The complaints also allege Willett personally covered refunds for donors whose checks bounced due to depleted campaign funds, without disclosing these payments. Willett\u2019s campaign denies the allegations, dismissing them as a politically motivated attack coinciding with a website campaign against his primary opponent, radio personality Chris Stigall.The complaints were filed just before the election and are unlikely to be resolved before the primary on August 4. Sam Graves (R-MO), who <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/travel\/4506475\/missouri-rep-sam-graves-withdraws-2026-reelection-bid\/\">withdrew<\/a> his 2026 reelection bid after the Missouri legislature redrew the state\u2019s congressional map. The Republican-led <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/4565536\/missouri-supreme-court-map-2026-elections\/\">redistricting measure<\/a>, which aimed to dilute Democratic voting power around Kansas City, shuffled the 13-term congressman\u2019s safely conservative district, a rural area that is <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/insideelections.com\/a-detailed-analysis-of-missouris-new-congressional-map\/\">still solidly red<\/a> but absorbed more of Kansas City\u2019s <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/bestneighborhood.org\/conservative-vs-liberal-map-north-kansas-city-mo\/\">blue-leaning<\/a> suburbs.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-1\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-1\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-15\" data-wex-ad=\"art-dsk-inart-1\"><\/div>\n<\/div>\n<\/div>\n<div class=\"article-paywall\">\n<p class=\"wp-block-paragraph\">Liberty Alliance, a Kansas City-based conservative group, filed complaints last week to the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/Federal-Election-Commission\/\">Federal Election Commission<\/a> and the Missouri Ethics Commission alleging that Willett illegally transferred money through a Georgia charity, using it as a pass-through entity to divert cash on hand from his state coffers to a federal super PAC aligned with Willett.<\/p>\n<p class=\"wp-block-paragraph\">According to the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/libertyallianceusa.com\/wp-content\/uploads\/2026\/07\/WILLETT_FEC_COMPLAINT_WITH-EXHS.pdf\">277-page complaint<\/a> to the FEC, Willett\u2019s state committee sent $165,384.46 to Grassroots America, a small nonprofit organization in Georgia, on the same day the committee filed paperwork terminating its existence. FEC filings show that within weeks, Grassroots America contributed <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/docquery.fec.gov\/cgi-bin\/forms\/C00878264\/1993096\/sa\/ALL\">$160,384.46<\/a>, that near-exact amount to the penny, except for $5,000, to the Conservative Future Fund, a federal super PAC that has spent <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/docquery.fec.gov\/cgi-bin\/forms\/C00878264\/2001604\/se\">more than $207,000<\/a> on political ads supporting Willett.<\/p>\n<p class=\"wp-block-paragraph\">Liberty Alliance suspects that the difference of $5,000 between what Willett gave Grassroots America and the nonprofit organization\u2019s contribution to the Conservative Future Fund reflects an administrative fee that Grassroots America charged for facilitating the transaction.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/congressional\/4502665\/missouri-democrats-lose-mid-decade-redistricting-challenge-gop\/\"><strong>DEMOCRATS LOSE CHALLENGE TO MISSOURI\u2019S MID-DECADE REDISTRICTING PUSHED BY GOP<\/strong><\/a><\/p>\n<p class=\"wp-block-paragraph\">Grassroots America\u2019s treasurer, Jason Boles, simultaneously serves as the\u00a0treasurer\u00a0of Willett\u2019s federal campaign committee and owns the compliance firm that Willett\u2019s federal committee paid in the amount of $5,500 during the same reporting period as the transactions at issue. Tax forms identify Boles, the president and CEO of Tabularius Compliance, as Grassroots America\u2019s principal officer. Both entities also list the same <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/tabularius-compliance.com\/\">mailing addresses<\/a> in Alpharetta, Georgia.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis isn\u2019t a coincidence \u2014 it\u2019s a candidate using a shell of a nonprofit that shares a treasurer with his own campaign to launder his old campaign account into a super PAC built to elect him to Congress,\u201d Andy Bakker, the executive director of Liberty Alliance USA, said in a statement. <\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">The money that Grassroots America gave the Conservative Future Fund accounts for more than three-fourths of the super PAC\u2019s spending on pro-Willett ads.<\/p>\n<p class=\"wp-block-paragraph\">When several donors who had contributed to Willett\u2019s state Senate campaign requested refunds, the checks they received bounced and were returned for \u201cinsufficient funds,\u201d according to bank statements included as exhibits, because the committee\u2019s account had already allegedly been depleted by the outbound six-figure transfer to Grassroots America. The <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/libertyallianceusa.com\/wp-content\/uploads\/2026\/07\/WILLETT_MEC_COMPLAINT_WITH-EXHS.pdf\">complaint<\/a> to the Missouri Ethics Commission said that Willett personally covered the shortfall to make the donors whole, without ever disclosing those payments to the state regulators.<\/p>\n<p class=\"wp-block-paragraph\">\u201cNathan Willett knew exactly how much money he was pulling out of that account, and he knew his own donors were still owed refunds from it,\u201d Bakker said. \u201cHe drained the account anyway, their checks bounced, and voters never heard a word about it until he quietly wrote personal checks to clean up the mess.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Willett\u2019s campaign has not directly addressed the claims in the ethics complaints nor explained the dubious flow of funds.<\/p>\n<p class=\"wp-block-paragraph\">A spokesperson for Willett, however, noted to the <em>Washington Examiner<\/em> that the \u201cfrivolous\u201d complaints against him were submitted on Monday, the same day that the Willett campaign launched a website calling <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/salempodcastnetwork.com\/podcasts\/the-chris-stigall-podcast\">conservative radio personality<\/a> Chris Stigall, his primary opponent, an \u201canti-Trump radio host.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis is a baseless attack from a flailing campaign desperate to talk about anything other than Chris Stigall\u2019s history of repeated betrayals and attacks on President Trump,\u201d the Willett campaign spokesperson said.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-5\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-5\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-26\" data-wex-ad=\"art-dsk-inart-5\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Liberty Alliance also goes by the name Cornerstone 1791, whose leadership overlaps with the Herzog Foundation, according to <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/missouriindependent.com\/2023\/07\/10\/nonprofit-near-kansas-city-seeks-to-become-epicenter-of-the-school-choice-movement\/\">a 2023 investigation<\/a> by the <em>Missouri Independent<\/em>. Stigall works as a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/herzogfoundation.com\/about\/\">content manager<\/a> for the Herzog Foundation, serving as <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/chrisstigall.com\/about-chris-stigall\">a part-time content creator<\/a>, according to <em>The Chris Stigall Show\u2019s<\/em> website. Todd Graves, the retiring congressman\u2019s brother, also <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/herzogfoundation.com\/members\/todd-graves\/\">chairs<\/a> the Herzog Foundation\u2019s board of directors.<\/p>\n<p class=\"wp-block-paragraph\">Stigall, 49, is backed by Graves, 62, who said in his <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.facebook.com\/gravesforcongress\/posts\/pfbid02gDiQVpjXJYxFqrrHPYxZChuZMsoj8VQiDser8NmYW7BTDE8r4i3tHLvSF1gkj2Sjl?rdid=gH8A90MVXOjxUnLq#\">endorsement announcement<\/a> that Stigall is \u201cthe best suited\u201d candidate to succeed him as he prepares to \u201cpass the torch to the next generation.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Graves weighed in on the money-funneling allegations against Willett: \u201cThat is absolutely illegal, and I looked at the evidence, and it\u2019s pretty convincing,\u201d Graves <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/x.com\/ComeTakeItPAC\/status\/2079596126232019211\">told<\/a> KCMO Talk Radio. \u201cAnd it\u2019s unfortunate that Nate, he tried to do this or tried to cover up. Neither complaint is likely to be adjudicated ahead of the Aug. 4 primary, though they offer fresh ammunition for attacking Willett.<\/p>\n<p class=\"wp-block-paragraph\">Bakker told the<em> Kansas City Star<\/em> that Liberty Alliance had \u201c<a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.kansascity.com\/news\/politics-government\/article316584706.html\">zero communication<\/a> with the Stigall campaign\u201d about the complaints and that the group has a history of <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/libertyallianceusa.com\/liberty-alliance-usa-files-ethics-complaint-against-senate-candidate-lucas-kunce-for-violating-federal-law\/\">acting as a watchdog<\/a> \u201cwhen we identify potential ethical violations.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Willet\u2019s campaign has nicknamed the Missouri-born podcaster \u201cPhiladelphia Stigall,\u201d who was the host of a morning show on Philadelphia radio station WPHT from 2010 to 2019 before he <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.kansascity.com\/opinion\/opn-columns-blogs\/david-hudnall\/article315281807.html\">moved back to Missouri<\/a> during the COVID-19 pandemic.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s no coincidence this frivolous complaint was launched the same day we launched <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/philadelphiastigall.com\/\">www.philadelphiastigall.com<\/a> detailing Stigall\u2019s horrible attacks on Trump,\u201d the Willett campaign told the <em>Washington Examiner<\/em>.<\/p>\n<p class=\"wp-block-paragraph\">Willett\u2019s website attacking Stigall appears to be a counterattack to an anti-Willett website created by a pro-Stigall political action committee called Come and Take It PAC. The website, <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"http:\/\/www.wokenatewillett.com\">www.wokenatewillett.com<\/a>, brands the Kansas City councilman as \u201cWoke Willet\u201d for voting in favor of several city ordinances that awarded taxpayer funding to various LGBT organizations,\u00a0including the Kansas City Pride Parade and the Missouri Gay Rodeo Association.
