Advanced batteries play a role in military equipment.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cIt is critically important that the U.S. does not rely on China for these products,\u201d he told the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">But enforcement is a challenge. James Shih, the head of global projects and legal for SEMCORP Group, told the DCNF in an interview that these workers have L-1 visas, which are meant for executives and technicians with specialized knowledge. He challenged the assumption that there is anything unusual about employees staying in motels and the company providing travel to employees without driver\u2019s licenses.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Shih said the company plans to partner with an American firm in order to comply with regulations on Chinese firms. SEMCORP is located in an industrial park with other EV battery manufacturers. Aluminum, the primary cause for concern, is used in SEMCORP\u2019s process however.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Former Hungarian Prime Minister Viktor Orb\u00e1n welcomed resource-intensive, Chinese owned \u201cgiga\u201d plants with government tax breaks and legal loopholes \u2014 which was seen by many Hungarian voters as a betrayal of his anti-immigration roots. The state government did not mention its China parent company in the press release.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The Shenzhen-based company has direct ties to the\u00a0Chinese government, according to DCNF translations of Chinese media coverage and the company\u2019s<b> <\/b>public filings.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Senior-China has been\u00a0chaired by\u00a0Chen Xiufeng\u00a0since 2003, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/baike.baidu.com\/en\/item\/Chen%20Xiufeng\/1767375\" target=\"_blank\" rel=\"noopener\">according to Baidu<\/a>, a Chinese search engine.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">GNEM <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/businessnc.com\/battery-parts-company-to-build-in-lincoln-county-add-545-jobs\/\" target=\"_blank\" rel=\"noopener\">will receive $3.6 million<\/a> via a \u201cJob Development Investment Grant (JDIG)\u201d over 12 years from the state for its Denver, North Carolina, plant.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">When seeking to secure one of those North Carolina jobs, subsidized by American taxpayers, speaking Mandarin \u201cis a plus,\u201d according to <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.terra.do\/climate-jobs\/job-board\/Sales-Manager-Supervisor-Green-New-Energy-Materails-8255832\/\" target=\"_blank\" rel=\"noopener\">one archived job listing<\/a>.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\"><a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.bloomberg.com\/profile\/person\/19989845\" target=\"_blank\" rel=\"noopener\">Chen<\/a> Xiufeng\u00a0has direct involvement with the Chinese government, <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.itdcw.com\/news\/hyrw\/1010512T2015.html\" target=\"_blank\" rel=\"noopener\">having served<\/a> as a delegate to the Fifth Shenzhen People\u2019s Congress, according to a DCNF translation of a Chinese website.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">He <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/wap.acfic.org.cn\/bhjj_13749\/zzjg\/hywyh\/2023_hgcl\/\" target=\"_blank\" rel=\"noopener\">serves<\/a> as a senior \u201cchemical and materials\u201d committee member within the All-China Federation of Industry and Commerce, an organ of the Chinese Communist Party that serves as a liaison to private industry, a DCNF translation of another Chinese website shows.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">\u201cI navigate life<b> <\/b>with two books, one is the Tao Te Ching, one is the Selected Works of Mao Zedong,\u201d Chen said in a <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/m.juda.cn\/news\/253183.html\" target=\"_blank\" rel=\"noopener\">2022 interview<\/a> translated by the DCNF.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The company also has ties to the China Academy of Engineering Physics (CAEP), China\u2019s nuclear-weapons research and development unit. The company\u2019s <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/pdf.dfcfw.com\/pdf\/H2_AN201608300017390995_1.pdf\" target=\"_blank\" rel=\"noopener\">2016 IPO prospectus<\/a> disclosed that a former senior executive had received a \u201cmilitary-to-civilian\u201d award from the CAEP, the DCNF confirmed in its translation.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">GNEM did not respond to a request for comment.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Companies headquartered in China \u2014 <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.chinaiplawupdate.com\/2026\/05\/china-retains-priority-watch-list-status-in-ustrs-2026-special-301-report-with-continuing-concerns-over-technology-transfer-trade-secrets-and-counterfeiting\/#:~:text=China%20remains%20on%20the%20Priority,enforcement%20remained%20slow%20during%202025.\" target=\"_blank\" rel=\"noopener\">flagged by the<\/a> U.S. Trade Representative (USTR) for chronic and pervasive patent violations \u2014 often do not follow U.S. intellectual property law, even when receiving American tax breaks.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">When Senior-China was sued by competitor Celgard\u00a0in September 2019 for allegedly violating its patent, the company argued that it was \u201ca\u00a0Chinese\u00a0corporation that does not purposefully direct any activity at California.\u201d<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">An employee of Celgard from 2005 until 2016 resigned from the company before quickly joining Senior-China as its chief technology officer, Celgard\u2019s legal complaint alleges.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">Celgard \u2014 which operates under a Japanese parent company \u2014 alleged that \u201cSenior hired Dr. Zhang for the specific purpose of using his knowledge of Celgard\u2019s patented technology,\u201d in particular a design for reducing the impact of a <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/news.njit.edu\/why-do-lithium-ion-batteries-fail-scientists-find-clues-microscopic-metal-thorns\" target=\"_blank\" rel=\"noopener\">corrosive byproduct called dendrites<\/a>.<\/p>\n<p class=\"LexicalEditorTheme__paragraph\">The companies <a class=\"LexicalEditorTheme__link\" href=\"https:\/\/www.celgard.com\/storage\/components\/2023-11-16-pr-celgard-and-senior-settle-litigations.pdf\" target=\"_blank\" rel=\"noopener\">settled in a November 2023 confidential agreement<\/a>.
