The guide, part of the fourth edition of the Reference Manual on Scientific Evidence produced alongside the Federal Judicial center, faced backlash after it was discovered to contain citations to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/far-left-academics-wrote-scientific-advisory-guide-used-to-influence-judges\/\" title=\"Far-Left Academics Wrote ... Advisory ... For Judges\">left-wing climate advocates<\/a> and activists. This lead to the manual\u2019s climate chapter being withdrawn earlier in the year, but the NAS continued to host the guide online.<\/p>\n<p>The dispute intensified when reports uncovered that the manual\u2019s authors held far-left views and that the American Association for the Advancement of Science influenced its content. President Trump publicly condemned the guide, calling it \u201cfraudulent\u201d and biased, and ordered a review of its growth process. The NAS announced that it woudl pause the chapter&#8217;s online presence pending an autonomous review focused solely on the process used,not the scientific validity of climate science itself.<\/p>\n<p>The controversy drew attention during Senate hearings, where Justice Elena Kagan testified that she had not read the chapter she contributed to and faced calls from conservative groups to investigate her potential conflict of interest regarding upcoming climate-related Supreme court cases. When questions arise whether that standard has been met, we have an obligation to examine them honestly and act on what we find,\u201d the NAS said in a <a href=\"https:\/\/www.nationalacademies.org\/news\/nas-to-conduct-process-review-of-chapter-in-reference-manual-on-scientific-evidence\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>.<\/p>\n<div id=\"fdrlst__b89e9-270766381\" class=\"d-flex justify-content-center fdrlst__b89e9-paragraph-2 fdrlst__b89e9-entity-placement\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The controversy involves the fourth edition of the <a href=\"https:\/\/www.nationalacademies.org\/projects\/PGA-POLICY-20-30\/publication\/26919\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Reference Manual on Scientific Evidence<\/em><\/a>, which the National Academies of Science, Engineering, and Medicine (NASEM) produced alongside the taxpayer-funded <a href=\"https:\/\/thefederalist.com\/tag\/federal-judicial-center-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Judicial Center (FJC)<\/a>. As The Federalist previously reported, the manual is <a href=\"https:\/\/www.fjc.gov\/content\/396456\/reference-manual-scientific-evidence-fourth-edition\" target=\"_blank\" rel=\"noreferrer noopener\">designed<\/a> to guide and inform federal judges in their assessment of science-related matters in cases that come before the bench.<\/p>\n<p class=\"wp-block-paragraph\">Backlash ensued earlier this year when it was discovered that the manual\u2019s \u201cReference Guide on Climate Science\u201d contained footnotes and citations to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/meet-the-left-wing-activists-behind-the-guide-meant-to-advise-judges-on-climate-science\/\" title=\"Meet The ... Behind The &#039;Climate&#039; ... Advising Judges\">notable left-wing climate activists<\/a> and advocates. That <a href=\"https:\/\/www.nationalreview.com\/bench-memos\/a-congressional-shot-across-the-bow-of-the-fjc\/\" target=\"_blank\" rel=\"noreferrer noopener\">blowback<\/a> ultimately prompted the FJC to <a href=\"https:\/\/www.reuters.com\/legal\/government\/us-judiciary-scraps-climate-chapter-scientific-evidence-manual-2026-02-09\/\" target=\"_blank\" rel=\"noreferrer noopener\">withdraw<\/a> the climate section in February. The NASEM, however, <a href=\"https:\/\/thefederalist.com\/2026\/05\/19\/23-state-ags-probe-federal-judicial-centers-distribution-of-biased-climate-guide-to-judges\/\" target=\"_blank\" rel=\"noreferrer noopener\">continued<\/a> to post the guide on its website. <\/p>\n<p class=\"wp-block-paragraph\">The Federalist <a href=\"https:\/\/thefederalist.com\/2026\/05\/08\/meet-the-left-wing-activists-behind-the-guide-meant-to-advise-judges-on-climate-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> in the months that followed on how the climate section\u2019s authors boasted far-left views. The Federalist also <a href=\"https:\/\/thefederalist.com\/2026\/05\/14\/far-left-academics-wrote-scientific-advisory-guide-used-to-influence-judges\/\" target=\"_blank\" rel=\"noreferrer noopener\">revealed<\/a> how the authors of the manual\u2019s forensics section held similar leftist beliefs and <a href=\"https:\/\/thefederalist.com\/2026\/06\/12\/meet-the-left-wing-organization-influencing-federal-judges-on-science-litigation\/\" target=\"_blank\" rel=\"noreferrer noopener\">uncovered<\/a> the influence of the left-wing <a href=\"https:\/\/thefederalist.com\/tag\/american-association-for-the-advancement-of-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">American Association for the Advancement of Science<\/a> on the manual. <\/p>\n<p class=\"wp-block-paragraph\">The ensuing controversy prompted President Trump to weigh in on the subject last month. While blasting the \u201cbiased\u201d and \u201cfraudulent\u201d manual, the president <a href=\"https:\/\/thefederalist.com\/2026\/07\/20\/trump-orders-probe-into-biased-manual-used-to-advise-judges-on-climate-science\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> that he had ordered administration officials overseeing federal grants and contracts to \u201creview\u201d the matter.  <\/p>\n<p class=\"wp-block-paragraph\">In its statement announcing that it would finally retract the climate section, the NAS said that it \u201chas determined that questions about the processes used to develop the chapter warrant an independent review,\u201d and that the chapter \u201cwill not appear on our website while that review is underway.\u201d The organization added that the analysis \u201cis about the process used to produce the chapter and not about the validity of climate science.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The controversy over the FJC-NASEM\u2019s climate guide became a point of discussion during a Senate subcommittee hearing last month featuring Supreme Court Justices Amy Coney Barrett and Elena Kagan, who authored the foreword to the manual. While <a href=\"https:\/\/x.com\/JCNSeverino\/status\/2077126292647084353?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">telling<\/a> Sen.
