Tom Barrett, a Michigan Republican and Army veteran, has centered his political efforts on supporting veterans and military-related issues. He has taken a notable stand by breaking ranks with President Trump on Iran, voting with Democrats to limit military actions and emphasizing the constitutional role of Congress in declaring war. Barrett’s military background informs his views on responsible war management and congressional oversight, especially regarding the ongoing Iran conflict, which he criticizes for not ending despite legislative attempts to constrain it. As a vulnerable incumbent in a competitive district, Barrett faces political pressure amid high energy prices linked to Iran’s activities and Democratic attacks associating him with these issues. While he initially supported military strikes,he shifted towards legislation to end hostilities, though he remains cautious about upcoming votes, such as funding for the Pentagon. Outside of foreign policy, Barrett advocates for reforms like redistricting and campaign finance laws and seeks bipartisan support. His reelection campaign is vital for his political future, amid a crowded democratic primary race and possible voter fatigue due to national politics. Barrett’s independence on key issues and his military veteran identity distinguish his approach in Congress.

LANSING, Michigan — Rep. Tom Barrett (R-MI) has made supporting veterans his bread and butter as a first-term congressman from a swing House district in Michigan.

Before stepping foot in the halls of Congress, his 22 years in the Army were the near-singular focus of biographical campaign ads.

Recommended Stories

Tom Barrett gets combative with break from Trump on Iran

Republicans make veganism the latest campaign flash point

Missouri congressional candidate accused of funneling $165,000 from terminated state campaign

It’s a path often taken by military veterans who run for office — and one that has largely kept Barrett out of the political fray. To this day, veterans’ issues are one of the few areas of common ground left in Washington.

But that emphasis on the military has lately taken a different turn. Barrett is one of the few Republicans to break with President Donald Trump on the war in Iran. He’s voted with Democrats to wind down hostilities and introduced his own guardrails on the use of military force.

His third “yes” vote came Thursday when the House took up another war powers resolution before leaving for the August recess.

In each case, Barrett, 45, has leaned on his background as an Army helicopter pilot to explain what he says is a constitutional duty to check the president’s war powers. He called the War on Terror a “defining feature” of his generation, one that took its toll in lives lost and the veterans still suffering from post-traumatic stress disorder.

Since arriving in Washington, Barrett said he often thinks about how his votes at the Capitol are cast only a stone’s throw from where his friend is buried at Arlington National Cemetery.

“As I look at it, the Constitution is very clear. One poll found that almost two-thirds of likely Michigan voters blamed Trump for the sticker shock.

Democrats, not surprisingly, have been relentless in associating Barrett with that spike.

Barrett initially supported the military strikes when the war began in late February, pushing for a “decisive and swift resolution to this conflict” but giving Trump space to degrade Iran’s military.

As the conflict dragged on, Barrett introduced legislation to place limits on the military operations and force their conclusion by the end of July. He released the bill shortly after the conflict passed the 60-day mark in May, a benchmark for ending hostilities set under the War Powers Act.

That evolution has opened Barrett up to speculation that he’s responding to the political reality that the war isn’t ending anytime soon. The conflict is now heading into its sixth full month after a fragile ceasefire deal fell apart on July 8.

Barrett says his focus has always been on responsibly managing the war, and that any political upside to distancing himself from the administration is incidental.

“I think everybody thinks every politician is making decisions through a lens of what’s going to get them elected,” Barrett said. “I look at it through the lens of what I told people I was going to do when I ran for office, and fundamentally, what I believe is the right thing to do.”

“I think if you do the right thing for the right reason, the politics tends to sort itself out,” he added.

The point of friction defies what has otherwise been a relatively uncontroversial first term for Barrett in the House. His focus has, to a large extent, been a steady stream of bills to address veteran care, several of which have passed the House.

In terms of temperament, Barrett, a father of four, is understated and generally avoids drawing attention to himself.

That’s not to say Barrett is shying away from the issues of the day. There’s an emphasis on reform in his legislation, including bills he’s sponsored to rein in mid-decade redistricting and overhaul campaign finance laws. In April, he drafted an amendment to sunset congressional war authorizations every five years.

The difference with the Iran conflict is that he’s openly and unapologetically breaking with the Trump administration and is virtually on an island in doing so. Just three other Republicans have voted to end the war in the House, one of whom is an outspoken non-interventionist.

The next test for Barrett will come when the House votes on $60 billion for the Pentagon that Democrats have panned as a “permission slip” for the war. Barrett supported a blueprint for that legislation that passed the House on Wednesday, but is noncommittal on his final vote, which will take place sometime after the August recess.

“I’m still working my way through it,” he said, telling the Washington Examiner that he wanted the United States to have a “robust defense capability” but that he’s doing his “due diligence.”

“For every American, regardless how they think or feel about the engagement in Iran, we want to make sure that we’re keeping all Americans safe through the threat environment that’s out there,” he said, “but I’m still working through the particulars of it.”

Barrett, who spent almost a decade in the Michigan statehouse before arriving in Congress, will be making that decision under tremendous pressure from House GOP leadership to vote “yes.” On any party-line vote, Republicans can only lose two members due to their razor-thin House majority.

The Iran war is not the only political flashpoint that has put Barrett in conflict with the Trump administration. He vented rare frustration at the Pentagon earlier this year over its handling of the 2025 plane crash with a military helicopter over the Potomac River.

Congress has since passed reforms, including language from his legislation to improve collision detection systems, but Barrett suggested the Pentagon was resisting accountability and congressional oversight at the time.

In the interview, he gently pushed back when asked about Trump’s plans to build a triumphal arch in front of the entrance to Arlington National Cemetery, a proposal that has received backlash from veterans groups.

“My position on Arlington is that we ought to preserve the space available there for the purpose that it was designed for,” Barrett said.

The arch, set to stand 250 feet tall to celebrate America’s 250th anniversary, has raised complaints that its scale and ornate design clash with what is supposed to be a quiet tribute to fallen soldiers.

On the whole, Barrett is not exactly running away from the administration as he sells Republicans’ legislative agenda. He’s welcomed several Cabinet secretaries to his home district over the last month, including Health Secretary Robert F. Kennedy, and said he’d do the same for Trump if he’s interested in making the trip. The president will travel to Oakland County, on the eastern side of the state, on Monday.

“Absolutely, that’s a big deal to have the president of the United States come to your congressional district,” he said.

In Congress, Barrett has focused more on sponsoring bipartisan legislation as a way to signal his independence than breaking with congressional leadership outright. He was an early Republican co-sponsor of legislation to release the Epstein files — although he was not one of the four House Republicans who joined Democrats to force a floor vote.

His campaign for a second term will be a gauge of whether voters in Michigan’s 7th Congressional District are taking note of the daylight he’s created. One of the billboards on I-96, an interstate that snakes its way from Detroit to his district, touts Barrett as an “independent leader for mid-Michigan.”

The alternative is that Barrett gets swept up in a midterm backlash to Trump and his policies. He is already facing the electoral headwinds that come with being a member of the party in power, but the war has contributed to presidential approval ratings that have slumped to the low 40s.

Barrett won’t know for another week which of the three Democrats competing in the primary for his House seat will be his challenger for the general election, but said he’d “confidently” take on any of them.

MICHIGAN DEMOCRATS FEAR VOTERS WILL STAY HOME AFTER MUDSLINGING SENATE PRIMARY

Two have national security backgrounds like Barrett.
