The legislation would mandate insurers to cover a broad range of injuries and conditions resulting from gender-affirming surgeries and hormone treatments, promoting clarity and accountability. Critics argue that the transgender industry is driven by ideological motives, ignoring the high rates of adverse outcomes, including increased suicide rates among those who undergo such procedures. The article also notes the challenges in accessing restorative care due to the absence of appropriate medical codes and calls for more thorough oversight and support for those who seek to reverse or repair damages caused by gender-transition interventions.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Soren Aldaco was 19 when a surgeon amputated her healthy breasts on the recommendation of a therapist who responded to the teen\u2019s gender dysphoria by encouraging her to pursue irreversible surgery. Now one of the many young people who regret being deceived by transgender ideology, Aldaco <a href=\"https:\/\/thefederalist.com\/2026\/07\/09\/disfigured-texas-woman-allowed-to-sue-therapist-for-transgender-medicine-fraud\/\">s<\/a><a href=\"https:\/\/thefederalist.com\/2026\/07\/09\/disfigured-texas-woman-allowed-to-sue-therapist-for-transgender-medicine-fraud\/\" target=\"_blank\" rel=\"noreferrer noopener\">u<\/a><a href=\"https:\/\/thefederalist.com\/2026\/07\/09\/disfigured-texas-woman-allowed-to-sue-therapist-for-transgender-medicine-fraud\/\">ed<\/a> her therapist for malpractice, and in a landmark case the Texas Supreme Court affirmed her suit can move forward. <\/p>\n<p>But there\u2019s another cost for the victims of trans mania that Aldaco told me is \u201ctoo often overlooked\u201d: the expensive medical care that\u2019s often required to treat the lifelong physical consequences of transgender interventions.<\/p>\n<p>Texas passed <a href=\"https:\/\/legiscan.com\/TX\/bill\/SB1257\/2025\" target=\"_blank\" rel=\"noreferrer noopener\">landmark legislation<\/a> last year requiring insurance companies that foot the bill for transgender procedures to also cover rehabilitative care for people who \u201cdetransition\u201d after receiving opposite-sex hormones and elective amputations. Now, new <a href=\"https:\/\/harshbarger.house.gov\/sites\/evo-subsites\/harshbarger.house.gov\/files\/evo-media-document\/harshb_047_xml_07.02.2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">legislation<\/a> introduced in the U.S. Congress by Rep. Diana Harshbarger of Tennessee could expand those requirements nationwide.<\/p>\n<p>\u201cIt\u2019s\u202foutrageous that a health plan can cover sex-rejecting procedures but refuse to cover the restorative care patients need to address the harm they cause.\u202fThat\u2019s\u202fnot a fair deal for patients who want to restore healthy bodily function,\u201d Harshbarger <a href=\"https:\/\/harshbarger.house.gov\/media\/press-releases\/harshbarger-introduces-legislation-hold-insurance-companies-accountable-sex\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> in a press release announcing the proposal. \u201cPatients should never be abandoned after undergoing life-altering, harmful medical interventions once reality sets in.\u201d<\/p>\n<p>Dubbed the Treatment and Restoration Uniformity and Transparency in Health Coverage (TRUTH in Coverage) Act, the legislation has a companion bill in the U.S. Senate introduced by Sen. Roger Marshall of Kansas.<\/p>\n<p>The act would require private insurers that cover \u201csex-rejecting procedures,\u201d such as genital mutilation and opposite-sex hormones, to pay for \u201crestorative care\u201d for victims of transgender procedures. The measure would force these insurers to provide financial coverage, including for costs of copayments and deductibles, for the devastating, extensive damage. (The act does not classify as \u201csex-rejecting procedures\u201d any legitimate treatments for rare cases of sexual disorders \u201cdetermined through genetic or biochemical testing.\u201d)<\/p>\n<p>Chloe Cole, another young woman victimized by the gender-transition industry as a minor, joined Aldaco in <a href=\"https:\/\/acpeds.org\/acpeds-and-do-no-harm-applaud-introduction-of-the-truth-in-coverage-act-to-protect-patients-seeking-restorative-care-following-sex-rejecting-procedures\/\" target=\"_blank\" rel=\"noreferrer noopener\">celebrating<\/a> the effort. \u201cKids suffering the harms of sex-rejecting procedures deserve financial access to medical treatments that would reverse those effects,\u201d she said. If passed, the law would amend the Public Health Service Act, the Employee Retirement Income Security Act (ERISA), and the Internal Revenue Code, and go into effect for plans starting on or after Jan. 1, 2027.<\/p>\n<h2><strong>Expansive Coverage<\/strong><\/h2>\n<p>Proponents of medicalized transgender interventions are blindly ideological, claiming the procedures are safe and effective. They ignore the mutilated, sterilized, and otherwise sickened men and women left to recover without medical support. <\/p>\n<p>Suicide rates are <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC11063965\/\" target=\"_blank\" rel=\"noreferrer noopener\">significantly elevated<\/a> in the individuals who have undergone these procedures. Yet radical medical <a href=\"https:\/\/www.pointofpride.org\/media\/press-releases\/2026-aap-response-statement\" target=\"_blank\" rel=\"noreferrer noopener\">organizations<\/a> and leadership in <a href=\"https:\/\/www.npr.org\/2025\/12\/24\/g-s1-103603\/19-states-sue-hhs-over-youth-gender-affirming-care\" target=\"_blank\" rel=\"noreferrer noopener\">nearly half the states<\/a> continue to propagate these atrocities. The TRUTH Act poses a significant threat to the industry and would force extensive documentation of how much harm it has done under the guise of so<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/rep-marjorie-taylor-greene-introduces-bill-to-make-gender-affirming-care-on-minors-a-felony\/\" title=\"Rep. Marjorie Taylor Greene Introduces ... To Make \u2018Gender Affirming Care... On Minors A Felony\">-called \u201cgender affirming care<\/a>.\u201d<\/p>\n<p>Under the act, covered care would include treatment for impaired reproductive and endocrine systems, sexual and urinary function injuries, cross-sex hormone damage to male or female physiology, bone degradation, cardiovascular disease, reconstructive surgery, physical therapy, cancer treatment, psychiatric and psychological treatment, testing, and fertility care. These are injuries with preexisting diagnosis codes and treatments, allowing immediate access for <a href=\"https:\/\/jamanetwork.com\/journals\/jamanetworkopen\/fullarticle\/2808707\" target=\"_blank\" rel=\"noreferrer noopener\">thousands<\/a> of injured persons, if insurance companies are required to cover them.<\/p>\n<p>The law would also provide an unprecedented level of transparency into the horrific effects of transgender surgeries and opposite-sex hormones, and bring \u201clong-overdue justice,\u201d <a href=\"https:\/\/acpeds.org\/acpeds-and-do-no-harm-applaud-introduction-of-the-truth-in-coverage-act-to-protect-patients-seeking-restorative-care-following-sex-rejecting-procedures\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a> Dr. Michelle Cretella, Adolescent Health Council co-chair at the American College of Pediatricians. Profiting insurers have ignored the systemic harm \u201cacross multiple organ systems\u201d caused by \u201cpuberty blockers, cross-sex hormones, and cross-sex surgeries\u201d for more than a decade, Cretella added.<\/p>\n<h2><strong>Resistance to Restorative Care<\/strong><\/h2>\n<p>Insurance companies drive the lucrative trans industry through reimbursements, but have been <a href=\"https:\/\/wng.org\/roundups\/patients-say-insurance-covered-their-sex-changes-but-not-detransition-care-1746561950\" target=\"_blank\" rel=\"noreferrer noopener\">resistant<\/a> to accommodating restorative procedures. Insurance coverage is heavily dependent on ICD-10 codes \u2014 standardized diagnosis numbers created by the World Health Organization and managed by the Centers for Disease Control and Prevention. <\/p>\n<p>Health workers include these codes in the reimbursement requests they send to insurance companies. Although <a href=\"https:\/\/amzn.to\/3YuVZYV\" >approved diagnosis codes backing \u201ctransition\u201d procedures exist<\/a> in the system, \u201cdetransition\u201d codes don\u2019t exist, a major stumbling block for those seeking restorative care. <\/p>\n<p>Anticipating the need, <a href=\"https:\/\/donoharmmedicine.org\/?utm_source=google&#038;utm_medium=cpm&#038;utm_campaign=gg&#038;gad_source=1&#038;gad_campaignid=20707841002&#038;gbraid=0AAAAAo-mml3hMSoVgWy7rAqdVqV0wnR6G&#038;gclid=CjwKCAjwvZHTBhAlEiwA1ug5P3XzqbujuOJLQtPYDZMOSg8S4P6897GScf4ELNnvzwygDxHKkMyR7hoC9gUQAvD_BwE\" target=\"_blank\" rel=\"noreferrer noopener\">Do No Harm<\/a> <a href=\"https:\/\/donoharmmedicine.org\/2026\/03\/17\/do-no-harm-cdc-adopt-new-medical-diagnosis-codes-detransition\/\" target=\"_blank\" rel=\"noreferrer noopener\">recommended<\/a> a new code for \u201cGender Identity Disorder in Remission (Desistance)\u201d to the Centers for Disease Control and Prevention. If added to the CDC\u2019s ICD-10-CM system, it would make detransitioners visible in health care records, insurance billing, and research, Cretella said. She said Do No Harm and ACPeds are \u201ccautiously optimistic\u201d the CDC will implement the change.<\/p>\n<p>The chaos caused by gender experimentation is not easily undone. New protocols will need to be established over time. Specific guidelines for tapering patients off opposite-sex hormone regimens don\u2019t exist yet, and would require health professionals to partner across specialties, Cretella said.<\/p>\n<p>But at a time rogue judges have <a href=\"https:\/\/www.courtlistener.com\/docket\/72077914\/93\/state-of-oregon-v-kennedy\/\" target=\"_blank\" rel=\"noreferrer noopener\">blocked<\/a> the Trump administration\u2019s attempts to end transgender surgeries for minors altogether, the legislation is a new flank in the fight against the transgender-industrial complex. While the Justice Department secures <a href=\"https:\/\/www.justice.gov\/opa\/pr\/justice-department-secures-resolution-cleveland-clinic-end-pediatric-gender-affirming-care\" target=\"_blank\" rel=\"noreferrer noopener\">agreements<\/a> with some clinics to end destructive transgender procedures and offer detransition care to minors, Harshbarger\u2019s bill could help victims of transgender ideology access the real care they need.<\/p>\n<hr>\n<p>      Ashley Bateman is a policy writer for The Heartland Institute.
