He applied for a passport, registered to vote, and cast ballots, including in the 2020 elections, under these false pretenses. Jaramillo-Grajales also manipulated U.S. immigration policies to help his wife become a U.S. citizen and later remarried her after returning to Colombia. His criminal activities involved multiple renewals of documents and voting multiple times with forged identity credentials. An investigation conducted by <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/ice\/\">Immigration and Customs Enforcement\u2019s<\/a> Homeland Security Investigations and other federal agencies discovered that Carlos Felipe Jaramillo-Grajales used fraudulent documents in 2003 to get a driver\u2019s license and, subsequently, a U.S. passport. With the \u201cauthentic but fraudulent documents,\u201d he <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.dhs.gov\/news\/2026\/08\/14\/ice-investigation-leads-sentencing-illegal-alien-who-committed-identity-theft\">claimed<\/a> he was a U.S. citizen and that he had voted in multiple elections.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAccording to the plea agreement, Jaramillo-Grajales is a Colombian citizen who used the name, date of birth, and Social Security number of a U.S. citizen to apply for and obtain a passport,\u201d a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.justice.gov\/usao-mdfl\/pr\/colombian-national-pleads-guilty-charges-related-adopting-identity-us-citizen-obtain\">release<\/a> issued by the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/department-of-justice\/\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/department-of-justice\/\">Justice<\/a> Department<\/a> reads. \u201cHe used those same identifiers and claimed to be a U.S. citizen to apply for and obtain a Florida driver\u2019s license and to register to vote. He then used this document to assist him in getting a U.S. passport in May 2003 and to register to vote. The investigation also revealed that he successfully renewed his driver\u2019s license multiple times over the years, with the most recent <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.justice.gov\/usao-mdfl\/pr\/colombian-national-pleads-guilty-charges-related-adopting-identity-us-citizen-obtain\">renewal<\/a> occurring in February 2024. He also successfully renewed his passport in 2013 and 2023.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-1\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-1\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-15\" data-wex-ad=\"art-dsk-inart-1\"><\/div>\n<\/div>\n<\/div>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">\u201cIn December 2010, Jaramillo-Grajales submitted a Florida Voter Registration Application, identifying himself as the U.S. citizen and affirming that he was a U.S. citizen who had been born in Puerto Rico,\u201d according to the Justice Department. \u201cThe registration was approved, and he subsequently voted in several elections, including the election held in Duval County on November 3, 2020.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The Department of Homeland Security revealed that Jaramillo-Grajales also schemed to have his wife become a U.S. citizen. While in the country illegally and fraudulently, he manipulated U.S. immigration policies to enable a woman he married to become a U.S. citizen. He then used her citizenship to obtain U.S. citizenship under his real name through a scheme where he divorced and remarried her over the course of several years.<\/p>\n<p class=\"wp-block-paragraph\">\u201cUnder his false name, Jaramillo-Grajales married a woman who came to the United States in September 2003 on a visitor\u2019s visa, allowing her to apply for naturalization, as she was purportedly married to a U.S. citizen,\u201d <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.dhs.gov\/news\/2026\/08\/14\/ice-investigation-leads-sentencing-illegal-alien-who-committed-identity-theft\">according to<\/a> the DHS. \u201cAfter her naturalization in August 2017, they divorced in January 2020, and he returned to Colombia under his false name.
