The legislation proposes procedures for determining when the death penalty is appropriate and specifies options for execution methods, with electrocution as the default but allowing alternatives such as lethal injection, firing squad, lethal gas, or nitrogen hypoxia. If enacted, it would also make it difficult for future administrations to abolish the death penalty, building on a recent federal memorandum signed by President Trump to partially restore capital punishment in D.C. The last execution in the district occurred in 1957, and a 1992 referendum to restore the death penalty was unsuccessful.
