At the time, Hur <a target=\"_blank\" rel=\"noopener noreferrer\" href=\"https:\/\/www.justice.gov\/storage\/report-from-special-counsel-robert-k-hur-february-2024.pdf\">released a report<\/a> finding that, multiple times, \u201cMr. Biden read classified notes from national security meetings to Zwonitzer nearly verbatim,\u201d as he wrote his 2017 memoir, <em>Promise Me Dad: A Year of Hope, Hardship and Purpose<\/em>. However, the special counsel opted out of bringing criminal charges against Biden, explaining that there was a high probability that the Justice Department would not be able to prove Biden\u2019s intent beyond a reasonable doubt. <\/p>\n<p class=\"wp-block-paragraph\">The Heritage Foundation has argued that there was significant public interest in releasing all the tapes to provide
