The trump governance&#8217;s efforts, especially the passage of H.R. 1 (the &#8220;One Big Lovely Bill&#8221;), played a significant role by providing tax incentives such as full expensing for research and development and deductions for new facilities, which helped boost confidence among manufacturers. These policies, combined with tax cuts for workers and families, contributed to some positive momentum.<\/p>\n<p>Though, despite these signals of growth, overall manufacturing progress remains modest. Job numbers have increased slightly but are still below pre-pandemic levels. Total industrial spending and production are still below 2008 levels,and recent reports indicate ongoing uncertainty due to trade issues,tariffs,and volatile energy prices. The Deloitte outlook for 2026 points to potential opportunities ahead, especially if trade deals improve and policies continue to support manufacturing. The administration promotes H.R. 1 as a key factor in recent gains and has declared a &#8220;Made in America Week,&#8221; emphasizing the ongoing efforts to bolster domestic industry.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>After decades of decline, American manufacturing has turned toward modest growth and reshoring: new investments, new factories, new jobs. The Trump administration, which has a mixed record of drawing attention to the change in the business environment, shares the credit with the entrepreneurs who are doing the rebuilding. <\/p>\n<p>The admin did the most important thing government can do: It <em>got out of the way<\/em>. But a set of mixed economic signals suggests that government could get out of the way a lot more.<\/p>\n<p>Start with the good news. A <a href=\"https:\/\/nam.org\/wp-content\/uploads\/2026\/07\/NAM_Tax_Wins_Collection_Final.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> released this week by the National Association of Manufacturers (NAM) describes new investments in manufacturing in every state, starting with the construction of a <a href=\"https:\/\/novelis.com\/locations\/bay-minette\/\" target=\"_blank\" rel=\"noreferrer noopener\">new aluminium plant<\/a> in Alabama that will be built at the projected cost of $5 billion.<\/p>\n<p>The manufacturing association credits H.R. 1, the Trump-promoted <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1\" target=\"_blank\" rel=\"noreferrer noopener\">One Big Beautiful Bill<\/a> (OBBB), for the arrival of growth and new investment. \u201cBy signing H.R. 1 into law,\u201d the association states, \u201cPresident Trump gave manufacturers the foundation, competitiveness and certainty to invest \u2014 in new facilities and equipment, jobs and wage growth, cutting-edge research and our global competitiveness.\u201d<\/p>\n<p>You can read a summary of tax incentives for manufacturers in H.R. 1 <a href=\"https:\/\/www.plantemoran.com\/explore-our-thinking\/insight\/2025\/07\/the-one-big-beautiful-bill-insights-for-manufacturers\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>, from the tax consultancy and wealth management firm Plante Moran. Among the tax incentives in the bill were 100 percent tax deductions for new manufacturing facilities and the \u201cfull expensing\u201d of research and development costs. \u201cThe OBBB offers a powerful set of tools to reduce tax liability and reinvest in growth,\u201d the firm concludes.<\/p>\n<p>Another piece of the same bill focused on tax cuts for workers and families, like limits on taxes for tips and overtime, in what were called <a href=\"http:\/\/home.treasury.gov\/wftc\/\" target=\"_blank\" rel=\"noreferrer noopener\">Working Families Tax Cuts<\/a>.<\/p>\n<p>While the trend is positive, manufacturing growth remains distinctly modest. As NAM <a href=\"https:\/\/nam.org\/mfgdata\/facts-about-manufacturing-expanded\/\" target=\"_blank\" rel=\"noreferrer noopener\">reports elsewhere<\/a>, American manufacturers added 3,000 jobs in June, but manufacturing employment \u201chas been in decline over the past few years and is slightly below pre-pandemic levels.\u201d<\/p>\n<p>While manufacturers keep <a href=\"https:\/\/www.industrialsage.com\/us-manufacturing-investment-tracker\/\" target=\"_blank\" rel=\"noreferrer noopener\">announcing new investments<\/a>, the St. Louis Fed shows total domestic spending on manufacturing construction <a href=\"https:\/\/fred.stlouisfed.org\/series\/TLMFGCONS\" target=\"_blank\" rel=\"noreferrer noopener\">declining overall<\/a> against 2024. And <a href=\"https:\/\/fred.stlouisfed.org\/series\/IPMAN\" target=\"_blank\" rel=\"noreferrer noopener\">another tracker<\/a> from the St. Louis Fed shows that total industrial production in the United States is still below 2008 levels.<\/p>\n<p>The <a href=\"https:\/\/www.investopedia.com\/terms\/b\/bigfour.asp\" target=\"_blank\" rel=\"noreferrer noopener\">Big Four<\/a> accounting firm Deloitte publishes an annual \u201cmanufacturing industry outlook,\u201d and its <a href=\"https:\/\/www.deloitte.com\/us\/en\/insights\/industry\/manufacturing-industrial-products\/manufacturing-industry-outlook.html\" target=\"_blank\" rel=\"noreferrer noopener\">2026 report<\/a> is a mixed bag. Incomplete trade deals and punitive tariffs that raised the cost of component goods made 2025 a year of uncertainty and contraction for American manufacturers, according to Deloitte, but \u201cthere are opportunities for US manufacturers on the horizon in 2026.\u201d<\/p>\n<p>\u201cThe passage of a major tax and spending bill, commonly called the One Big Beautiful Bill Act, includes several tax provisions that could lower costs and encourage manufacturing investment,\u201d Deloitte concludes.\u00a0\u201cThe announcement of additional revised US trade deals, such as those struck with the United Kingdom and Vietnam, could help reduce uncertainty, while <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/chinese-banks-are-flush-with-cash-nobody-wants-to-borrow\/\" title=\"Chinese Banks Are Flush With Cash Nobody Wants to Borrow\">interest rate cuts<\/a> might help reignite demand for manufactured goods.\u201d <\/p>\n<p>Ongoing volatility in <a href=\"https:\/\/tradingeconomics.com\/commodity\/brent-crude-oil\" target=\"_blank\" rel=\"noreferrer noopener\">energy prices<\/a> from an extended war with Iran may add more uncertainty for producers.<\/p>\n<p>The administration credits H.R. 1 for the evidence of recent progress. \u201cPresident Trump pledged to revive American manufacturing and industry, and the Working Families Tax Cuts is helping him deliver,\u201d White House spokesman Kush Desai told The Federalist. \u201cKey provisions in this historic legislation like full equipment expensing complement the Administration\u2019s other policies like deregulation, energy abundance, and tariffs that have helped fuel trillions of dollars in manufacturing investments.\u201d<\/p>\n<p>President Trump has <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2026\/07\/made-in-america-week-2026\/\" target=\"_blank\" rel=\"noreferrer noopener\">declared<\/a> this \u201cMade in America Week.\u201d<\/p>\n<hr>\n<p>      Chris Bray is a senior correspondent at The Federalist and a former infantry sergeant in the U.S. Army.
