sales tax increase and a 14.3% increase in the meals and lodging tax.<\/p>\n<p class=\"wp-block-paragraph\">During a heated debate on the state Senate floor at the time about whether to override then-Gov. Paul LePage\u2019s (R-ME) veto of the multibillion-dollar budget proposal, Jackson\u2019s GOP colleagues urged Senate Democrats to consider the budget\u2019s financial implications for average taxpayers still reeling from the effects of the recession.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe fact of the matter is there are significant new taxes involved in this, and it\u2019s the folks that sent each one of us here that will be caught paying those taxes,\u201d said Maine Senate Minority Leader Michael Thibodeau, according to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/legislature.maine.gov\/uploads\/visual_edit\/66-06-26-13r2.pdf\">an archived transcript<\/a> of the chamber meeting.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Thibodeau questioned the budget\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.mainelegislature.org\/legis\/bills\/getPDF.asp?paper=HP1079&#038;item=1&#038;snum=126\">spending priorities<\/a>, which included special revenue funds set aside for Efficiency Maine, the state\u2019s green-energy agency; industrial wind farm subsidies; and raises for state workers.<\/p>\n<p class=\"wp-block-paragraph\">\u201cLet\u2019s make the family budget a priority over the state budget,\u201d Thibodeau said. \u201cI think right now we\u2019ve got that the other way around. Folks are struggling at home to make ends meet, and this is going to make it just a little bit harder for them to accomplish that. Ladies and gentlemen, let\u2019s be honest. Douglas Thomas, a Republican, agreed that the budget \u201cbuys more government than the people of Maine can afford,\u201d adding, \u201cWe cannot sustain a government this big with an economy this small.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf we raise taxes on the good citizens that are just barely getting by now, we\u2019re going to hurt the state \u2026 I think we are going to hurt a lot of hardworking people,\u201d Republican state Sen. David Burns said at the time. \u201cWe are going to hurt our economy for a long time in the future.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Thomas argued that, by themselves, the tax hikes in the budget would be bearable if they were the only ones that taxpayers had to contend with. Bukaty, File)<\/figcaption><\/figure>\n<\/p><\/div>\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t want to see working-class people told that they have to stay home, not able to collect a paycheck, money to provide for their families,\u201d Jackson said of government workers who would be affected by a state shutdown.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Thomas urged the budget\u2019s supporters to think of ordinary laborers over the needs of state employees making six figures annually on a taxpayer-funded salary.<\/p>\n<p class=\"wp-block-paragraph\">\u201cGranted, this budget saves some $100,000-a-year government jobs, but it\u2019s going to make it harder for the majority of Mainers who get up every morning and go to work,\u201d Thomas said.<\/p>\n<p class=\"wp-block-paragraph\">Following deliberations, Jackson joined fellow Democrats and a handful of Republicans in overriding LePage\u2019s veto of the budget bill.<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/4669037\/troy-jackson-alias-account-troll-paul-lepage-maine\/\"><strong>TROY JACKSON OPERATED ALIAS ACCOUNT THAT TROLLED FORMER MAINE GOVERNOR: REPORT<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">Of the six Republicans who voted in favor, thus granting Democrats the two-thirds majority needed for the bill to become law over the governor\u2019s objections, the conceding GOP lawmakers stressed that the tax increases were <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/legislature.maine.gov\/legis\/ofpr\/tax_information\/TaxandFeeChanges-126thR1.pdf\">designed<\/a> to sunset after two years.<\/p>\n<p class=\"wp-block-paragraph\">However, the purportedly temporary tax increases did not expire when the sunset date arrived.<\/p>\n<p class=\"wp-block-paragraph\">The subsequent budget <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/legislature.maine.gov\/legis\/bills\/bills_127th\/billtexts\/HP070203.asp\">extended the tax increases<\/a> beyond 2015, with the sales tax remaining at 5.5%, the increased rate that was enacted two years prior, and the prepared foods and lodging tax rising again from 8% to 9%.<\/p>\n<p class=\"wp-block-paragraph\">Maine\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.maine.gov\/revenue\/taxes\/sales-use-service-provider-tax\/rates-due-dates\">current tax table<\/a> shows that the sales tax rate as well as the lodging tax have remained the same ever since, while the meals tax went back to 8%, the original increased rate set in 2013, but never returned to the pre-2013 rate of 7%.<\/p>\n<p class=\"wp-block-paragraph\">In his decision not to sign the 2013-15 state budget, LePage said senior citizens would be among the most financially affected by the tax hikes.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\">Collage of Troy Jackson and Paul LePage. That could not be more wrong,\u201d LePage wrote in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/content.govdelivery.com\/accounts\/MEGOV\/bulletins\/80baaa\">an address<\/a> to the state legislature. \u201cRetired mill workers living on fixed incomes, elderly widows collecting social security, and our veterans who receive nothing more than their military pension \u2014 each of them care about this tax increase.\u201d<\/p>\n<p class=\"wp-block-paragraph\">LePage noted that Maine, \u201cone of the highest taxed states in the nation,\u201d also had one of the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/ssti.org\/blog\/useful-stats-capita-personal-income-state-2010-2015\">lowest per capita income<\/a> in the country.<\/p>\n<p class=\"wp-block-paragraph\">\u201cNow is not the time to ask Mainers to give more to fund government,\u201d LePage said. He suggested instead reforming \u201cour overly generous welfare programs\u201d to cut down on waste, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/fraud\/\">fraud<\/a>, and abuse of taxpayer dollars.<\/p>\n<p class=\"wp-block-paragraph\">LePage called on legislators to return to the negotiating table, highlighting that he has extended an offer to Democratic leadership that both allows them to avoid a shutdown in the near term and gives them time to eliminate the sales, meals, and lodging tax squeezes.<\/p>\n<p class=\"wp-block-paragraph\">A spokesperson for Jackson\u2019s Senate campaign told the <em>Washington Examiner<\/em> that he will work to cut taxes while in office.<\/p>\n<p class=\"wp-block-paragraph\">\u201cTroy understands that right now working Mainers are being crushed by a rigged system and paying too much of the tax burden,\u201d the spokesperson said. \u201cWhile Susan Collins helps corporations and the ultra-wealthy skirt paying their fair share, as he\u2019s done in the State Senate, Troy will keep working to cut taxes so that Maine families can keep more of what they earn.\u201d<\/p>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/4686009\/troy-jackson-ad-touts-affordability-maine-senate-race\/\"><strong>TROY JACKSON\u2019S NEW AD TOUTS AFFORDABILITY PITCH: \u2018WE\u2019RE GETTING SCREWED\u2019<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">Since securing the Democratic nomination in the Maine Senate race, Jackson is increasingly leaning on affordability as an issue that resonates with voters across the political spectrum.<\/p>\n<p class=\"wp-block-paragraph\">Last week, Jackson launched an ad spot, titled \u201cBroke,\u201d aimed at reaching people who are feeling squeezed by inflation, rising utility costs, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trying-to-turn-texas-blue-nyt-opinion-piece-sells-leftists-on-texas-as-best-place-to-live\/\" title=\"Trying To Turn Texas Blue: NYT Opinion Piece Sells Leftists On Texas As Best Place To Live\">high housing prices<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cPeople in this country work so damn hard and still feel so damn broke. That\u2019s no way to live,\u201d Jackson says in the 30-second <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.youtube.com\/watch?v=D3P22EaBCJk\">campaign video<\/a>. \u201cSusan Collins keeps telling us that everything\u2019s fine, but we know it\u2019s not. We all have eyes, paychecks, and bills. We know we\u2019re getting screwed. You deserve better.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The ad features childhood photographs of Jackson, as he tells viewers, \u201cI grew up a poor kid in a town full of poor people, doing everything right and still struggling to get ahead.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Jackson, a fifth-generation logger from rural Maine, has framed his populist messaging around his working-class roots and humble beginnings.
