Even tho initially facing charges, a Louisiana grand jury declined to indict him on a state terrorism charge in June. Gillum, 45, was arrested in Florida in April, with authorities suspecting he planned to travel to a New Orleans festival, carry out the attack, and then commit &#8220;suicide by cop.&#8221; He was found with a handgun and around 200 rounds of ammunition in his hotel room. The case was elaborate by jurisdictional issues, as the threat reportedly originated in North Carolina and Gillum had not entered louisiana until after his arrest. He had a history of self-harm and was taken to a treatment facility after his release.
