But others did the talking on the lax policies she helped implement.<\/p>\n<p class=\"wp-block-paragraph\">D.C. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oca.dc.gov\/sites\/default\/files\/dc\/sites\/oca\/publication\/attachments\/DHS_FY15PAR.pdf\">launched<\/a> \u201cAlternatives to the Court Experience,\u201d or ACE, in 2014, \u201cto divert youth from prosecution for truancy and low-level delinquency offenses,\u201d according to D.C.\u2019s Department of Health Services. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/about-oag\/our-structure-divisions\/public-safety-division\/juvenile-section\">Juvenile Section prosecutors<\/a> refer defendants to the program to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/sites\/default\/files\/2018-02\/OAG-Midterm-Report-February-6-2017.pdf\">receive<\/a> therapy, tutoring, substance abuse treatment, and other rehabilitation methods.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The attorney general\u2019s office reported by February 2017, it had diverted more than 900 youths to the program. Under Lewis George, the office boasted that the numbers had grown to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/sites\/default\/files\/2018-03\/In_the_Public_Interest_AG_Annual_Report_2017_for_web.pdf\">more than 1,800<\/a> through 2017 and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/sites\/default\/files\/2019-04\/OAG-2018-2019-Annual-Report-FINAL-Digital.pdf\">more than 2,000<\/a> through 2018. About a fourth of the approximate 2,000 were arrested again by the program\u2019s fourth year, Racine\u2019s office said, praising its \u201cgreat success.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Racine\u2019s office put together its \u201cRestorative Justice Program\u201d <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/sites\/default\/files\/2018-03\/In_the_Public_Interest_AG_Annual_Report_2017_for_web.pdf\">in 2016<\/a> and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.dccourts.gov\/sites\/default\/files\/2021-03\/Administrative-Order-Restorative-Justice-Program-Evaluation.pdf\">fully implemented it<\/a> by <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/oags-work-improve-public-safety-and-reduce\">2017<\/a>, when Lewis George led the Juvenile Section, according to records. <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.instagram.com\/reels\/DRNlchgiYjy\/\">Popularized<\/a> by <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/emu.edu\/now\/crossroads\/2015\/07\/20\/howard-zehr-pioneer-of-restorative-justice\/\">academics<\/a> and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/action.aclu.org\/webform\/vt-freedom-series-restorative-justice\">activists<\/a>, restorative justice is the idea of forgoing punishment when an offender admits wrongdoing and takes steps to remedy harm to the victim.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIndividual Juvenile Section prosecutors refer cases for Restorative Justice Conferencing where the victim of the crime is amenable,\u201d Racine <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/sites\/default\/files\/2018-02\/Testimony-February-16-2017-2017-Performance-Oversight.pdf\">testified<\/a> to the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/d-c-council\/\">D.C. Council<\/a> in 2017. This marked the country\u2019s first restorative justice program in a prosecutor\u2019s office, Racine\u2019s office said in its 2018 annual report. Around one-fifth of offenders in the program were rearrested by the first year, according to the report.<\/p>\n<p class=\"wp-block-paragraph\">By February 2019, a month after Lewis George left the attorney general\u2019s office, the Juvenile Section had referred more than 160 cases to the restorative justice program, Racine <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/release\/testimony-performance-oversight-hearing-fy18-fy19\">told the council<\/a> that year.<\/p>\n<p class=\"wp-block-paragraph\">The former attorney general did not stop with restorative justice and ACE. His office <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/release\/first-day-school-ag-racine-announces-expansion\">launched<\/a> \u201cAbating Truancy Through Engagement and Negotiated Dialogue,\u201d or ATTEND, in 2018 to help parents avoid prosecution over their children\u2019s absenteeism <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/dccouncil.gov\/wp-content\/uploads\/2018\/10\/oag.pdf\">between ages 5 and 12<\/a>.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Racine argued the diversion program helped address \u201cunderlying issues\u201d behind truancy in <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/oag.dc.gov\/release\/testimony-performance-oversight-hearing-fy19-fy20\">2020 testimony<\/a>, listing poverty, homelessness, mental health struggles, and drug use. \u201cFor truancy, prosecution and involvement in the juvenile justice system should be the last resort, reserved for only the most chronically truant students after other social supports and school efforts have failed,\u201d the attorney general\u2019s office said in its 2017 report.<\/p>\n<p class=\"wp-block-paragraph\">D.C.\u2019s truancy and absenteeism problems have been worse since the program\u2019s launch.<\/p>\n<p class=\"wp-block-paragraph\">In the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/osse.dc.gov\/sites\/default\/files\/dc\/sites\/osse\/publication\/attachments\/2018-19%20School%20Year%20Attendance%20Report.pdf\">2018-2019 school year<\/a>, chronic absenteeism in D.C. schools rose by 4% since 2015 to 2016, and truancy rose by 8.5%, bring the share of students truant or chronically absent to roughly 30%, according to the Office of the State Superintendent of Education. The office reported higher chronic absenteeism and truancy rates at 39.5% and 36.8%, respectively, in the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/osse.dc.gov\/sites\/default\/files\/dc\/sites\/osse\/page_content\/attachments\/2024-25%20Attendance%20Report.pdf\">2024-2025 school year<\/a>. Local officials have often <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/dailycaller.com\/2025\/08\/16\/how-washington-dc-became-soft-on-crime-haven\/\">blamed juvenile crime rates<\/a> in part on D.C.\u2019s school attendance crisis.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<h1 id=\"h-conflict-on-the-horizon\" class=\"wp-block-heading\">Conflict on the horizon<\/h1>\n<p class=\"wp-block-paragraph\">Trump has increasingly put D.C. leadership in the hot seat over crime and <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/state\/4605643\/trump-dc-takeover-janeese-lewis-george-mayor\/\">threatened<\/a> to \u201ctake back\u201d federal control of the district if Lewis George becomes mayor. The DSA-backed candidate has already displayed a conflicting vision for public safety.<\/p>\n<p class=\"wp-block-paragraph\">The president began a district-wide <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/crime\/4666497\/dc-agency-confirms-police-rigged-crime-stats-the-left-used-to-debunk-trump\/\">crime operation<\/a> in August that has involved <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/crime\/4673930\/national-guard-dc-deployment-cost\/\">National Guard patrols<\/a>, increased federal agent presence on the streets, and more federal and local police collaboration under Democratic Mayor Muriel Bowser.
