Javits Federal Building in Manhattan, which houses an ICE field office and FBI offices. Arrabaca, a 43-year-old Army veteran, allegedly planned the firebombing for months, using flammable liquids, fireworks, and explosives, and caused injuries to at least one person while creating significant risk to others, including federal employees and emergency responders. He was armed with weapons such as a pellet gun, knives, a hammer, and a machete at the time of the incident. Arrabaca\u2019s motives appeared to stem from anti-Government and anti-ICE beliefs.
