So while people won\u2019t look to the DNC after the whistle blows, they\u2019ll be obsessed with it as the rules of the game are set.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-1\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-1\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-15\" data-wex-ad=\"art-dsk-inart-1\"><\/div>\n<\/div>\n<\/div>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">Rufus Gifford, finance director for former President Barack Obama\u2019s 2012 reelection campaign and a\u00a0former junior finance staffer for the DNC, wrote in a Monday <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/rufusgifford1.substack.com\/p\/the-democratic-national-committee?r=exz1&#038;utm_medium=ios&#038;triedRedirect=true\">Substack post <\/a>that \u201cthe DNC is spiraling towards irrelevance.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cAt this point, I think there is no saving Martin\u2019s chairmanship,\u201d Gifford added. \u201cHe is a good man with good intentions but simply not meeting this critical moment.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The DNC\u2019s powerful Rules and Bylaws Committee <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/4662067\/dnc-south-carolina-first-state-2028-election-primary-calendar\/\">recently selected\u00a0South Carolina<\/a> as the first state to vote in the 2028 presidential primary process during a preliminary vote last week, a move that has ruffled the feathers of some progressives who claim it may stifle a grassroots candidate.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">But the revelations that Martin threw a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.nytimes.com\/2026\/07\/26\/us\/politics\/ken-martin-dnc-democrats.html\">phone at a junior staffer<\/a>, asked vendors not to bill the DNC until after the midterm elections, and used the DNC headquarters as collateral for <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.notus.org\/democrats\/dnc-headquarters-collateral-loan-ken-martin-phone\">a $15 million line of credit<\/a> have reignited calls for his ouster just two months after the botched release of a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/4578212\/ken-martin-resign-dnc-autopsy\/\">shelved autopsy report <\/a>on the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/2024-election\/\">2024<\/a> presidential election.<\/p>\n<p class=\"wp-block-paragraph\">Elections analyst Drew Savicki called the DNC \u201ca powerless organization\u201d and suggested both the DNC and Republican National Committee are \u201coutmoded concepts in today\u2019s world\u201d in a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/DrewSav\/status\/2081486673188118781\">social media post<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Particularly dragging down Martin\u2019s chairmanship is that recent Federal Election Commission reports show the DNC had $16.3 million cash on hand at the end of June but more than $18 million in debt, while the RNC had $128 million cash on hand.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Other Democratic committees and allied super PACs are considerably better funded, raising questions about whether major donors increasingly see them as more effective vehicles than the DNC. The Democratic Senatorial Congressional Committee had $41 million\u00a0cash on hand at the end of June, and the Democratic Congressional Campaign Committee had $79 million cash on hand.<\/p>\n<p class=\"wp-block-paragraph\">Many of the calls for Martin to step down have been loudest from outside Democrats, who cannot remove him. Former DNC Vice Chairman David Hogg and Rep. Sam Liccardo (D-CA) called for his resignation on social media. \u201cWe shouldn\u2019t have someone leading the DNC who can\u2019t raise money,\u201d Hogg wrote on X. \u201cLet alone someone who throws stuff at staff and can\u2019t raise money.\u201d<\/p>\n<p class=\"wp-block-paragraph\"><strong><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/4662067\/dnc-south-carolina-first-state-2028-election-primary-calendar\/\">DNC PANEL ADVANCES SOUTH CAROLINA AS FIRST STATE IN THE 2028 PRIMARY CALENDAR<\/a><\/strong><\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">But at least two members of the Rules and Bylaws Committee and others told the <em>Washington Examiner<\/em> they stand by Martin and downplayed suggestions that the DNC is irrelevant.<\/p>\n<p class=\"wp-block-paragraph\">\u201cKen has overwhelming support among DNC members,\u201d said one DNC member. \u201cHe will last.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The other DNC member said they \u201cstill stand by him and I think he will make it through this year.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">One Democrat, who has been involved with DNC members, told the <em>Washington Examiner<\/em> they hadn\u2019t heard internally that Martin would be pushed out and thought that if Democrats have a successful midterm night, Martin could likely hold on to the chairmanship.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI think the DNC has got an important role, and they might want to try to think about narrowing it versus trying to be everything to everyone,\u201d said the Democrat. \u201cEverything\u2019s about focusing on state parties.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The Democrat pointed out that Martin\u2019s paranoia about leaks to the media and the gatekeeping of important donor lists is likely causing harm not just to the DNC but to state party chairs who struggle to raise money.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAt the end of the day, everything comes down to who you know in your phone,\u201d they said. \u201cAnd you see it in Ken\u2019s behavior too; there\u2019s always this gatekeeping attitude because you\u2019re worried that if you give too much away, you lose your power.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Michael Kapp, another member of the Rules and Bylaws Committee, blamed the damaging leaks on those with an axe to grind against Martin over changing the financial structure of the DNC to prioritize the party infrastructure over consultants.<\/p>\n<p class=\"wp-block-paragraph\">\u201cLook at what\u2019s actually happening instead of what\u2019s being fed to reporters by those who have an axe to grind,\u201d said Kapp. \u201c$154.8 million raised so far under Chair Martin, against $95.2 million the last time Democrats were out of the White House \u2014 that\u2019s 60% more money raised, with grassroots donors carrying the load and big-donor support up 68% past the previous peak.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cAnd the timing isn\u2019t lost on me \u2014 this started the day after the RBC released a smooth, successful early window calendar under his leadership,\u201d said Kapp. \u201cThere\u2019s no internal appetite within the DNC to remove a chair who is outraising his predecessors and outperforming on the map with 99 days left before the midterms. You don\u2019t bench the guy who\u2019s winning \u2014 unless winning isn\u2019t what you care about.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Martin\u2019s relationships with state parties, particularly as a former president of the Association of State Democratic Committees, may be what ultimately save him, if he survives. As chairman, Martin has directed more funds to all 50 state Democratic parties, with $17,500 going to officials in blue states and $22,500 going to officials in red states.<\/p>\n<p class=\"wp-block-paragraph\">Martin also has the support of House Minority Leader Hakeem Jeffries (D-NY), who stood behind Martin\u2019s chairmanship while stumping in Pennsylvania over the weekend. But outside of the DNC, Democrats are growing more frustrated with Martin\u2019s leadership when they are hoping to retake at least one branch of Congress.<\/p>\n<p class=\"wp-block-paragraph\">The full DNC membership will meet in Austin, Texas, for its August meeting to fully ratify the 2028 calendar.
