The judge clarified that the testing, covering about 8 square feet of the building’s exterior, is unlikely to cause irreparable harm and emphasized the narrow scope of the approval. The groups opposed the project, arguing that coating the building could damage the stone by trapping moisture, and raised concerns about whether the General Services Administration has transferred authority over the project to the Executive Office of the President-a key legal issue. The case also highlights broader disputes over presidential authority and the preservation of historic properties, notably concerning plans to repaint the building and undertake a $7.5 million renovation.Meanwhile, there are ongoing legal battles over other Trump-era renovation projects, including a proposed White House ballroom, with courts considering whether such presidential initiatives exceed statutory authority.

A federal judge on Tuesday cleared the Trump administration to begin limited paint testing on the Eisenhower Executive Office Building, the ornate former State, War, and Navy Building constructed in the late 1800s beside the White House.

U.S. District Judge Dabney L.
