Quote: \u2018House Republicans face final week gauntlet.\u2019 Another said, \u2018Johnson\u2019s rocky sprint to recess.\u2019 Another said it was \u2018Johnson\u2019s make-or-break week.\u2019 Despite nearly every Democrat voting against everything I just read you, House Republicans delivered.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The votes were narrow victories, however, with a few Republicans opposing the items on the House floor. On the NDAA, seven Republicans opposed the measure, including Reps. Anna Paulina Luna (FL), Tim Burchett (TN), Thomas Massie (KY), Chip Roy (TX), and Eli Crane (AZ). Six Democrats supported the resolution, which helped the bill cross the finish line.<\/p>\n<p class=\"wp-block-paragraph\">The budget resolution, which would allot money for the Pentagon, farm aid, and election reforms, enjoyed more Republican support. Only Massie and Rep. Warren Davidson (R-OH) voted against the measure over a lack of cuts to offset the new spending. Rep. Kevin Kiley (I-CA), who caucuses with Republicans, also voted no.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-2\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-2\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-16\" data-wex-ad=\"art-dsk-inart-2\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Massie was also the sole GOP no vote on a stopgap measure that would extend government funding until December. The bill passed the House on Tuesday.<\/p>\n<p class=\"wp-block-paragraph\">On both the NDAA and the stock trading legislation, the House merged the <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/save-america-act\/\" type=\"post_tag\" id=\"22939\">SAVE America Act<\/a>, the GOP\u2019s flagship voter ID and proof-of-citizenship bill, onto the measures as part of an agreement with Johnson to get support from GOP holdouts.<\/p>\n<p class=\"wp-block-paragraph\">The heavy lifting Johnson had to do to get those bills passed before the House leaves for its monthlong August recess may ultimately amount to little in the Senate. In the upper chamber, Majority Leader <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/john-thune\/\" type=\"post_tag\" id=\"178\">John Thune<\/a> (R-SD) is navigating his own thin majority.\u00a0Thune has already said the fate of the SAVE America Act in the Senate is a \u201cfunction of math,\u201d and the legislation does not have the votes.<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-3\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-3\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-17\" data-wex-ad=\"art-dsk-inart-3\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">But Thune also told reporters on Tuesday that the Senate is not likely to take up the House\u2019s effort to fund the government either, and would be working on its own plan to avert a <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/government-shutdown\/\" type=\"post_tag\" id=\"18\">government shutdown<\/a> at the end of September. The Senate plan will include funding requests from the Trump administration that were not included in the House version.<\/p>\n<p class=\"wp-block-paragraph\">Thune also pumped the brakes on Johnson\u2019s efforts to begin the reconciliation process by saying the Senate would not move the party-line measure until a government funding bill is passed. He also floated using the House-passed measure as a vehicle to do so. <\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a possibility that if necessary, we could pull that budget resolution passed by the House and use it to fund government,\u201d Thune said. \u201cI hope that\u2019s not necessary.\u201d<\/p>\n<div class=\"wex-inarticle-ad wex-inarticle-ad-art-dsk-inart-4\">\n<div class=\"wex-ad-wrap wex-ad-art-dsk-inart-4\" style=\"min-height:90px\"><span class=\"wex-ad-label\" hidden>Advertisement<\/span><\/p>\n<div id=\"div-gpt-ad-3182201-25\" data-wex-ad=\"art-dsk-inart-4\"><\/div>\n<\/div>\n<\/div>\n<p class=\"wp-block-paragraph\">Johnson said that he spoke with Thune for \u201cabout an hour\u201d on Tuesday, and that the two men are working \u201cparallel tracks\u201d and have the same objectives. <\/p>\n<p class=\"wp-block-paragraph\">\u201cI think he\u2019s looking at all contingencies,\u201d Johnson told reporters when asked about the possibility Thune could hold on to the budget resolution. \u201cWe\u2019ll be moving the product through the House and getting it to him, and then we\u2019ll coordinate on the strategy.
