Jeffreys\u2019 missteps prompted calls for accountability from Republican officials, who criticized the city&#8217;s minimal response and lack of openness.The Wisconsin Elections Commission found probable cause that her actions violated election law, and investigations continue. Her resignation ends a long pattern of misconduct that has raised concerns about election integrity in Green Bay.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Green Bay City Clerk <a href=\"https:\/\/ballotpedia.org\/Celestine_Jeffreys\" target=\"_blank\" rel=\"noreferrer noopener\">Celestine Jeffreys<\/a>\u2019 reign of incompetence and law-breaking has come to an end. <\/p>\n<p>Jeffreys, who began her notorious tenure during Green Bay\u2019s scandalous handling of the 2020 election, stepped down late last week amid an investigation into her latest <a href=\"https:\/\/thefederalist.com\/2026\/07\/13\/notorious-wisconsin-clerk-faces-state-investigation-again-for-election-integrity-mess\/\" target=\"_blank\" rel=\"noreferrer noopener\">election administration mess<\/a>. <\/p>\n<p>But there remain several \u201cconveniently\u201d unanswered questions for Green Bay\u2019s leftist leadership, according to the Brown County GOP. <\/p>\n<h2>\u2018It\u2019s Long Overdue\u2019<\/h2>\n<p>Green Bay Mayor Eric Genrich released a <a href=\"https:\/\/www.greenbaywi.gov\/m\/newsflash\/home\/detail\/998\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a> on Friday announcing that \u201cMs. Jeffreys has made the decision to step down from her role as City Clerk.\u201d<\/p>\n<p>\u201cWe wish her the best in her future endeavors,\u201d the mayor\u2019s office said. <\/p>\n<p>That\u2019s it. A two-sentence goodbye, followed by notice that the announcement will be \u201cthe City\u2019s only statement on the matter.\u201d<\/p>\n<p>Jeffreys\u2019 ignominious resignation comes a month after the city placed the embattled clerk on <a href=\"https:\/\/thefederalist.com\/2026\/07\/13\/notorious-wisconsin-clerk-faces-state-investigation-again-for-election-integrity-mess\/\" target=\"_blank\" rel=\"noreferrer noopener\">administrative leave<\/a> for sending an unspecified number of absentee ballots to voters in several Green Bay wards \u2014\u00a0in advance of Wisconsin\u2019s August primary. The election is scheduled for Tuesday. Jeffreys\u2019 office described the mistake as a <a href=\"https:\/\/www.greenbaypressgazette.com\/story\/news\/politics\/elections\/2026\/06\/29\/green-bay-clerk-mailed-replica-ballots-again-ahead-of-august-election\/90736666007\/?gnt-cfr=1&#038;gca-cat=p&#038;gca-uir=true&#038;gca-epti=z1156xxe1156xxv000049&#038;gca-ft=245&#038;gca-ds=sophi\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cprinting error.\u201d<\/a><\/p>\n<p>As The Federalist reported last month, the bungling clerk\u2019s latest miscue occurred less than three months after the office issued duplicate absentee ballots \u201cin at least 152 instances\u201d before the city\u2019s spring elections, <a href=\"https:\/\/thefederalist.com\/2026\/04\/07\/zuckbucks-cities-ballot-blunders-hit-badger-state-election-day\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> a complaint filed by the Republican Party of Wisconsin and Brown County GOP board member Theresa Sipes. <\/p>\n<p>The Wisconsin Elections Commission has launched yet another investigation into the city clerk\u2019s office, finding probable cause that Jeffreys\u2019 latest ballot mishap broke Wisconsin elections law. City officials later this month are expected to deliver a presentation on their investigation into the clerk\u2019s office to the leftist-led Green Bay City Council, which has countenanced Jeffreys\u2019 incompetence for years. <\/p>\n<p><a href=\"https:\/\/www.bcrepublicans.net\/contact\" target=\"_blank\" rel=\"noreferrer noopener\">Doug Reich<\/a>, chairman of the Republican Party of Brown County, told The Federalist last month that two absentee ballot debacles in the span of a few months is \u201cnot an \u2018oops.\u2019\u201d And Jeffreys leaving mid-investigation isn\u2019t accountability. <\/p>\n<p>\u201c[I]t\u2019s the bare minimum, and it\u2019s long overdue,\u201d Reich wrote on the county GOP\u2019s <a href=\"https:\/\/www.facebook.com\/BrownCountyRepublicanParty\/posts\/celestine-jeffreys-has-resigned-as-green-bay-city-clerk-but-this-is-not-accounta\/1490696669751218\/\" target=\"_blank\" rel=\"noreferrer noopener\">Facebook page<\/a>.<\/p>\n<p>\u201cTwo elections. Two rounds of duplicate absentee ballots. A state investigation. And the best the city could produce, even after all that, was a two-sentence statement with no explanation and no apology to the voters affected,\u201d the chairman added. <\/p>\n<h2>\u2018Gross Incompetence Or Something Worse\u2019<\/h2>\n<p>Reich said Green Bay officials have yet to clarify how many voters received absentee ballots for Tuesday\u2019s primary election. He noted that Jeffreys personally printed the spring election ballot labels, and she did it again in June. <\/p>\n<p>\u201cAnd her April report to the WEC left that out entirely, which is its own problem,\u201d the GOP official wrote. \u201cWhat has the city offered as proof? An unsworn letter from its own attorney. No records. No affidavit. Nothing Jeffreys has put her name to under oath. That\u2019s not transparency, it\u2019s damage control.\u201d<\/p>\n<p>Nicholas Boerke, Sipes\u2019 legal counsel, has asked the Wisconsin Elections Commission to find that the city has failed to comply with the election regulator\u2019s July 31 order demanding Green Bay officials explain how Jeffreys\u2019 \u201cprinter error\u201d happened \u2014 again. <\/p>\n<p>\u201cAs I have said all along, this is either gross incompetence or something worse and the difference matters,\u201d Boerke wrote in his <a href=\"https:\/\/fox11online.com\/news\/election\/theresa-sipes-complainant-wisconsin-elections-commission-duplicate-absentee-ballots-city-green-bay-response-clerk-celestine-jeffreys-administrative-leave\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> to the commission. \u201cAn unsworn letter from a city lawyer, with no records, no affidavit, and nothing the (former) Clerk will stand behind under oath, is not accountability. More is necessary.\u201d<\/p>\n<p>The attorney said the WEC has the authority to subpoena records and take testimony under oath. <\/p>\n<p>Here\u2019s another important question: Who is running the city clerk\u2019s office? As Reich wrote, Green Bay\u2019s deputy clerk has been left holding the bag, running day-to-day operations, including preparing for Tuesday\u2019s primary, \u201cwhile the city drags its feet on a permanent replacement.\u201d <\/p>\n<h2>From Zuckbucks To Ballot Disasters<\/h2>\n<p>Jeffreys has assembled a <a href=\"https:\/\/thefederalist.com\/2024\/11\/04\/notorious-wisconsin-election-official-is-ordered-to-follow-the-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">breathtaking record<\/a> of incompetence and election law-breaking over her five-plus years as Green Bay City Clerk. <\/p>\n<p>She has on <a href=\"https:\/\/thefederalist.com\/2024\/11\/04\/notorious-wisconsin-election-official-is-ordered-to-follow-the-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">multiple<\/a> occasions failed to comply with procedures for auditing voters who have registered to vote at their polling places on Election Day. As The Federalist has <a href=\"https:\/\/thefederalist.com\/2024\/05\/13\/controversial-wisconsin-clerk-admits-to-violating-election-law-claims-she-doesnt-understand-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, Jeffreys earlier acknowledged that she failed to follow the law. Her defense? She wasn\u2019t aware of the law. <\/p>\n<p>In <a href=\"https:\/\/thefederalist.com\/2024\/05\/13\/controversial-wisconsin-clerk-admits-to-violating-election-law-claims-she-doesnt-understand-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">January 2024<\/a>, a Brown County Circuit Court Judge <a href=\"https:\/\/thefederalist.com\/2024\/01\/31\/judge-throws-out-green-bays-retaliatory-disorderly-conduct-citation-against-election-observer\/\" target=\"_blank\" rel=\"noreferrer noopener\">tossed out<\/a> the city\u2019s disorderly conduct citation against election observer and attorney Janet Angus, calling the city\u2019s action \u201cretaliatory.\u201d Jeffreys, again, was in the middle of the matter.<\/p>\n<p>The Wisconsin Elections Commission found that Jeffreys violated election law in the 2022 spring election when she <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wi-elections-regulator-faces-records-lawsuit\/\" title=\"WI ... Regulator Faces ... ...suit\">accepted multiple absentee ballots brought<\/a> in on behalf of voters. Green Bay resident Matt Roeser alleged that he and two other witnesses saw the clerk \u201caccept, many times, multiple absentee ballots from an individual voter,\u201d <a href=\"https:\/\/www.wbay.com\/2022\/04\/27\/green-bay-man-files-election-complaint-against-city-clerk\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to<\/a> Green Bay\u2019s WBAY News. <\/p>\n<p>Also in 2022, a Wisconsin judge <a href=\"https:\/\/thefederalist.com\/2022\/11\/03\/court-green-bay-wisconsin-must-let-gop-poll-watchers-observe-the-entire-early-voting-process\/\" target=\"_blank\" rel=\"noreferrer noopener\">issued<\/a> a temporary injunction demanding Green Bay election officials allow Republican poll watchers to observe the entire early voting process throughout the 2022 election cycle. The ruling came less than 24 hours after the Republican National Committee took legal action against the city for barring GOP observers from supervising certain parts of the in-person absentee voting procedures.<\/p>\n<p>Jeffreys, a <a href=\"https:\/\/ballotpedia.org\/Celestine_Jeffreys#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">former city council member<\/a> and <a href=\"https:\/\/fox11online.com\/news\/local\/black-history-month-profile-celestine-jeffreys\" target=\"_blank\" rel=\"noreferrer noopener\">diversity manager<\/a> at the Green Bay Chamber of Commerce, <a href=\"https:\/\/thefederalist.com\/2024\/05\/13\/controversial-wisconsin-clerk-admits-to-violating-election-law-claims-she-doesnt-understand-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">served as Genrich\u2019s chief of staff during the<\/a> Zuckbuck\u2019s scandal of 2020. Meta founder and CEO Mark Zuckerberg and his wife handed out hundreds of millions of dollars for election administration grants during the Covid-plagued 2020 election. The grants came with strings attached, including the requirement that local election administrators work with a network of leftist \u201cvoter rights\u201d groups tied to former President Barack Obama and other Democrats. <\/p>\n<p>Green Bay was a member of the so-called <a href=\"https:\/\/thefederalist.com\/2026\/04\/07\/zuckbucks-cities-ballot-blunders-hit-badger-state-election-day\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cWisconsin 5,\u201d<\/a> the largest cities in Wisconsin run by liberals that got the lion\u2019s share of the $10 million in <a href=\"https:\/\/thefga.org\/research\/the-wisconsin-zuckerbucks-problem\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zuckbucks<\/a> funding Badger State municipalities received. Jeffreys was instrumental in the clerk\u2019s office working with the left-wing groups, including Michael Spitzer-Rubenstein, a former <a href=\"https:\/\/thefederalist.com\/2021\/03\/10\/how-mark-zuckerbergs-election-money-helped-an-out-of-state-democrat-get-his-hands-on-wisconsins-2020-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">New York Democrat operative<\/a> who was <a href=\"https:\/\/thefederalist.com\/2022\/01\/26\/zuckbucks-connected-private-organization-taught-election-officials-to-control-the-narrative-about-mail-in-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">given the keys<\/a> to the room that housed the absentee ballots for the 2020 presidential election. <\/p>\n<p>Spitzer-Rubenstein, <a href=\"https:\/\/www.dailysignal.com\/2021\/03\/23\/democrats-operative-got-secret-internet-connection-at-wisconsin-election-center-emails-show\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to emails<\/a> obtained by Wisconsin Spotlight, told then-city clerk Christine Teske he could assist in \u201ccuring\u201d \u2014 or correcting \u2014 absentee ballots that were missing or had incorrect information. He said he could to the same for Milwaukee elections officials. <\/p>\n<p>Jeffreys replaced\u00a0Teske just weeks before the election after the longtime Green Bay clerk resigned amid the growing presence of leftist activists in the clerk\u2019s office. Jeffreys was officially appointed to the post after the election. <\/p>\n<p>The Public Interest Legal Foundation, an election integrity litigator, has for years raised alarms and complaints about the Green Bay city clerk\u2019s office under Jeffreys. PILF filed the <a href=\"https:\/\/publicinterestlegal.org\/press\/green-bay-city-clerk-celestine-jeffreys-admits-she-was-not-following-wisconsin-election-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">complaint <\/a>that ultimately forced city officials to admit that Jeffreys had broken election law because she did not understand election law. <\/p>\n<p>\u201cToday\u2019s announcement shows that Green Bay could no longer ignore this pattern,\u201d PILF\u2019s\u00a0Research Director Logan Churchwell said in a statement to The Federalist following Jeffreys announced departure. \u201cIt should serve as a reminder to election officials nationwide: following election law is not optional, and PILF will continue holding officials accountable when they fail to do their jobs.\u201d<\/p>\n<hr>\n<p>      Matt Kittle is a senior elections correspondent for The Federalist.
