The deal also includes a 10-year agreement to buy neodymium-praseodymium metal and oxide products, which are necessary to produce permanent magnets, at a price floor.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The unusual deal <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/energy-and-environment\/3469212\/unusual-dod-deal-stake-rare-earth-supplier-key-china-competition\/\">has been justified<\/a> as necessary to compete with China in producing rare earth minerals with important clean energy and defense applications.<\/p>\n<h2 id=\"h-vulcan-elements-and-reelement-technologies\" class=\"wp-block-heading\">Vulcan Elements and ReElement Technologies<\/h2>\n<p class=\"wp-block-paragraph\">In another rare earths-related deal, the Trump administration in November <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/energy-and-environment\/3873419\/vulcan-elements-trump-administration-backing-deal-rare-earths-supply\/\">provided financing<\/a> to Vulcan Elements, a startup manufacturer of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/three-arrested-for-sending-military-secrets-to-china\/\" title=\"Three Arrested for Sending ... The Commerce Department got $50 million of equity in Vulcan Elements.<\/p>\n<h2 id=\"h-trilogy-metals\" class=\"wp-block-heading\">Trilogy Metals<\/h2>\n<p class=\"wp-block-paragraph\">In October, the Trump administration <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/10\/fact-sheet-president-donald-j-trump-approves-ambler-road-project-to-unlock-alaskas-mineral-potential\/\">announced<\/a> that it was taking a stake in the Canadian mining company Trilogy Metals as part of a deal for the company to explore in the Ambler Mining District in Canada, for which the administration <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/energy-and-environment\/3839582\/trump-reverses-biden-restrictions-alaskan-mining-road\/\">also approved<\/a> an access road long opposed by environmentalists.<\/p>\n<p class=\"wp-block-paragraph\">Through the War Department\u2019s Office of Strategic Capital, the Trump administration effectively spent $35.6 million to become a 10% shareholder in Trilogy Metals and to acquire warrants to purchase an additional 7.5% of the company after the completion of the road.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<h2 id=\"h-lithium-americas\" class=\"wp-block-heading\">Lithium Americas<\/h2>\n<p class=\"wp-block-paragraph\">The Energy Department <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.energy.gov\/articles\/department-energy-restructures-lithium-americas-deal-protect-taxpayers-and-onshore\">announced<\/a> in October that it had taken an equity stake in the Canadian mining company Lithium Americas as part of a restructuring of a multibillion-dollar loan given to the company to develop the Thacker Pass mine project in Nevada, the only domestic source of lithium carbonate.<\/p>\n<p class=\"wp-block-paragraph\">The deal gives the DOE a 5% equity stake in Lithium Americas via warrants and an additional 5% ownership in warrants in a joint venture with the miner and General Motors.<\/p>\n<h2 id=\"h-korea-zinc\" class=\"wp-block-heading\">Korea Zinc<\/h2>\n<p class=\"wp-block-paragraph\" id=\"h-the-pentagon-reportedly-took-a-40-stake-in-a-joint-venture-with-the-korean-mining-firm-korea-zinc-in-december-to-build-an-advanced-smelter-and-critical-minerals-processing-facility-in-tennessee-nbsp\">The Pentagon <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.cnbc.com\/2025\/12\/15\/pentagon-korea-zinc-refinery-tennessee.html\">reportedly<\/a> took a 40% stake in a joint venture with the Korean mining firm Korea Zinc in December to build an advanced smelter and critical minerals processing facility in Tennessee. <\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">In addition to the $1.4 billion <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/web.archive.org\/web\/20260630151019\/https:\/\/www.koreazinc.co.kr\/en\/korea-zinc-partners-with-the-u-s-department-of-war-and-u-s-department-of-commerce-to-build-a-state-of-the-art-critical-minerals-smelter-in-the-united-states-with-6-6-billion-of-capital-expenditures\/\">invested<\/a> by the Department of War, financing for the project <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2025\/12\/department-commerce-awards-chips-incentives-subsidiary-korea-zinc-crucible\">includes<\/a> $200 million in CHIPS Act funding from the Department of Commerce. <\/p>\n<h2 id=\"h-atlantic-alumina\" class=\"wp-block-heading\">Atlantic Alumina<\/h2>\n<p class=\"wp-block-paragraph\">The Department of War <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.atalco.com\/news\/atlantic-alumina-announces-450-million-strategic-partnership-with-united-states-government\">took a<\/a> $150 million equity stake in Atlantic Alumina, also known as ATALCO, in January to boost the domestic production of alumina and establish a gallium production facility in Gramercy, Louisiana. Gallium is a critical mineral used in military equipment and satellites. <\/p>\n<h2 id=\"h-us-steel\" class=\"wp-block-heading\">US steel<\/h2>\n<p class=\"wp-block-paragraph\">The Japanese steelmaker Nippon Steel entered into a merger agreement in June of last year, subject to a national security agreement with the government that gives the administration a \u201cgolden share\u201d in the business and gives it the final say over many business decisions. The golden share allows the government to block certain capital expenditure decisions, any renaming of the company, a change in headquarters, the shutdown of factories, and more.<\/p>\n<p class=\"wp-block-paragraph\">The administration used the authority in September <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.wsj.com\/business\/trump-invokes-golden-share-to-block-u-s-steel-plans-for-illinois-plant-f6b661ed?mod=hp_lead_pos3\">to block the closure<\/a> of a plant in Illinois.<\/p>\n<h1 id=\"h-chips-and-semiconductors\" class=\"wp-block-heading\">Chips and semiconductors<\/h1>\n<h2 id=\"h-nvidia-and-amd\" class=\"wp-block-heading\">Nvidia and AMD<\/h2>\n<p class=\"wp-block-paragraph\">The Trump administration reached <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/finance-and-economy\/3495987\/nvidia-amd-pay-15-percent-sales-china\/\">an unusual deal<\/a> last August with Nvidia and AMD to require the two companies to pay the government 15% of revenue from sales of certain chips to China.<\/p>\n<p class=\"wp-block-paragraph\">The administration has banned the sale of cutting-edge chips used for artificial intelligence to China for national security reasons. However, it lifted the export controls for the sale of less powerful chips, subject to the government taking the 15% cut.<\/p>\n<h2 id=\"h-intel\" class=\"wp-block-heading\">Intel<\/h2>\n<p class=\"wp-block-paragraph\">The Trump administration last August <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.intc.com\/news-events\/press-releases\/detail\/1748\/intel-and-trump-administration-reach-historic-agreement-to\">took a stake<\/a> of 9.9% in Intel, making it the chipmaker\u2019s largest shareholder.<\/p>\n<p class=\"wp-block-paragraph\">The deal involved converting government grants under the CHIPS Act into equity.<\/p>\n<h2 id=\"h-xlight\" class=\"wp-block-heading\">XLight<\/h2>\n<p class=\"wp-block-paragraph\">In December, the Department of Commerce used CHIPS Act funding <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2025\/12\/department-commerce-and-nist-announce-chips-research-and-development-letter\">to take a<\/a> $150 million equity stake in xLight to build a specialized laser for use in semiconductor manufacturing in Albany, New York.  <\/p>\n<h2 id=\"h-sandboxaq\" class=\"wp-block-heading\">SandboxAQ<\/h2>\n<p class=\"wp-block-paragraph\">The Commerce Department <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/06\/department-commerce-announces-definitive-agreement-sandboxaq-500-million\">announced<\/a> in June that it had awarded SandboxAQ a $500 million through the CHIPS Act in exchange for an unspecified minority ownership stake. <\/p>\n<p>The agency said the award would accelerate SandboxAQ\u2019s efforts to discover materials that would help with semiconductor \u201cmaterials bottlenecks and supply chain risks, including developing new molecules and chemistries for alternatives to PFAS \u2018forever chemicals,\u2019 advanced catalysts, rare earth-free magnets, and novel battery chemistries for semiconductor facility backup power systems.\u201d<\/p>\n<h2 id=\"h-i-pulse\" class=\"wp-block-heading\">I-Pulse<\/h2>\n<p class=\"wp-block-paragraph\">In June, the Commerce Department <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/06\/department-commerce-announces-definitive-agreement-i-pulse-250-million\">announced that<\/a> it had given $250 million in CHIPS Act funding to I-Pulse to develop silicon carbide power semiconductors \u201cthat can operate in extremely harsh operating environments,\u201d in coordination with federal labs. It received a minority stake in the company. <\/p>\n<h2 id=\"h-kepler-computing\" class=\"wp-block-heading\">Kepler Computing<\/h2>\n<p class=\"wp-block-paragraph\">In exchange for a minority stake, the Commerce Department in July <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/07\/department-commerce-announces-letters-intent-7-companies-874-million\">gave<\/a> Kepler Computing $245 million in CHIPS Act funding for \u201cR&#038;D to develop in the U.S. a new class of high-performance AI memory technology enabled by innovative 3D and ferroelectric technologies.\u201d<\/p>\n<h2 id=\"h-multibeam-corporation\" class=\"wp-block-heading\">Multibeam Corporation<\/h2>\n<p class=\"wp-block-paragraph\">In exchange for a minority stake, the Commerce Department in July <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/07\/department-commerce-announces-letters-intent-7-companies-874-million\">gave<\/a> Multibeam Corporation $140 million \u201cto develop advanced packaging technology to assemble and stack multiple chips and connect them with thousands of wires, which will enable more advanced systems necessary for AI and other advanced computing applications.\u201d<\/p>\n<h2 id=\"h-extropic\" class=\"wp-block-heading\">Extropic<\/h2>\n<p class=\"wp-block-paragraph\">In exchange for a minority stake, the Commerce Department in July <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/07\/department-commerce-announces-letters-intent-7-companies-874-million\">gave<\/a> $75 million to Extropic to \u201cdevelop thermodynamic sampling units (TSUs) which use natural thermal fluctuations to probabilistically solve complex problems spanning simulation, optimization, and AI, at a fraction of the energy consumed by conventional computing approaches.\u201d<\/p>\n<h2 id=\"h-thintronics\" class=\"wp-block-heading\">Thintronics<\/h2>\n<p class=\"wp-block-paragraph\">In exchange for a minority stake, the Commerce Department in July <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/07\/department-commerce-announces-letters-intent-7-companies-874-million\">gave<\/a> Thintronics up to $50 million \u201cto <a href=\"https:\/\/amzn.to\/3YuVZYV\" >develop ultra-low-loss inter-layer dielectrics required<\/a> for next-generation semiconductor interconnects and advanced packaging in high-performance compute, AI, and networking infrastructure.\u201d<\/p>\n<h2 id=\"h-obsidia-semiconductors\" class=\"wp-block-heading\">OBSIDIA Semiconductors<\/h2>\n<p class=\"wp-block-paragraph\">In exchange for a minority stake, the Commerce Department in July <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/07\/department-commerce-announces-letters-intent-7-companies-874-million\">gave<\/a> OBSIDIA Semiconductors $34 million \u201cfor R&#038;D to deliver non-invasive counterfeit and malicious component identification systems to ensure provenance and traceability in secure supply chains for AI and advanced electronics.\u201d<\/p>\n<h2 id=\"h-aeluma\" class=\"wp-block-heading\">Aeluma<\/h2>\n<p class=\"wp-block-paragraph\">In exchange for a minority stake, the Commerce Department in July <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/07\/department-commerce-announces-letters-intent-7-companies-874-million\">gave<\/a> Aeluma \u201cup to $30 million to develop large diameter, indium-phosphide-free substrate technology used to fabricate photodetectors and lasers for AI photonic interconnects.\u201d<\/p>\n<h2 id=\"h-globalfoundries\" class=\"wp-block-heading\">GlobalFoundries<\/h2>\n<p class=\"wp-block-paragraph\">The Commerce Department in July <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/07\/department-commerce-announces-letters-intent-7-companies-874-million\">gave<\/a> GlobalFoundries up to $300 million \u201cto accelerate the domestic research and development of co-packaged optics by two to three years. By integrating photonics directly alongside AI processors, this technology will deliver ultra-fast, energy-efficient computing to reinforce U.S. leadership in AI infrastructure.\u201d The stake is worth less than 1% of the company, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/gf.com\/news-and-events\/news\/globalfoundries-signs-letter-of-intent-with-the-us-department-of-commerce-for-a-300-million-award-to-accelerate-us-silicon-photonics-leadership\/\">according to<\/a> GlobalFoundries. The agency also cut a deal with GlobalFoundries for funding for a quantum computing project (see below).<\/p>\n<h1 id=\"h-quantum-computing\" class=\"wp-block-heading\">Quantum computing<\/h1>\n<p class=\"wp-block-paragraph\">In May, the Department of Commerce <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2026\/05\/department-commerce-announces-letters-intent-9-companies-2-billion\">announced <\/a>it would grant $2 billion in CHIPS Act funding to nine companies for projects related to quantum computing. In exchange, it will get a minority stake in each company. <\/p>\n<h2 id=\"h-ibm\" class=\"wp-block-heading\">IBM<\/h2>\n<p class=\"wp-block-paragraph\">The Commerce Department used $1 billion in CHIPS Act funding <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/newsroom.ibm.com\/ibm-and-u-s-department-of-commerce-announce-americas-first-purpose-built-quantum-foundry\">to invest<\/a> with IBM in a new venture, called Anderon, in Albany, intended to build a 300-millimeter quantum wafer foundry. <\/p>\n<h2 id=\"h-globalfoundries-0\" class=\"wp-block-heading\">GlobalFoundries<\/h2>\n<p class=\"wp-block-paragraph\">Commerce will give $375 million to GlobalFoundries to \u201cestablish a secure, domestic quantum foundry for leading architectures and multiple modalities (superconducting, trapped ion, photonic, topological, and silicon spin) used in large-scale quantum computers.\u201d Commerce also reached a deal with GlobalFoundries to provide funding for work on silicon photonics, as mentioned above.<\/p>\n<h2 id=\"h-atom-computing\" class=\"wp-block-heading\">Atom Computing<\/h2>\n<p class=\"wp-block-paragraph\">Atom Computing was awarded $100 million to tackle \u201ckey technical and manufacturing challenges for neutral-atom quantum computing, including hardware development and systems integration needed to manipulate, control, and address tens of thousands of qubits, and validate their performance.\u201d<\/p>\n<h2 id=\"h-diraq\" class=\"wp-block-heading\">Diraq<\/h2>\n<p class=\"wp-block-paragraph\">Diraq got $38 million to \u201cdevelop and scale quantum logic units and accelerate critical manufacturing and integration capabilities for silicon spin quantum computing technologies, including novel designs for large-scale and reliable qubit arrays.\u201d<\/p>\n<h2 id=\"h-d-wave-quantum\" class=\"wp-block-heading\">D-Wave Quantum<\/h2>\n<p class=\"wp-block-paragraph\">D-Wave Quantum will receive $100 million \u201cfor critical advancements in annealing and gate-model superconducting quantum computing systems, including qubit counts, error rates, and coherence through advanced dielectric material optimization, interface control, and high-density advanced packaging.\u201d<\/p>\n<h2 id=\"h-infleqtion\" class=\"wp-block-heading\">Infleqtion<\/h2>\n<p class=\"wp-block-paragraph\">Infleqtion will receive $100 million \u201cto develop the underlying engineering systems and integration requirements for large-scale neutral-atom-based quantum computers and architectures, including high-powered optical systems, novel readout and error correction systems.\u201d<\/p>\n<h2 id=\"h-psiquantum\" class=\"wp-block-heading\">PsiQuantum<\/h2>\n<p class=\"wp-block-paragraph\">PsiQuantum will receive $100 million \u201cto address key photonic quantum computing technical challenges for matured and high-performance electro-optic materials, high-temperature single-photon detectors, and ultra-low-loss photonic packaging.\u201d<\/p>\n<h2 id=\"h-quantinuum\" class=\"wp-block-heading\">Quantinuum<\/h2>\n<p class=\"wp-block-paragraph\">Quantinuum will receive $100 million \u201cto address critical technology and manufacturing bottlenecks for scaling of fault-tolerant trapped-ion-based quantum computers, such as low-loss integrated photonics, and reliable optical components at trapped-ion critical wavelengths.\u201d<\/p>\n<h2 id=\"h-rigetti-computing\" class=\"wp-block-heading\">Rigetti computing<\/h2>\n<p class=\"wp-block-paragraph\">Rigetti will receive up to $100 million \u201cto address key technical challenges to develop and scale next generation superconducting quantum computing technologies and architectures, such as miniaturizing and integrating novel readout electronics and next generation cryostat architectures.\u201d<\/p>\n<h1 id=\"h-nuclear\" class=\"wp-block-heading\">Nuclear<\/h1>\n<h2 id=\"h-westinghouse\" class=\"wp-block-heading\">Westinghouse<\/h2>\n<p class=\"wp-block-paragraph\">The Trump administration <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/energy-and-environment\/3866082\/trump-administration-strikes-nuclear-reactor-deal-westinghouse\/\">announced a deal<\/a> in late October with the nuclear giant Westinghouse to build $80 billion of reactors. The deal also involves Canadian uranium firm Cameco Corporation and Brookfield Asset Management.<\/p>\n<p class=\"wp-block-paragraph\">White House officials <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/10\/28195\/\">said<\/a> some of the funding from the deal would come from Japan or Japanese companies as part of a trade deal.<\/p>\n<p class=\"wp-block-paragraph\">The deal commits the Commerce Department to arrange financing and facilitate permitting and approvals for new Westinghouse nuclear reactors with an aggregate investment value of at least $80 billion.<\/p>\n<p class=\"wp-block-paragraph\">In return, the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/westinghousenuclear.com\/strategic-partnership\/press-releases\/cameco\/\">government gets<\/a> a \u201cparticipation interest,\u201d a form of ownership stake, that will give it 20% profits beyond $17.5 billion. The government can also demand that Westinghouse conduct an initial public offering if its value is expected to be $30 billion, at which point the participation interest would convert to warrants to buy 20% of the company, after deducting $17.5 billion from the value, or about an 8% stake. Last week, Westinghouse announced plans to conduct an IPO.<\/p>\n<h1 id=\"h-rockets\" class=\"wp-block-heading\">Rockets<\/h1>\n<h2 id=\"h-l3harris\" class=\"wp-block-heading\">L3Harris<\/h2>\n<p class=\"wp-block-paragraph\">In April, the Department of War <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.l3harris.com\/newsroom\/press-release\/2026\/04\/l3harris-closes-1b-investment-department-war-missile-solutions\">invested<\/a> $1 billion in L3Harris\u2019s Missile Solutions business for expansion and modernization efforts at solid rocket motor production facilities in Camden, Arkansas; Huntsville, Alabama; and Orange, Virginia. <\/p>\n<p class=\"wp-block-paragraph\">The Pentagon stake includes a security that will convert to common stock when L3Harris IPOs, as well as warrants to buy common stock in Missile Solutions. <\/p>\n<h1 id=\"h-more-to-come-through-trade-deals\" class=\"wp-block-heading\">More to come through trade deals<\/h1>\n<p class=\"wp-block-paragraph\">Several of the trade deals that Trump has touted would give the administration the ability to direct investment into the U.S. by the counterparty in the trade deal.<\/p>\n<p class=\"wp-block-paragraph\">The Japan trade deal, struck in June, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/10\/28195\/\">includes<\/a> $550 billion in investments by the Japanese government and Japanese companies to be made in the United States at Trump\u2019s direction.
