The legislation maintains previous cuts to the Supplemental Nutrition Assistance Program (SNAP) introduced by the One Big Beautiful Bill Act. Notably,the bill includes provisions requiring states to share the cost of SNAP benefits if thier error rates exceed a certain threshold; specifically,states with error rates of 10% or higher would need to contribute 20% of the food aid costs starting in fiscal 2031. The revised draft accounts for a one-year delay, a concession to Democratic opposition, and seeks bipartisan support. Additionally, the bill permits year-round sales of E15 fuel, a high-ethanol blend favored in farm states.
