferrer noopener\">rendered<\/a> the documents invisible to agents searching the FBI database. <\/p>\n<p>It now appears the FBI had multiple ways of disappearing evidence \u2014 both evidence that inculpated the Bidens and exculpated Trump.<\/p>\n<hr>\n<p>      Margot Cleveland is an investigative journalist and legal analyst and serves as The Federalist\u2019s senior legal correspondent.
