Efforts to influence Cuba&#8217;s political trajectory are underway, with some experts stressing the importance of achieving a clear victory before the upcoming midterm elections. <\/p>\n<p>Within Cuba, discussions about &#8220;fraudulent change&#8221;-a strategy where superficial economic reforms are implemented to preserve the regime&#8217;s power without genuine political liberty-continue to loom large. More <a href=\"https:\/\/www.thetimes.com\/comment\/columnists\/article\/trump-fans-would-relish-quick-win-cuba-hpxb8xg7d\">experts<\/a>  are highlighting what we had already anticipated in The Washington Stand: the importance of the administration securing a decisive victory regarding the island before the November midterm elections. At the same time, various political pieces are moving within the country, carrying a faint whiff of \u201ccambio-fraude\u201d (fraudulent change).<\/p>\n<p>\u201cFraudulent change\u201d is a <a href=\"https:\/\/hypermediamagazine.com\/sociedad\/no-al-cambio-fraude\/no-al-cambio-fraude-si-a-la-liberacion\/\">concept<\/a> outlined by Oswaldo Pay\u00e1, a respected dissident murdered by the Castro regime. Essentially, it describes the regime\u2019s maneuvers to ensure the totalitarian system\u2019s survival through cosmetic economic reforms \u2014 without granting political freedoms or fundamental rights \u2014 thereby keeping the same elite in power.<\/p>\n<p>Those two words have loomed like shadows over Cuba\u2019s political processes and civil society actors in recent decades \u2014 particularly those seeking to reform socialism, the dark spirit which has driven, structured, and embodied the end of the prosperous Cuban Republic since 1959.<\/p>\n<p>Recently, the <a href=\"https:\/\/www.cubanet.org\/roberto-veiga-el-regreso-a-cuba-de-la-oposicion-leal\/\">return<\/a> to the island of centrist thinker Roberto Veiga drew attention. He stated he was coming back to contribute to \u201copening up and national reconstruction.\u201d This development is notable because the man who coined terms like \u201cloyal opposition\u201d and \u201cagreed-upon change\u201d had been living in Spain since 2019 \u2014 a departure he had <a href=\"https:\/\/www.programacuba.com\/espero-regresar-a-mi-pais-a-servirle\">described<\/a> as a choice between \u201cthe ignominy of insilio (internal isolation) or the frustration of exile.\u201d<\/p>\n<p>According to Veiga, the privilege of returning \u2014 something other exiles could not even imagine under the current tyranny \u2014 comes with pressures and interrogations. Indeed, his return <a href=\"https:\/\/www.facebook.com\/lalechuzadelteambuho\/posts\/pfbid0ZwtSpEuazUm3nvx41ZZcsoRHYvcQj94FfiThgyGsK8aEvbswGdEStsrKMtcRHw79l\">raises doubts<\/a>, not least because of the suspicion that he might play a role in a controlled reform orchestrated by the Castro regime, lacking any genuine democratization of the country.<\/p>\n<p>This view stems from the fact that, since the early 2000s, he edited the Catholic magazine Espacio Laical. Pay\u00e1 <a href=\"https:\/\/hypermediamagazine.com\/sociedad\/no-al-cambio-fraude\/no-al-cambio-fraude-si-a-la-liberacion\/\">lamented<\/a>  that the editors acted like \u201ctrue persecutors, ensuring that no one within the Church voiced open criticism of the government.\u201d According to him, laypeople favoring \u201cdialogue\u201d with the Castro regime dominated Catholic Church publications on the island, acting as \u201cbona fide political commissars.\u201d<\/p>\n<p>The picture is rounded out by dictator Miguel D\u00edaz-Canel\u2019s appointment of <a href=\"https:\/\/efe.com\/economia\/2026-06-17\/diaz-canel-pide-propuestas-reforma-economica-expertos-no-oficialistas-criticos\/?utm_source=chatgpt.com\">economists<\/a> \u2014 presented as \u201ccritical\u201d or \u201cindependent\u201d \u2014 to advise on reforms for the ailing socialist economy. These appointments aim to create an international impression that the island is open to changes regarding property rights or the liberalization of its economic model.<\/p>\n<p>These economists, who now meet directly with the First Secretary of a Communist Party currently holding over 1,200 political prisoners, had previously made a name for themselves within opposition circles through <a href=\"https:\/\/eltoque.com\/author\/omar-everleny-perez-villanueva\">media outlets<\/a> that present themselves as independent.<\/p>\n<p>Two of them, Omar Everleny P\u00e9rez Villanueva and Juan Triana, have been part of Cuba Posible, an initiative led by Veiga.<\/p>\n<p>This shifting of pieces \u2014 favoring dialogue with the regime, leaning toward reformism, and condemning U.S. sanctions against the dictatorship \u2014 is noteworthy. \u201cTime will tell whether we are witnessing a genuine political proposal or a long-term intelligence operation designed to foster an opposition loyal to a regime struggling to survive the severe material and moral crisis it currently faces,\u201d remarked Cuban-American columnist Eduardo Mesa.<\/p>\n<p>Whether they are agents or mere sympathizers of the tyranny, it should be just as alarming as the fact that they advocate for reforming socialism and ensuring its survival in a new republic. That would amount to poisoning the newborn \u2014 failing to learn even the most basic lesson after nearly 70 years of tragedy.<\/p>\n<p>As exiled political scientist Antonio Blanco Gil has <a href=\"https:\/\/www.cubanet.org\/agentes-de-influencia-guennady-rodriguez-el-youtuber\/\">noted<\/a>, while there are agents of influence linked to the regime, there are others who are not necessarily part of State Security. These are individuals who \u201cnaturally spread the regime\u2019s disinformation lines because they  ideologies, goals, interests, or business dealings with the powers that be on the Island; at times, they present themselves as members of the opposition or as dissidents, yet their actions objectively serve the dictatorship.\u201d They are \u201cfellow travelers.\u201d<\/p>\n<p>Another version of the sham change that Trump must avoid is negotiating a continuation of the status quo with the Castros \u2014 specifically with Ra\u00fal Guillermo Rodr\u00edguez Castro, Ra\u00fal Castro\u2019s grandson, as a recent USA Today <a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2026\/07\/06\/nieto-raul-castro-negociar-trump-cuba-exclusiva\/90814457007\/\">interview<\/a> has suggested.<\/p>\n<p>\u201cEl Cangrejo\u201d (The Crab) \u2014 as he is known \u2014 holds no public office, yet serves as his grandfather\u2019s head of security. His role reinforces what I have said for years: while we were taught in school that the higher stage of socialism was communism, reality has shown that the higher stage of socialism is absolute monarchy \u2014 not even a parliamentary one, but a regression of centuries by Western standards.<\/p>\n<p>That, too, would be a sham change: leaving the Castro clan in power. My recommendation to the State Department \u2014 as I wrote a few months ago \u2014 is to avoid falling into the Castros\u2019 traps.
