Despite these public concerns, Senate Democrats and some republicans are blocking legislation like the SAVE America Act, which would require proof of citizenship and photo identification to vote. The bill, supported by many Americans, has been labeled \u201cdead on arrival\u201d by Senate Minority Leader Chuck Schumer and faces opposition rooted in previous Democratic efforts to oppose voter ID laws, even as some Democrats claim to support them in principle. Incidents of voter fraud, like in New York and other states, illustrate the need for stricter ID requirements. Additionally, the bill aims to address noncitizens voting, a problem exacerbated by the current reliance on an honour system that has allowed thousands of noncitizens to register and vote in various states. the poll underscores a disconnect between public opinion on election security and the legislative actions of Senate leadership.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>A new Gallup poll finds that more than a third of Democrats and nearly half of independents are worried about \u201cpeople who are ineligible to vote casting ballots in U.S. elections.\u201d Yet Senate Democrats (and a few RINOS) continue to block legislation to address those very concerns.<\/p>\n<p>The <a href=\"https:\/\/news.gallup.com\/poll\/712955\/election-concerns-run-high-ahead-2026-midterms.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">poll<\/a>, conducted with the Charles F. Kettering Foundation, found that 53 percent of all adults are worried about \u201cpeople who are ineligible to vote casting ballots in U.S. elections.\u201d When broken down among party lines, 78 percent of Republicans share that concern along with 36 percent of Democrats and 48 percent of independents. The poll also found 57 percent of all adults are worried about \u201cballots not being properly handled, counted or secured.\u201d Sixty-six percent of Republicans, 52 percent of Democrats, and 54 percent of independents share that concern.<\/p>\n<p>The survey was conducted via the web and mail between April 24 and June 10 amongst more than 23,000 adults. <\/p>\n<p>These concerns only serve as <em>more<\/em> reason for the Senate to pass the Safeguard American Voter Eligibility (SAVE) America Act. The legislation would, in part, require documentary proof of citizenship to register to vote and photo ID to cast a ballot.<\/p>\n<p>But after passing the House, the legislation has stalled in the Senate, where Democrats and some Republicans refuse to support it. Senate Minority Leader <a href=\"https:\/\/www.democrats.senate.gov\/news\/press-releases\/leader-schumer-floor-remarks-on-how-the-save-act-would-disenfranchise-millions-of-american-voters-says-it-is-dead-on-arrival-in-the-senate?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener\">Chuck Schumer<\/a> even declared the bill \u201cdead on arrival\u201d and branded it as Jim Crow despite widespread public concerns about election integrity issues that could be addressed by such legislation. But that opposition isn\u2019t new.<\/p>\n<p>It\u2019s the same position Democrats took during their earlier push to federalize elections vis-\u00e0-vis <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/BILLS-117hr1ih\/html\/BILLS-117hr1ih.htm?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener\">H.R.1<\/a>, which would have required states that <em>do<\/em> have voter ID laws to accept voters\u2019 signed affidavits attesting under penalty of perjury that they are who they say they are, while the <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/BILLS-117hr4ih\/pdf\/BILLS-117hr4ih.pdf?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noreferrer noopener\">John Lewis Voting Rights Advancement Act<\/a> would have required certain voter ID requirements get additional federal review. In other words, Democrats currently refusing to vote for the SAVE America Act have also previously targeted existing photo ID requirements, all while <a href=\"https:\/\/thefederalist.com\/2026\/03\/27\/47-democrats-vote-against-voter-id-after-claiming-theyd-support-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">claiming<\/a> they do not actually oppose voter ID.<\/p>\n<p>In fact, Sen. <a href=\"https:\/\/thefederalist.com\/2026\/07\/20\/democrats-cant-explain-their-hatred-of-voter-id-unfortunately-republicans-wont-make-them\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mark Warner<\/a>, D-Va., recently struggled to explain that position \u2014 that is, claiming to support voter ID but also opposing the SAVE America Act \u2014 during an ABC News interview. Warner indicated he supports voter ID in principle but would not support legislation that actually makes such a requirement law.<\/p>\n<p>But such a photo ID provision would prevent instances in which ineligible persons cast a ballot in someone else\u2019s name \u2014 a concern of many. Take for example the experience of <a href=\"https:\/\/thefederalist.com\/2024\/10\/30\/after-voter-finds-fraudulent-ballot-cast-in-his-name-new-york-tells-him-it-will-count-anyway\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mike Miner<\/a>, a New York voter who went to cast a ballot in the 2024 general election but was informed he had already voted at a separate polling location. Miner was given a provisional ballot, and a bipartisan team at the Dutchess County Board of Elections investigated the situation and found the signature provided by the first \u201cvote\u201d did not match Miner\u2019s actual signature. The board decided that Miner\u2019s affidavit ballot would count \u2014 but so did the fraudulent vote cast in Miner\u2019s name. <\/p>\n<p>Then there\u2019s the 2020 case involving <a href=\"https:\/\/www.inquirer.com\/news\/ralphthurman-chester-county-voter-fraud-20210920.html\" target=\"_blank\" rel=\"noreferrer noopener\">Ralph Thurman<\/a>. Thurman voted in person as himself. He then <a href=\"https:\/\/www.delcotimes.com\/2021\/09\/19\/willistown-republican-pleas-guilty-in-voting-case\/\" target=\"_blank\" rel=\"noreferrer noopener\">asked<\/a> a poll worker whether he needed ID, and, after being told no, he asked if he could vote for his son. The worker informed Thurman it was illegal. Nonetheless, Thurman returned some time later wearing a hat and sunglasses and cast a vote for his son. He was recognized by a poll worker and charged. Then there is the case of <a href=\"https:\/\/www.washingtontimes.com\/news\/2020\/sep\/9\/project-veritas-sting-nh-man-charged-admits-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Vincent Marzello<\/a>, who voted under his own name <a href=\"https:\/\/www.jezebel.com\/inside-project-veritass-cynical-transphobic-outing-of-1844978487\" target=\"_blank\" rel=\"noreferrer noopener\">with ID<\/a> in 2016 but then registered his alter ego, Helen Elisabeth Ashley, to vote and later voted under that alias since he signed an affidavit attesting his identity.<\/p>\n<p>All of these fraudulent incidents could have been prevented had photo ID been in place. <\/p>\n<p>The SAVE America Act\u2019s proof-of-citizenship requirement is also just as crucial and would address voters\u2019 concerns about ineligible voters casting ballots. Noncitizen voting is already illegal, but the only thing standing between noncitizens and our free and fair elections is a tiny square box on a federal registration form that requires prospective voters to attest under penalty of perjury that they are citizens. In other words, the honor system.<\/p>\n<p>This honor system has resulted in thousands of <a href=\"https:\/\/thefederalist.com\/2026\/06\/12\/hundreds-of-noncitizens-found-on-new-jersey-voter-rolls-after-senate-gop-helps-block-save-america-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">noncitizens<\/a> making it on the voter rolls across states like <a href=\"https:\/\/thefederalist.com\/2026\/07\/21\/6600-noncitizens-found-on-new-jersey-voter-rolls-as-democrats-fight-against-voter-id\/\" target=\"_blank\" rel=\"noreferrer noopener\">New Jersey<\/a>, <a href=\"https:\/\/thefederalist.com\/2026\/07\/29\/counting-noncitizens-in-the-census-undermines-american-democracy\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pennsylvania<\/a>, California, Nevada, and others. The SAVE America Act would amend the 1993 National Voter Registration Act to require documentary proof of citizenship. <\/p>\n<p>If the new Gallup poll shows anything, it\u2019s that Senate Democrats and RINOs aren\u2019t listening to what the people actually want.<\/p>\n<hr>\n<p>      Brianna Lyman is an elections correspondent at The Federalist.
