Hawley has previously proposed legislation to ban the drug and seek legal remedies against foreign manufacturers, emphasizing that Plan C operates as a hub for unlawfully delivering abortion drugs despite federal and state restrictions.Websites like Plan C facilitate easy access to abortion pills, even for minors and without proper medical consultations, raising concerns about misuse, coercion, and potential harm to women. Josh Hawley, R-Mo., is asking the Trump Administration\u2019s legal enforcement arm to formally investigate abortion drug dealer marketplace\u00a0Plan C\u00a0for flouting the law by advertising the shipment of mifepristone to states where it is banned.<\/p>\n<p>Hawley previously introduced <a href=\"https:\/\/www.foxnews.com\/politics\/hawley-introduces-bill-strip-fda-approval-from-inherently-dangerous-abortion-pill\" target=\"_blank\" rel=\"noreferrer noopener\">legislation<\/a> to ban the <a href=\"https:\/\/thefederalist.com\/2025\/05\/06\/exclusive-see-the-airtight-methodology-showing-11-of-pill-abortions-cause-maternal-injury\/\" target=\"_blank\" rel=\"noreferrer noopener\">popular and dangerous abortion drug<\/a> and give survivors a legal remedy against foreign abortion pill makers. Successfully curbing the illicit shipping of those pills into states where they are banned requires more, including intervention from the Department of Justice in the form of a criminal investigation, he wrote in a criminal referral on Monday.<\/p>\n<p>\u201cAt the center of the effort is an entity called Plan C, a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/left-wing-propagandists-send-virginians-fake-newspaper-promoting-democrat-gerrymander\/\" title=\"Propagandists Send Fake &#039;Newspaper&#039; Promoting VA Gerrymander\">left-wing dark-money operation<\/a> that styles itself a \u2018public health information campaign\u2019 but functions, in practice, as the referral and logistics hub for shipping abortion drugs into states whose laws prohibit it,\u201d Hawley wrote in his letter to Attorney General nominee Todd Blanche.<\/p>\n<p>More than a <a href=\"https:\/\/usafacts.org\/articles\/which-states-ban-the-abortion-pill\/\" target=\"_blank\" rel=\"noreferrer noopener\">dozen states<\/a> ban mifepristone for chemical abortions. Yet, websites like Plan C enable anyone with Internet access, even people in pro-life states, to order abortion pills to their door in <a href=\"https:\/\/thefederalist.com\/2025\/05\/05\/it-took-me-only-30-seconds-to-order-deadly-abortion-pills-in-a-state-where-theyre-illegal\/\" target=\"_blank\" rel=\"noreferrer noopener\">less than a minute<\/a>.<\/p>\n<figure><\/figure>\n<p>\u201cI could\u2019ve purchased the drugs online through international or stateside abortion facilities or online vendors. Don\u2019t want to go through a medical provider? No problem, according to Plan C. Skip the medical consultation and ID requirements and get pills from \u2018community members.\u2019 Are you a minor? Despite the \u2018legal risks,\u201d they still provide drugs for children without parental consent,\u2019 Federalist contributor Jordan Butler previously documented. <\/p>\n<figure><\/figure>\n<p>The prevalence of mail-order mifepristone has paved the way for abuse and injury to plague women who wanted to keep their babies. A majority of abortions, 70 percent, <a href=\"https:\/\/lozierinstitute.org\/hidden-epidemic-nearly-70-of-abortions-are-coerced-unwanted-or-inconsistent-with-womens-preferences\/\" target=\"_blank\" rel=\"noreferrer noopener\">are already believed to be unwanted, coerced, or inconsistent<\/a> with the mother\u2019s values and desires. One recent study suggests that women who <a href=\"https:\/\/thefederalist.com\/2026\/06\/12\/women-report-not-enough-info-given-about-bleeding-pain-mental-anguish-before-taking-abortion-pill\/\" target=\"_blank\" rel=\"noreferrer noopener\">initiate chemical abortions<\/a> with mifepristone don\u2019t feel fully informed about the physical, mental, and emotional effects linked to chemical abortion.<\/p>\n<p>The Biden administration\u2019s rollback of mifepristone prescribing guardrails have yielded even more horror stories from <a href=\"https:\/\/thefederalist.com\/2025\/06\/11\/tx-man-arrested-after-allegedly-poisoning-his-girlfriend-murdering-his-child-with-abortion-drug\/\" target=\"_blank\" rel=\"noreferrer noopener\">women<\/a> across the nation\u00a0like Rosalie <a href=\"https:\/\/thefederalist.com\/2025\/10\/30\/woman-coerced-into-abortion-asks-fda-to-stop-shielding-abusers-and-their-drug-dealers\/\" target=\"_blank\" rel=\"noreferrer noopener\">Markezich<\/a>, one of the plaintiffs in a landmark abortion pill case out of Louisiana, who are <a href=\"https:\/\/thefederalist.com\/2025\/08\/11\/man-allegedly-murdered-his-unborn-baby-by-spiking-her-moms-hot-cocoa-with-abortion-drug\/\" target=\"_blank\" rel=\"noreferrer noopener\">susceptible<\/a> to <a href=\"https:\/\/thefederalist.com\/2024\/09\/24\/nations-top-ob-gyn-org-could-combat-lies-about-pro-life-laws-but-that-would-hurt-their-agenda\/\" target=\"_blank\" rel=\"noreferrer noopener\">injuries and even death<\/a> <a href=\"https:\/\/thefederalist.com\/2025\/05\/02\/media-blackout-on-abortion-pill-study-proves-they-never-cared-about-amber-thurmans-death\/\" target=\"_blank\" rel=\"noreferrer noopener\">linked to<\/a> <a href=\"https:\/\/thefederalist.com\/2024\/10\/02\/tim-walz-repeats-lie-blaming-pro-lifers-for-woman-killed-by-abortion-pills\/\" target=\"_blank\" rel=\"noreferrer noopener\">mifepristone<\/a>, especially when taking it unknowingly or under duress.<\/p>\n<p>This backdoor, DIY abortion practice predicates itself on violating, in Hawley\u2019s words, \u201cboth state and federal law.\u201d And, as Hawley further noted, \u201cPlan C does not operate alone.\u201d<\/p>\n<p>\u201cDanco Laboratories, a large and wildly profitable manufacturer of mifepristone, lists Plan C among the patient resources on its own website, steering prospective customers to an organization that instructs Americans on how to break the law,\u201d Hawley warned. \u201cOn information and belief, GenBioPro, the generic manufacturer, maintains a similar referral relationship with Plan C.\u201d<\/p>\n<p>The DOJ, according to Hawley, is \u201cwell positioned to determine the full extent of these relationships, including any financial ties\u201d and must do so with \u201cthe closest scrutiny.\u201d<\/p>\n<p>Shortly after publicizing the letter, Hawley <a href=\"https:\/\/x.com\/HawleyMO\/status\/2079362688761618903\" target=\"_blank\" rel=\"noreferrer noopener\">publicly celebrated<\/a> a \u201cgreat meeting\u201d between him and Blanche \u201con the criminal activities of the Soros-funded dark money groups and abortion pharma companies illegally pumping abortion drugs into Missouri and other states.\u201d <\/p>\n<p>\u201cLook forward to DOJ\u2019s work,\u201d Hawley <a href=\"https:\/\/x.com\/HawleyMO\/status\/2079362688761618903?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>.<\/p>\n<p>During his confirmation hearing last week, Blanche <a href=\"https:\/\/thefederalist.com\/2026\/07\/15\/ag-nominee-blanche-trumps-doj-believes-bidens-lax-abortion-pill-rules-are-wrong\/\" target=\"_blank\" rel=\"noreferrer noopener\">reaffirmed<\/a> that the Trump administration believes Biden\u2019s radically relaxed rules for obtaining abortion pills \u201cwere wrong.\u201d <\/p>\n<p>The acting attorney general stopped short of sharing the DOJ\u2019s \u201clitigation strategy\u201d in the <a href=\"https:\/\/thefederalist.com\/2026\/05\/15\/women-babies-at-risk-after-scotus-authorizes-mail-order-abortion-for-now\/\" target=\"_blank\" rel=\"noreferrer noopener\">ongoing landmark <em>Louisiana v. FDA<\/em> case<\/a>. He did, however, pledge the DOJ and the Trump administration as a whole to \u201cprotect the life of the unborn and work with states and obviously [Hawley] to make sure that we do that in the best way.\u201d<\/p>\n<p>Some pro-life states such as Texas have taken aim at Plan C, among other abortion pill black market participants.
