The order addresses issues such as design complexities, delays, cancellations, and lack of competition in Naval and commercial shipbuilding sectors.It builds on previous efforts to expand America&#8217;s maritime industrial base by promoting greater collaboration with allied nations and creating a new public shipyard. The plan utilizes the &#8220;Finland Model,&#8221; allowing foreign shipbuilders to construct vessels abroad before shifting production to U.S. shipyards, under conditions that include establishing U.S. shipyards, employing American workers, and sourcing U.S. supply chains. Additionally, the order mandates the development of a fifth U.S. Navy Yard near the Pacific Fleet with sufficient drydock capacity and plans to enhance the readiness of nuclear submarines and aircraft carriers. The lack of capacity and competition among shipbuilders has resulted in large backlogs of orders across six major Navy shipbuilding programs and a commercial shipbuilding sector that is not globally competitive,\u201d the <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/08\/rebuilding-the-united-states-navy-and-americas-shipbuilding-industrial-base\/\" target=\"_blank\" rel=\"noreferrer noopener\">order<\/a> reads. \u201cThe Department of War shall restore both capacity and competition to the maritime industrial base as it expands our naval force structure.\u201d<\/p>\n<div id=\"fdrlst__b89e9-3165448477\" class=\"d-flex justify-content-center fdrlst__b89e9-paragraph-2 fdrlst__b89e9-entity-placement\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Titled, \u201cRebuilding the United States Navy and America\u2019s Shipbuilding Industrial Base,\u201d the directive includes several prongs that seek to build upon a separate shipbuilding edict <a href=\"https:\/\/thefederalist.com\/2025\/04\/10\/trump-signs-executive-order-revitalizing-americas-depleted-maritime-fleet\/\" target=\"_blank\" rel=\"noreferrer noopener\">signed<\/a> by the president last year. The new order specifically opens the door to increased collaboration with allied nations on shipbuilding, the establishment of a new public shipyard, and technological changes to the Navy\u2019s newest aircraft carrier. <\/p>\n<p class=\"wp-block-paragraph\">Using a memorandum of understanding <a href=\"https:\/\/gcaptain.com\/u-s-turns-to-finnish-expertise-to-jump-start-icebreaker-production\/\" target=\"_blank\" rel=\"noreferrer noopener\">signed<\/a> by the United States and Finland last year on medium icebreaker construction as a blueprint, Trump ordered that the \u201cFinland Model\u201d be expanded to three different classes of ships. As <a href=\"https:\/\/gcaptain.com\/trump-opens-door-to-foreign-built-warships-in-major-navy-shipbuilding-overhaul\/\" target=\"_blank\" rel=\"noreferrer noopener\">described<\/a> by gCaptain magazine, the Finland Model permits \u201cforeign shipbuilders [to] initially construct up to two vessels overseas before shifting subsequent construction to the United States.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Among the prerequisites for the model is that the foreign supplier must \u201csimultaneously build[] a new shipyard in the United States or assume[] ownership or a majority equity position in an existing shipyard in the United States, and build[] all ships after the first two such ships in United States shipyards.\u201d It also mandates that these entities \u201chire[] and train[] an American citizen workforce for the United States shipyards\u201d and \u201csource[] a United States supply chain for construction and maintenance of all ships at the United States shipyards.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The edict also directs Secretary of War Pete Hegseth, in consultation with Acting Navy Secretary Hung Cao, to submit a plan within 120 days aimed at enhancing \u201cnuclear-powered submarine and aircraft carrier readiness\u201d that is supposed to include the \u201cuse of private sector capabilities\u201d and creation of a fifth public Navy Yard. <\/p>\n<p class=\"wp-block-paragraph\">This new yard is to possess the \u201csufficient <a href=\"https:\/\/sym-naval.com\/blog\/what-is-a-dry-dock-and-how-does-it-work\/\" target=\"_blank\" rel=\"noreferrer noopener\">drydock<\/a> capacity\u201d needed to assist with the upkeep and maintenance of the nation\u2019s growing submarine fleet. The plan is to assess potential locations near the U.S. Pacific Fleet, including those in the continental United States, Alaska, Hawaii, and existing U.S. territories. <\/p>\n<p class=\"wp-block-paragraph\">The memo\u2019s final major prong directs Hegseth, in consultation with Cao, to submit a plan within 60 days that requires \u201cmeasures to replace the Electromagnetic Aircraft Launch System and Advanced Weapons Elevators with steam and hydraulic systems for the construction\u201d of the future USS\u00a0Doris Miller\u00a0(CVN-81), an upcoming Ford-class aircraft carrier. As <a href=\"https:\/\/gcaptain.com\/trump-opens-door-to-foreign-built-warships-in-major-navy-shipbuilding-overhaul\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a> by gCaptain, \u201cThe move would represent a major departure from the technologies introduced aboard the Ford class and <a href=\"https:\/\/amzn.to\/3YuVZYV\" >potentially require significant redesign work<\/a> on a carrier already under construction.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The edict builds upon the president\u2019s April 2025 <a href=\"https:\/\/thefederalist.com\/2025\/04\/10\/trump-signs-executive-order-revitalizing-americas-depleted-maritime-fleet\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a> and subsequent \u201cMaritime Action Plan\u201d aimed at reversing America\u2019s shipbuilding decline.
