The department said staff sexual misconduct at the facilities dates back to at least 2000 and continues today.<\/p>\n<p class=\"wp-block-paragraph\">In her <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.scribd.com\/document\/1073452057\/Notice-of-Findings-Investigation-of-California-Women-Prisons\">two-page letter<\/a> to Newsom, Dhillon said the state has 49 days to address the conditions satisfactorily before the attorney general may sue under the Civil Rights of Institutionalized Persons Act.<\/p>\n<p class=\"wp-block-paragraph\">California\u2019s records documented more than 375 <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/sexual-abuse-allegations\/\">sexual abuse allegations<\/a> involving staff at the prisons between 2023 and June 2025, according to the 29-page findings report. Investigators identified more than 65 alleged victims. Rodriguez was sentenced to 224 years in prison.<\/p>\n<p class=\"wp-block-paragraph\">Federal investigators concluded that the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/prisons\/\">prisons<\/a> lacked adequate safeguards to detect abuse, confidential reporting systems, reliable investigations, and protections against retaliation.
