Moktar Hassan Aden (31), Mustafa Dayib Ali (29), Khalid Ahmed Dayib (26), and Abdifitah Mohamud Mohamed (27) established Brilliant Minds Services LLC in St. Paul’s Griggs-Midway Building, registering it as a Medicaid provider, as per court documents. The fraud highlights a growing trend of using AI to advance healthcare program scams nationwide, the DOJ noted. Assistant Attorney General Colin McDonald stated that the defendants exploited vulnerable populations and programs for personal gain, diverting taxpayer funds meant for homeless support into their own pockets. They have now pleaded guilty and will face justice; efforts to combat such frauds in Minnesota will persist. The DOJ referred inquiries to its recent press release, which also mentioned indictments against additional individuals linked to the scheme, including members of Minnesota’s Somali community. In November 2025, Minnesota’s Department of Human Services announced the termination of HSS due to credible fraud allegations. Court records reveal that Brilliant Minds claimed services for around 350 beneficiaries totaling over $2.25 million but did not provide all billed services; instead, employees fabricated notes and inflated service times to cover up unperformed work or exaggerate actual services rendered. The defendants also devised schemes to misappropriate federal health care funds intended for housing support for disabled and addicted individuals-funds meant as reimbursements were stolen instead of used appropriately.
